Stay warm and safe today. Don't be out unless you have to. We will do our best to keep the main routes open but once that snow starts blowing it won't be safe for anyone to be out. If there is a power outage, Madison County Emergency Management has set up a warming/sheltering location at 1305 W Jefferson Winterset Iowa (New Bridge Church. They are capable and ready to shelter citizens as needed.

To the Electors of the city of Winterset, Iowa:
You are hereby notified that the City Council of the city of Winterset, Iowa, has received and accepted the resignation of Philip Macumber as At-Large Council Member of the city of Winterset, Iowa, effective January 01, 2020 the term which expires January 02, 2021, is vacant as of January 01, 2020, pursuant to Section 69.2, Code of Iowa.
You are hereby notified that pursuant to Section 372.13 (2) of the Code of Iowa, the Council has elected to fill the vacancy by appointment. However, the electors of the City have the right to file a petition requiring that the vacancy be filled by a special election, by filing of a petition in accordance with Iowa Code Section 372.13(2)(a) within fourteen (14) days after publication of this notice or within fourteen (14) days after appointment is made by the City Council, whichever is later.
According to Shelley Kaster, Madison County Auditor, 119 signatures will be required if a petition is filed.
The Council intends to make this appointment at their regular meeting, which will begin at 7:00 PM on January 20, 2020 in the Council Chambers of City Hall, 124 W Court Ave, Winterset, IA 50273

N 10th Street Project update - the surveying will begin tomorrow morning (Wednesday) so there will be surveyors in the area. In addition, there will be a drone flying the area and taking pictures for the engineering firm.
The new property tax law that was passed in 2019 requires all cities to hold a pre-levy public hearing if there is a potential that the amount of tax revenue received in fiscal year 2021 is more than 2% higher than the amount of tax revenue received in fiscal year 2020. For clarification purposes, it is not the intent of the council to raise the actual property tax rate. When the valuation of the city increases the amount of tax revenue increases in general. Note - this is not saying that the overall property tax rate is increasing. The overall valuation of the city increased by 10% so the law requires us to hold the public hearing. If the valuation had only increased by 2% this wouldn't be a requirement.

Winterset City Park Townhall Meeting
The Winterset Park and Recreation Department will be hosting a "town hall" style meeting to discuss the Winterset City Park Restoration Project. The public is invited to join us for a few short presentations on current and future work to be done followed by a question and answer session.
John Pletchette, Park and Rec Director, will explain the overall process and the groups involved in the project. Al Lange, a volunteer from the City Park Restoration Committee will discuss the conservation plan recently adopted by the Winterset Park and Recreation Board. Historic Preservation Commission member, Linda Griffith Smith, will discuss the nomination that is underway to put the Winterset City Park on the National Register of Historic Places.
We look forward to seeing you there and sharing with you our vision for the Winterset City Park.

Controlled Burn in lower City Park Monday, December 23.
Beginning around noon on Monday, December 23, a controlled burn will take place in portions of the lower City Park (south of the South Shelter). The burn is part of the City’s ongoing efforts to increase management practices to improve the woodlands. No vehicles will be allowed on the tower road. Hikers shall stay on the road and away from any fire/smoke.
Controlled burns will be an annual practice in City Park lower portion during late fall through early spring as conditions allow. Other practices that we have implemented as part of our adopted City Park Woodlands Conservation Plan include removing a large amount of honeysuckle (invasive species) and thinning out the timber by removing some trees. Please contact the WPRD Office with any questions/concerns at 462-3258.
Waste Management has stated that Thursday’s trash and recycling collections will be pushed to Friday due to Christmas.

In a beautiful gesture from retiring Mayor Olson to the city staff who supported him all these years, city staff will be granted an extra day off this year. City Hall will be closing at 1:00 p.m. on Christmas Eve and reopening Monday, December 30th at 8:00 a.m. (Of course, the awesome Street Department will be on-call in case the roads need plowed and treated.)

Iowa Lt. Governor Adam Gregg was in Winterset today for a huge announcement by Agriland FS, Inc. Agriland FS, Inc. is adding more than 20,000 square feet of office and multipurpose space. The parking lot to the east of the library is ready for use! Winterset is experiencing a power outage. We have contacted the Electric personnel and they are aware of the problem and are working on it.
Just got word there is a breaker open and the guys are working on getting the power restored. Not sure of the ETA

Winterset Schools Outdoor Classroom! Mr. Nedved's Biology class worked with Amy Warnke (Madison County Naturalist) and used the INaturalist app to identify plants and animals for the butterfly garden in the outdoor classroom as well as at Pammel Park.
