Woodburn, Oregon - Community leaders gathered at Woodburn City Hall to welcome Governor Kotek and state elected officials for the signing of six bold bills that will fast-track adding housing in Oregon cities for middle-income households, seniors, and farmworker families.
The Governor has made housing a top priority for her administration, dedicating efforts to making homes more affordable by increasing housing production across all levels of the market. She emphasized that, with more land, infrastructure, and financing now available, Oregon is positioned to add over 50,000 homes to the development pipeline—equivalent to more than 16,000 new units each year.
Speakers shared remarks about the City of Woodburn becoming a model that can be replicated statewide. The City acknowledged that responsible growth is crucial, as it is one of the fastest-growing communities in Oregon. (for communities 10k+)
In addition to the remarks made by the Governor and elected officials, an FHDC Resident shared, “Thanks to living at Farmworker Housing Development Corporation housing, I have taken many training courses offered at the community center that have benefited my household finances…I have been able to watch my children grow and see them participate in programs offered for people in agriculture so they can become professionals and work for our community.”
The bills signed included:
🏠House Bill 4035: Expands the Governor’s urban growth boundary housing site addition tool to more cities.
🏠House Bill 4082: Speeds development of affordable housing for seniors and manufactured home communities.
🏠House Bill 4036: Establishes a new affordable housing preservation program to prevent the loss of affordable housing units in Oregon.
🏠House Bill 4037: Adjusts the terms of our Moderate Income Revolving Loan fund.
🏠House Bill 4128: Prohibits private equity firms from purchasing, acquiring, or offering to purchase a single-family residence unless it has been listed for sale to the general public for at least 90 days.
🏠Senate Bill 1567: authorizing OHCS to fund mixed-income housing.
Thank you to the leadership of Governor Tina Kotek, Senator Khanh Pham, Representative Lesly Muñoz, Representative Marsh, and countless other champions for helping make this bill-signing a reality. It was an opportunity to acknowledge positive progress toward meeting the demand for affordable housing, but, as noted by speakers, there is more work to be done.
This event served as a reminder of the role we play to provide quality, affordable, and supportive housing. It was an honor to be part of this monumental day for housing in Oregon.
