On Monday, January 26, 2026, soldiers of the IDF recovered the body of Ran Gvili, a 24 year old police officer, killed by Hamas on October 7, 2023. He was the last of 251 hostages to have been returned to Israel after an 843 day nightmare.

Last year at this time, I had the pleasure to visit Israel. It was an eye opening experience. It provided a perspective that most Americans will never have while we live protected by thousands of miles of ocean. I will carry with me the horror of a burnt out Kibbutz Nir Oz and Nova music festival site and the bombed soccer field which killed twelve Druze children.

I am grateful to the President and his Middle East team for creating an opportunity for a new and lasting peace. My daily prayers include a simple prayer for the success of this effort. In the memory of the Bibas family, may this effort be successful. "Blessed be the peacemakers: for they shall be called children of God."

Finally, special thanks to two of the finest colleagues I am privileged to work with: Representative Simon Cataldo and Senator John Velis. Their work as leaders of the Special Commission on Combating Antisemitism represents the best of brave and honorable public service.

In light of the electric and gas rates crushing Massachusetts residents, National Grid is hosting a "Customer Savings Event" on Tuesday January 27, 2026, at the Robert A. Deleo Senior Center located at 35 Harvard Street, Winthrop from 10:00 AM to 2:00PM.

This event will certainly not provide relief for everyone but will help many. In the meantime, I am working with my colleagues on a utility rate relief law and expect to be voting on a plan in the very near future.

Customers attending in-person events will have the opportunity to meet with representatives from National Grid, who will be on-site to assist with billing issues and provide information on:

Enrolling in National Grid’s new Payment Assistance Bundle

Enrolling in Budget Billing

Enrolling in the Energy Discount Rate (for qualifying customers)
Scheduling home energy assessments and sharing information on other energy efficiency opportunities for homes or businesses

This event is part of National Grid’s broader commitment to affordability and reliability. Customers can also access support by calling 1-800-233-5325.

Help with Managing Energy Bills:

National Grid is committed to delivering safe and reliable energy to the customers and communities we serve. We recognize that affordability is a significant concern, and National Grid offers various programs and services to help customers save energy, manage their bills, and access financial assistance. As colder weather arrives, it is not too late to explore programs that help manage energy costs. National Grid customers can now sign up for a new Payment Assistance Bundle. The bundle combines three helpful solutions to make it easier for managing energy costs and paying down past due amounts over a 12-month period.
Deferred Payment Agreement: Spread out past-due balance into future monthly payments.

Automatic Monthly Payments: Automatically deduct payments from your bank account each month and avoid missing due dates.
Budget Plan: Break down annual energy costs into balanced monthly payments, making it easier to budget and plan expenses.
Customers interested in enrolling in the Payment Assistance Bundle can do so online by visiting ngrid.com/hereforyou, at an in-person event, or by calling 1-800-233-5325.

Budget Billing: Allows customers to spread their usual payment over twelve balanced monthly payments to help offset the traditionally high winter heating and summer air conditioning peak bills. Doing so makes it easier to anticipate monthly energy costs and plan household budgets. Additional information can be found here.

Discount Rates: Income-eligible customers may qualify for a
discounted rate on energy service. To be eligible, applicants must be a National Grid customer and already enrolled in an eligible benefit program or the Low Income Home Energy Assistance Program (LIHEAP). Visit the Discount Rate application to determine eligibility and apply.

Heat Pump Rate: National Grid introduced a new Residential Heat Pump Rate November 1st to help electric customers save during the winter heating season. Qualified customers who use heat pumps for home heating will receive a reduced delivery rate on electricity from November through April, lowering monthly costs. Customers who think they qualify but did not receive an enrollment confirmation should visit ngrid.com/heatpumprate to fill out the enrollment form to apply and ensure they receive the discount.

*****TAX CREDITS FOR SENIORS*****

In October 2023, the Legislature approved and Governor Healey signed into law the largest Legislatively approved tax cut in the history of the Commonwealth. A significant tax break for seniors was part of the package. If you are a Massachusetts resident over 65 years of age and either own OR rent, you may be eligible for the Massachusetts Senior Circuit Breaker Tax Credit. General rules of eligibility follow along with a link with more detailed information. Don't miss out on this tax it could save you up to $2,820.00 on your Massachusetts tax return.

Who is eligible

You must be a Massachusetts resident or part-year resident.
You must be 65 or older by December 31 of the tax year.
You must file a Schedule CB with your Massachusetts personal income tax return.
You must own or rent residential property in Massachusetts and occupy it as your primary residence.
For tax year 2025, your total Massachusetts income doesn't exceed:
$75,000 for a single individual who is not the head of a household.
$94,000 for a head of household.
$112,000 for married couples filing a joint return.
If you are a homeowner, your Massachusetts property tax payments, together with half of your water and sewer expense, must exceed 10% of your total Massachusetts income for the tax year.
If you are a renter, 25% of your annual Massachusetts rent must exceed 10% of your total Massachusetts income for the tax year.
The assessed valuation of the homeowner's personal residence as of January 1, 2025, before residential exemptions but after abatements, cannot exceed $1,298,000.
The Schedule CB must be completed within 3 years from the last day for filing the return, without regard to any extension of time to file.

Who isn't eligible

You are a nonresident.
You are married and your status is married filing separately.
You are a dependent of another taxpayer.
You receive a federal and/or state rent subsidy or you rent from a tax-exempt entity.
For tax year 2025, the assessed value of principal residence exceeds $1,298,000.
If you did not complete a Schedule CB within 3 years from the last day for filing the return, without regard to any extension of time to file.

With Thanksgiving weeks away, and the early darkness and the cold upon us, there are many families in need this time of year. I have heard from my Pastor and from those who work or volunteer in local food pantries of the increased demand.
This year Walmart has put together a Thanksgiving dinner package for a family of ten people for under $40.00. Yes, Walmart has rolled the pricing back to 2019 levels. I applaud them for their giving back to our community.
With this in mind, if you are a Veteran, a family of a Veteran or a Winthrop/Revere family in need of assistance this year, I am pleased to announce that I will purchase and deliver to your home, no questions asked, a Thanksgiving dinner package to you compliments of my campaign committee. In order for Walmart to be able to accommodate me with this offer, you must contact me on or before Thursday, November 20, 2025 at 5PM. Winthrop and Revere Friends:

The current state of affairs in Washington DC is embarrassing. The inability to put the interests of our country and our people over perceived political leverage and/or benefits is a disgrace. Members of Congress continue to be paid while hundreds of thousands of federal workers and soon members of our military will go without paychecks. Now beginning tomorrow, some of the neediest in our society will be impacted due to the failure to fund the SNAP program. To be clear, we are talking about: low-income families with children, seniors and handicap citizens. We are NOT talking about abled bodied people that don't want to work. All members of Congress should hold their heads in shame for allowing this theater of the absurd to continue.

Rather than simply curse the darkness, I choose to try and assist. If you are impacted by the failure to fund SNAP and are unable to receive assistance from our local food pantries (soon to be overwhelmed by demand), please reach out to me directly and confidentially on my cell phone at 508 450 8843.
