A Message from the City of Winnfield

The City of Winnfield is proud of the outcome and impact of the first year of the Winnfield Enrichment Program, held at the Tommy G. Hamms Memorial Building.

This program was created to provide a safe, positive, and supportive after-school environment for students in grades 1st through 8th, while assisting them with homework, academic needs, and building confidence in their education.

We especially want to recognize the late Starla Triplett Jones, who directed the program and remained deeply dedicated to its success until life changes took place. Her commitment to our children and her desire to make a difference in their lives will always be appreciated and remembered. We are grateful for the foundation she helped establish.

The City would also like to extend a sincere THANK YOU to each of the tutors who gave their time, knowledge, and heart to our students:

And a special thank-you to our program assistant, Patricia Bell, for her support and dedication.

Program Update

At this time, the Winnfield Enrichment Program will be at a standstill for the 2026–2027 school year until further notice.

While the program will not operate at this time, the City remains proud of what was accomplished during its first year and thankful to everyone who played a role in making it possible.

Our children are our future, and the City of Winnfield remains committed to supporting opportunities that encourage their growth, education, and success.

A PLAN IS IN MOTION TO IMPROVE WINNFIELD’S WATER SYSTEM
The Mayor and City Council understand the concerns our citizens have expressed regarding water discoloration and the condition of portions of our water system. We want our residents to know that these concerns are being taken seriously, and a plan is already in motion to make long-term improvements to our water infrastructure.
At the recent City Council meeting, the City’s engineering consultant, Henry Shuler, provided an update on several major water infrastructure projects and the funding the City is pursuing.
💧 $3 MILLION DRINKING WATER PROJECT
The City is pursuing approximately $3 million through the Drinking Water Revolving Loan Fund for improvements to our water production and treatment facilities. The project includes:
• Replacement of the ozone treatment plant
• Upgrades to the water treatment pumps
• Approximately $980,000 in LATICORP funding
• Approximately 51% grant funding
• A $1,030,200 loan
These improvements are focused on strengthening the City's ability to produce and properly treat our drinking water.
WHAT ABOUT WATER LINES AND DISTRIBUTION?
The engineering consultant explained that the Drinking Water Revolving Loan Fund is restricted to production and treatment improvements and cannot be used for distribution projects such as replacing aging water lines or installing additional isolation valves.
That is why the City is also pursuing additional funding specifically for the water distribution system.
The City has applied for a Community Development Block Grant (CDBG) of up to $2 million to address distribution system improvements. Because of the requirements associated with the current sewer project, the City is expected to become eligible for the next funding cycle in 2027, once the current sewer project is closed out.
WE ARE WORKING TOWARD A LONG-TERM SOLUTION
The concerns about water discoloration are real, and the Mayor and Council recognize the importance of providing our citizens with a reliable and improved water system.
These projects are part of a larger, long-term plan to address our water treatment facilities AND our distribution infrastructure. While these improvements cannot happen overnight, the City is actively working to secure the funding necessary to make them happen.
We hear you. We understand your concerns. And we are working on a plan to improve Winnfield’s water system for the future.
