As I write my time here is coming to a close. My last day here will be November 21, 2023. I would like to thank the residents of Winslow, the business owners, the wonderful staff and the Winslow Town Council for the opportunity to serve you all over the past three years. While I am extremely excited about my new opportunity in Farmington, my departure is bittersweet. There are so many projects I would like to see through to fruition, and I am disappointed to leave them half-finished or yet to be started. I have been wholly invested in this Town and moving it forward and I leave a part of my heart here. I wish this Town and its people all the best. I'll be watching from afar and I can't wait to see what is yet to come!

I would like to send a big note of thanks to our first responders (Police, Fire and Public Works) for their response to the storm calls over the weekend. At one point we lost the traffic lights. We had numerous trees down throughout the area. Fire alone responded to 32 calls! These guys and gals are the best!

Vanessa took over the role of Codes and Assessing Administrative Assistant on August 22, and will be training to take over as Tax Collector. Many of you may have already had the pleasure of meeting her as she helped you with your tax assessment questions or code enforcement questions. If you haven't met her yet stop by to say hello. Vassalboro Business Association announced the 2023 scholarship winner as Morgan Fortin, of Vassalboro. Morgan is a graduate of Winslow High School in 2023, and will be pursuing higher education in contemporary and popular music with a concentration in audio engineering.

Regarding today's article in the Morning Sentinel, this is a Council matter over which neither myself nor any other Town Employee has purview. Employees are subordinate to the elected body, and therefore cannot pass judgement or absolve their actions. The Council will address the issue in whatever way they deem appropriate.

This event is very unfortunate as it distracts from the real business of the Town which is to serve our community. In the coming days and weeks as this matter is sorted out the employees remain committed to doing the best job we can for you.

Thank you to everyone who came out for Ice Cream with the Manager yesterday. We had some great discussion and an opportunity to answer some questions and get feedback about Town Operations, particularly surrounding the revaluation, road maintenance and tax relief for seniors. On July 25 the Public Safety Director hiring committee held interviews to fill the permanent position. There were two candidates. The committee consisted of August Police Chief and Assistant City Manager Jared Mills, Bucksport Town Manager Susan Lessard, Delta Ambulance Director and Winslow resident Timothy Beals, Winslow Council Chair Peter Drapeau, and myself. Each of the three independent committee members brought expertise to the table in selecting the best candidate.

Chief Mills has more than two decades in law enforcement and also has the experience of operational management of multiple City departments. He understands the interactions required between all first responder departments and how other departments also loop into the equation. Due to his years as a Police Chief he is acquainted with both candidates.

Susan Lessard has been a manager for 43 years. She oversaw the Public Safety Department in Hampden, and she implemented a new Public Safety Department in Bucksport. She has a wealth of knowledge in what it takes to manage these departments, what it takes to implement one and what the potential pitfalls are.

Timothy Beals represents the citizen interest, but also brings the EMS perspective to the hiring process. Despite that expertise his most valuable input was as a resident of Winslow in pointing out the ways candidate responses to questions impacted community members to engage or to disengage the public.

Neither Ms. Lessard or Mr. Beals have personal knowledge of either candidate.

The interview consisted of twenty questions covering topics such as personnel management, community engagement, labor contracts, budgeting and problem solving. They lasted an average of two hours. Both candidates did well, and each had their particular strengths. After interviewing both candidates the committee scored them independently, and afterward had a discussion to determine who the top candidate was. Prior to giving my own feedback I let our independent committee members and Councilor Drapeau provide their opinions and indicate their choice. I went last. The committee was unanimous in its decision and the independent scoring bears this out.

After allowing the committee a week to mull their recommendations over the decision remains unanimous. The Committee has selected Interim Public Safety Director and Police Chief Leonard Macdaid to fill the permanent position. The decision of the committee members is a testament to his professionalism and leadership as exhibited in his responses to the interview questions. In particular the Committee felt that he had the strongest sense of community, and being a member of the Town of Winslow, not just his own department. This mindset is needed in a position that oversees employees from very different industries, and is required to coordinate with other departments critical to the health and safety of the Public. Congratulations Director Macdaid!

Are you ready for some more good news? The bill still has to pass the House and the Senate, but the Senate Appropriations Committee has included $3 million in funding for Sunset Heights sewer infrastructure in their spending bill! Thank you Senator Collins!
