The Winthrop Police Department and Monmouth Police Department had the pleasure of participating in the Law Enforcement Torch Run for Special Olympics Maine. We ran the torch from the west town line in Monmouth to the Winthrop/Monmouth line and continued into Manchester where we passed on the torch to the Maine Game Wardens who continued into Augusta. We are honored to be the “Guardians of the Flame”
We want to thank all who beeped, waived, and cheered us on as we made the trek down Rt 202.

WINTHROP, MAINE - The Maine Drug Enforcement Agency announces the arrest of man from the Dominican Republic following a month’s long drug trafficking investigation.

Arrested:

Jorge Luis Franco Mejia (31) of the Dominican Republic – Class A Aggravated Trafficking Schedule W Drugs Co***ne HCl and Fentanyl. Bail set at $100,000.

On Thursday afternoon, May 28, 2026, Agents assigned to the Maine Drug Enforcements South Central District Task Force executed a search warrant at a Winthrop motel. The search warrant was based on a month’s long investigation into the trafficking of fentanyl and co***ne, which included undercover purchases of fentanyl and co***ne.

As a result of the search warrant, agents located and seized 180ggw (gross gram weight) of co***ne, 20ggw of fentanyl and $1660.00 in suspected drug proceeds. The estimated street value of the drugs seized is $20,000. Franco Mejia was taken into custody without incident.

More arrests and charges are expected based on this investigation.

Maine Drug Enforcement’s South Central Task Force was assisted by the Winthrop Police Department and a Maine State Police K-9 Unit.

All suspects are presumed innocent until proven guilty in a court of law.

The MDEA stands committed to working with all federal, state, county, and local law enforcement partners in order to continue to identify and disrupt drug trafficking organizations who are attempting to distribute illicit drugs like fentanyl, co***ne and methamphetamine in the State of Maine.

PATROL OFFICER – MONMOUTH

Responsibilities
• Patrol Town streets, parks, commercial and residential areas to preserve the peace and enforce the law, control vehicular traffic prevent or detect and investigate misconduct involving City ordinance violations, misdemeanors, felonies, and other law violations and to otherwise serve and protect.
• Respond to emergency and non-emergency radio calls or other transmissions and investigation accidents, robberies, civil disturbances, domestic disputes, fights, drunkenness, missing children, prowlers, abuse of drugs, etc. Takes appropriate law enforcement action.
• Interrogates suspects, witnesses, and drivers. Preserves evidence. Arrests violators. Investigates and renders assistance at scene of vehicular accidents. Summons ambulances and other law enforcement vehicles. Takes measurements and draws diagrams of scene.
• Conducts follow-up investigations of crimes committed or reported during assigned shift. Seeks out and questions victim, witnesses, and suspects. Develops leads and tips. Searches scene of crimes for clues. Analyzes and evaluates evidence and arrests offenders.
• Prepares a variety of reports and records including investigation reports, field interrogation reports, OUI reports, bad check reports, vehicle impoundment/inventory form, etc.
• Participates in investigating criminal law violations occurring within the Town, obtaining evidence and compiling information regarding these crimes, preparing cases for filing of charges, testifying in court, and related activities.
• Conduct patrol activities including directing traffic, investigation of reported or observed violations of law, and conducting patrol activities.

Requirements
• Possess a high school diploma or equivalent college.
• Maine Driver License is required with no O.U.I. conviction.
• Passed the Maine Criminal Justice Academy Alert test.
• Maine Criminal Justice Academy physical fitness test.
• 200-hour Pre-Service Certification is preferred.
• Physical fitness test, oral interviews, in-depth criminal and personal background investigations, polygraph test, psychological exam, and physical are required of selected applicants.

Pay Scale
• Full-time, non-exempt - union position.
• Comprehensive benefits package including medical, Dental, life & disability insurance, MSRS 25 years 2/3 pay no age, and generous paid time off.
• Night shift differential and longevity pay added to base wage.

Pay range: $24.87 – $32.35
As Of July 1, 2025, $27.29 - $32.59 + 3% AS Degree 6% BS Degree
July 1, 2026, $28.11 - $36.81 + 4% AS Degree 8% BS Degree

On 4/9/2026, Winthrop Communications received a report of an individual who had gone through the ice while attempting to save a dog. A neighbor heard the individual yelling for help and with their quick thinking was able to get and throw a rope to help get the individual closer to shore.

Winthrop PD, Fire, and EMS were dispatched and arrived at the scene in under 2 minutes! With the joint effort the individual was able to quickly be warmed and transported to the hospital. The combined effort and dedication of all involved resulted in the best possible outcome of all people and animals being rescued, as well as getting personal items out of the water.

If not for the communities support of outfitting our emergency departments with the proper training, equipment, and resources this very well could have had a different outcome.
