Madison County Emergency Management Agency (EMA) is required to have the ability of mass communications. Specifically, Integrated Public Alert & Warning System (IPAWS) messaging which can only be launched by a contracted third-party software (CodeRed, Everbridge, Hyper Reach, etc.).

CodeRed has served the county and its communities well for many years. Since their data breach incident and upgrading from the legacy platform (owned by OnSolve) to their new platform (owned by Crisis24), there have been significant performance issues. The phone number changed to a Washington phone number and eliminated the address-based alerts and went to a more general area for alerting. Based on feedback from the last few months/last few storms, residents were receiving multiple alerts for the same storm, alerts outside of the area they lived and a robotic voice many could not understand.

We are still in the process of switching over to the Everbridge system, so currently CodeRed is still active. Everbridge is up and running as well and has been sending out weather alerts. The local number you will receive Everbridge alerts from is 618-296-3500.

For those who were already in the CodeRed weather alert system, your information was brought onto the Everbridge platform. If you want to edit your address, phone number, name, etc., you will need to register for an Everbridge account. The registration link is: https://member.everbridge.net/index/107891189088300
The system will look for an existing account and link the accounts together. If you were not in the Code Red weather alert system, you can sign up for Everbridge following the same link.

Madison County Emergency Management Agency (EMA) is currently in the process of switching from CodeRED to the Everbridge system for all mass notification alerts which include weather alerts. All our residents who were previously signed up for CodeRED weather alerts were brought over and will now receive weather alerts from Everbridge.

Residents may have received a severe weather warning alert from Everbridge last night, which came from an inaccurate number that Everbridge presented in error. The correct number you will receive Everbridge alerts from is: 618-296-3500.

The threat for significant severe weather continues for Monday afternoon and evening across the entire forecast area including very large hail, strong tornadoes, and damaging winds. However, ongoing thunderstorms Monday morning will impact where the worst of the afternoon/evening severe weather occurs. During the morning thunderstorms are expected largely north of I-70 and a few could produce US Quarter-sized hail and localized flooding. Make sure to have multiple ways to receive severe thunderstorm and tornado warnings on Monday!

Madison County Emergency Management Agency

The Madison County Emergency Management Agency (EMA) is aware of and takes seriously recent concerns from residents regarding CodeRED weather alert notifications during the severe thunderstorms on March 11 and March 15, 2026.

Following these events, EMA immediately reported multiple customer complaints to the CodeRED Technical Support Team and company leadership. Reported issues included residents not receiving alerts, receiving multiple alerts, or receiving notifications for areas outside of their location.

EMA has requested guidance from CodeRED to help ensure Madison County residents receive accurate, reliable, and timely emergency notifications moving forward.

It is important for residents to understand that Madison County EMA does not control the issuance of weather alerts from the National Weather Service or the delivery systems used by third-party notification providers such as CodeRED.

As part of the response, CodeRED Technical Support has recommended the following steps to improve notification delivery:

• Save the number 206-536-3695 in your phone contacts and label it as “CodeRED Alerts”

• This may help prevent alerts from being flagged as spam or blocked by your device

In addition, Madison County EMA is in the process of transitioning from CodeRED to the Everbridge system for Integrated Public Alert and Warning System (IPAWS) notifications. Illinois Emergency Management Agency uses Everbridge for this purpose.

EMA remains committed to ensuring residents receive timely and accurate information during emergencies and will continue working with partners to improve notification systems.

This transition is intended to enhance the reliability and effectiveness of emergency communications across the county.

EMA will continue to provide clear guidance to the community, stakeholders, and emergency management partners as this project progresses.
