PARTICIPATE IN KOSCIUSKO COUNTY PARKS MASTER PLAN SURVEY

KOSCIUSKO COUNTY, Indiana – The Kosciusko County Parks and Recreation Board has started the planning process to develop its first 5-Year Parks Master Plan. This Plan will help establish a vision for a county-wide parks and recreation system and priorities that enhance the County’s quality of life by providing access to parks and recreational amenities.

This Plan will not be successful or meaningful unless it reflects the goals and aspirations of the users of the parks and recreational amenities in the County! One of the ways you can participate is to fill out this brief Kosciusko County Parks Master Plan Survey at tiny.cc/KosciuskoParksPlan. The survey is available in English and Spanish in an online and paper format. Pickup and return paper surveys at any local library or City/Town Hall in Kosciusko County.

“We need everyone’s input to help fashion the County’s first parks master plan, states Rob Bishop, President of the Kosciusko County Parks and Recreation Board.” “We want to hear what recreational amenities you would like to see in the County, where we should make connections to, and what are priorities ought to be to create an accessible parks system with vibrant recreational experiences and opportunities. We encourage you to take a few minutes to complete this survey.”

Vice-President Troy Turley also states, “We have an unprecedented opportunity to create and connect parks and trails in Kosciusko County. Voices like yours will help guide our progress and success to lay the foundation for the County’s parks and recreation system so please take a moment to share your opinions by completing the survey.”

IMAGINE WINONA LAKE OPEN HOUSE THURS., JUNE 18

The Town of Winona Lake has been working with the Michiana Area Council of Governments (MACOG) to develop their first Comprehensive Plan known as “Imagine Winona Lake 2030 Comprehensive Plan.” A comprehensive plan is the guiding policy document that empowers communities to create a long-term vision, address community challenges, and create solutions that offer better choices for where and how people live, work, and play.

The Steering Committee led the planning process in June 2018 and was built on the foundation of community engagement. This included conducting stakeholder interviews, a public input survey, hosting pop-up events, and having a booth set up at Oktoberfest and the Taste of Kosciusko. At pop-up events, the public had the opportunity to tell Committee members how they Imagine Winona Lake in 2030 and what they love about Winona Lake using a selfie polaroid frame. It was a unique experience as the Committee was able to engage over 640 residents. The public also had an opportunity to complete an online survey to provide valuable feedback on their views of Winona Lake and future development opportunities, in which 155 residents responded.

Through the engagement process and analyzing Winona Lake’s existing conditions, the Steering Committee was able to identify priority action strategies with the intention to guide improvements for the next five to ten years. A draft of the Plan will be ready for public review by June 14, 2019.

The Steering Committee will be hosting an open house on Tuesday, June 18, 2019, in the Council Chambers room of Town Hall. The open house will begin at 6:00 p.m. with the Steering Committee giving a presentation of the draft Plan, followed by an opportunity for the public to review and comment on the proposed action strategies.

“The Steering Committee has worked really hard and are looking forward to hearing the public’s input on the work that has been done in the last year developing our first Comprehensive Plan,” stated Town Coordinator, Craig Allebach.

“The Imagine Winona Lake Comprehensive Plan will serve as a blueprint for future development of Winona Lake. Public input is strongly encouraged and a vital component as we look to adopt the plan in the next few months." The open house is another opportunity to learn about the Plan and provide your comments or ideas.

Council president Rick Swaim also shares, “The Winona Lake Town Council is very excited to announce a Comprehensive Plan for the next several years that will be our guide for growth and development of our many assets as a community. Winona Lake has a rich heritage and an even brighter future. Our community is a destination for many who want to move to the area. With our beautiful Greenway, lake, mountain bike trails and other amenities, Winona Lake has a lot to offer."

The Imagine Winona Lake 2030 Comprehensive Plan will be available for review on the Town’s website, www.winonalake.net. For those who do not have internet access, copies of the Plan will be available in the Clerk’s Office at Town Hall located at 1310 Park Avenue or the Parks Department, 1590 Park Avenue.

TRAIL UPDATE...

The off-road Winona Lake Trails remain CLOSED until further notice. Yesterday and last night's rains have soaked sections that were close to drying out, while other sections are still water logged and needing more time to drain. As originally mentioned last week, this may be a longer than normal closing due to the late season moisture, so please be patient. Our volunteers want to be out riding and running as well, so not damaging large sections of the trails are greatly appreciated, as every repair costs time and money. Also, please remember that when the gates at the trailhead are closed and the status bar at the top of the website (winonalaketrails.com) is still red, that means the trails are closed for all users - whether on wheels or on foot. Thanks again for your patience! And for helping spread the word!

Long range planning was in full swing this Wednesday morning as the comprehensive planning task force worked on a 25 to 50 year plan for the development of the town of Winona Lake. Meeting in the senior center, some 16 community volunteers worked on land use, transportation, community development, environment, and quality of life areas. They identified available areas for high-density housing and for single-family development, and projected recreational and commercial use over the next approximately 30 years.
