Utility Disruption Prevention Program
Financial Assistance Available to Small Businesses and Nonprofits Impacted by COVID-19
August 21, 2020 (DES MOINES, IA) – The Iowa Economic Development Authority (IEDA) today announced that more Iowa small business owners and nonprofits are now eligible to receive financial assistance with electric and natural gas utility bills.
Eligibility criteria for the Iowa Small Business Utility Disruption Prevention Program has been expanded to include utility assistance for eligible small businesses and nonprofits for electric or natural gas service provided between March 17, 2020 and October 15, 2020.
Eligible small businesses and nonprofits must have experienced a COVID-19 loss of income. Full eligibility information and the application is available at iowabusinessrecovery.com. The program will accept applications through October 31 or until all funds have been exhausted.
The program will provide short-term relief in the form of direct payments to utility providers to be applied to accounts. A minimum of $400 and up to $7,500 can be applied towards utility bill costs for eligible small businesses and nonprofits. The state allocated approximately $14.5 million of federal CARES Act funds for the program when launched in early July.
“We’re pleased to announce the extension and expansion of the utility assistance available to COVID-19 impacted small businesses and nonprofits as they work tirelessly to recover from the far-reaching impacts of the unparalleled pandemic,” said IEDA and Iowa Finance Authority Executive Director Debi Durham.

Grant presentation #10 was awarded to the Earlham Cardinals Music Boosters for replacement of their marching band uniforms. The check for $11,365 was accepted by Jill Eichner-Brown, President of the Earlham Cardinal Music Boosters, and Kelly Weber, Earlham Band Director. It was delivered by GMCCF board member Mark Beatty. Is your organization working on a grant application? At this time we are planning to keep our previously scheduled due date of March 27th. However, for those who prefer to submit them by mail instead of in-person, we will also consider grants that are POSTMARKED by March 27th. For those who would like to submit them to Tom Leners in person, he will be at his office at 1217 N. 6th Ave, Suite 3 (near Cabin Coffee) from 9am to noon and 1pm to 4pm, Monday-Friday of next week. One visitor in the building at a time, please (you can see through the glass in front). Also, watch for a designated drop-off area on outside Tom's office. Call 515-462-1891 if you have any questions, and remember you can download and print your application at http://madisoncountyfoundation.org/. If any changes are made to our grant schedule, we will post it on the website and share it here on Facebook.
