Woodbury Borough has been awarded a grant for $86,556 for a new plow truck through the LSA. So thankful to our local Representative Jesse Topper and Senator Pat Stefano for helping out our local communities.

WOODBURY COMMUNITY YARD SALE
The Woodbury Community Yard Sale will be held the weekend of June 7 - June 8, 2024. Community clean-up week will be June 3- June 6, 2024.

The Borough encourages residents to keep their yards mowed and their property cleaned for this annual event as well as throughout the entire year in order to create a favorable impression on Woodbury Borough. We thank you for your efforts.

WOODBURY BOROUGH COUNCIL MINUTES December 4, 2023

Woodbury Borough Council met in regular session on Monday, December 4, 2023 at the Woodbury Community Center at 7:00 P.M. Present were: Shawn Claycomb, President; Tim Wentz, Vice-President; Vince Heaton, Mayor Jordan Pabon and Secretary Barb Wilt. Absent were Ron Dibert and Claudia Keith.

Shawn Claycomb led members in pledging allegiance to the flag and followed with calling the meeting to order.

The minutes to the previous meeting were reviewed and approved with a motion made by Tim Wentz and seconded by Vince Heaton. Motion carried.

A motion to pay November 2023 bills, upcoming December 2023 bills and November’s Treasurer’s Report were put into the form of a motion made by Vince Heaton and seconded by Tim Wentz. Motion carried.

MAYOR REPORT: Mayor Jordan Pabon was present and stated there was no updates or activity that needed reported.

SCJMA REPORT: Nothing to report.

WACC REPORT: Nothing to report.

BCAM REPORT: There will be two meetings in 2024; January 24, and September 25, 2024.

OLD BUSINESS:
No new news on the Kauffman property.

The 2024 budget was reviewed by members. Projected figures for the Borough’s General fund for expenditures are $53,380 and the State Aid, $7,908. After some discussion, a motion was made by Tim Wentz and seconded by Vince Heaton to approve the budget as final. A copy was posted in the Community Center and it was advertised in the Bedford Gazette. Motion carried.

NEW BUSINESS:
Bedford County Public Safety Answering Point notified the Borough of a Right-To-Know request whereby an organization wanted a copy of any agreement the Borough had with SCEMS. The Secretary called Bedford and was informed that it was just to make the Borough aware of the right-to-know request and that they had the information needed and the Borough did not have to produce anything further.

Resolution 2023-05, Fee for Issuance of Certificate of Real Estate Sales and Return Checks. Tax collector, Beverly Ritchey asked that this resolution be signed and put into effect January 1, 2024. This resolution dealt with increasing the fee for applicants requesting certifications for real estate to $10.00 and for increasing returned check fees to $40.00. A motion was made by Vince Heaton and seconded by Tim Wentz to approve Resolution 2023-05. Motion carried.

Claudia Keith was not present but the Secretary had received information requesting that Claudia return her paperwork to Bedford County Commissioners if she is interested in being elected as a Borough Council member since she had write in votes.

Secretary was asked to let Shawn Claycomb know when the Borough purchased the CD this year at Mid Penn. Barb Wilt will check on this and get back to Shawn.

Members set meeting dates for 2024 which will be advertised and also posted in the Woodbury Community Center on their bulletin board. January’s meeting will be on Tuesday, January 2, 2024.

Secretary was asked to send a copy of the sidewalk ordinance to Jordan Pabon so he can follow-up with any snow issues this winter.

With no further business to discuss, Vince Heaton made a motion, seconded by Tim Wentz to adjourn. The next Borough meeting will be held on Tuesday, January 2, 2024.

The Borough members then went into a short executive session.

WOODBURY BOROUGH COUNCIL MINUTES November 6, 2023

Woodbury Borough Council met in regular session on Monday, November 6, 2023 at the Woodbury Community Center at 7:00 P.M. Present were: Shawn Claycomb, President; Tim Wentz, Vice-President; Vince Heaton; Ron Dibert; Claudia Keith and Secretary Barb Wilt. Absent was Jordan Pabon, Mayor.

Shawn Claycomb led members in pledging allegiance to the flag and followed with calling the meeting to order.

Before the meeting commenced, Kevin Brumbaugh, EMS Coordinator, was present to discuss the agreement between SCEMS and Hollidaysburg American Legion Ambulance Service. The County and Hollidaysburg Ambulance need an agreement in place. They need a resolution and a Mutual Agreement to be passed by Woodbury Borough. After answering a few questions Council voted on this. A motion was made by Ron Dibert and seconded by Claudia Keith to sign Resolution 2023-02 and the Mutual Agreement. Motion carried. Mr. Brumbaugh took the Mutual Agreement original after signature to get the rest of the signatures and will see that the Borough gets a copy when complete.

The minutes to the previous meeting were reviewed and approved with a motion made by Tim Wentz and seconded by Ron Dibert. Motion carried.

A motion to pay October 2023 bills, upcoming November 2023 bills and October’s Treasurer’s Report were put into the form of a motion made by Claudia Keith and seconded by Vince Heaton. Motion carried.

MAYOR REPORT: Mayor Jordan Pabon was not present therefore there was no report.

SCJMA REPORT: Nothing to report.

WACC REPORT: Minutes to the September meeting were passed around to members.

BCAM REPORT: There will be two meetings in 2024; January 24, and September 25, 2024.

No new news on the Kauffman property.

A copy will be posted in the Community Center and it will be advertised in the Bedford Gazette that a copy of the budget will be available at the Center for public inspection.

NEW BUSINESS:
The engineers preparing the additional phase of the Local Share Application needed a resolution signed for the grant application for a new truck due November 30, 2023. Resolution 2023-03 was approved with a motion made by Vince Heaton and seconded by Ron Dibert. Motion carried.

Woodbury Borough voted not to participate in the Bedford County interim bills notice received.

The Secretary made members aware of the PA Municipal Planning Education Institute Course available on subdivision and land development. There was no interest in anyone attending.

The tax rate for real estate for next year will remain the same at 1.5 mils. No change from last year. A motion to pass Resolution 2023-04 was made by Claudia Keith and seconded by Tim Wentz setting the tax millage for 2024 at 1.5 mils.

The Secretary informed members that money received from covid relief over two years accumulated to $27,720.04; of that amount, the Borough has spent $8,000, leaving a balance of $19,720.04 left to use before the December 31, 2024 deadline. At that time, what is unused will need to be returned.

Tim Wentz will thank the SCVFC for their assistance on Halloween night in the Borough.

With no further business to discuss, Ron Dibert made a motion, seconded by Vince Heaton to adjourn. The next Borough meeting will be held on Monday, December 4, 2023.

The Borough members then went into a short executive session.

Woodbury Borough Council met in regular session on Monday, October 2, 2023 at the Woodbury Community Center at 7:00 P.M. Present were: Shawn Claycomb, President; Jordan Pabon, Mayor; Vince Heaton; Ron Dibert and Secretary Barb Wilt. Absent was Tim Wentz, Vice President and Claudia Keith.

MAYOR REPORT: Mayor Jordan Pabon had no immediate concerns. Shawn Claycomb noted that the grass at Skinny’s Garage to the rear was getting pretty high.

WACC REPORT: Nothing to report.

BCAM REPORT: Nothing to report.

OLD BUSINESS:
The Kauffman property keeps resurfacing as far as existing liens.

Secretary was asked to check on the deadline to spend the Covid monies received in 2021 and 2022. The Borough received a total for those two years of approximately $26,000 and only expended approximately $8,000 for the storm damage to the wall on Lower Alley.

NEW BUSINESS:
The Borough was asked to sign a Mutual Agreement and Resolution between SCEMS and Hollidaysburg Ambulance. Since we were missing two members, it was decided to table this issue and discuss it at the November meeting of Borough Council.

Halloween date was set for Thursday, October 26, 2023. This will be advertised.

South Central County Borough Association (SCCBA) will be holding their first meeting since COVID on Monday, November 20, 2023 at Liberty Hall, US Hotel Tavern, Hollidaysburg, PA. At this time there was no interest in any members attending.

The Borough members then went into a short executive session.

With no further business to discuss, Ron Dibert made a motion, seconded by Vince Heaton to adjourn. The next Borough meeting will be held on Monday, November 6, 2023.

WOODBURY BOROUGH COUNCIL MINUTES September 5, 2023

Woodbury Borough Council met in regular session on Tuesday, September 5, 2023 at the Woodbury Community Center at 7:00 P.M. Present were: Shawn Claycomb, President; Tim Wentz, Vice President; Jordan Pabon, Mayor; Vince Heaton; Claudia Keith and Secretary Barb Wilt. Ron Dibert was absent.

Shawn Claycomb led members in pledging allegiance to the flag and followed with calling the meeting to order.

The minutes to the previous meeting were reviewed and approved with a motion made by Tim Wentz and seconded by Claudia Keith. Motion carried.

A motion to pay August 2023 bills, upcoming September 2023 bills and August’s Treasurer’s Report were put into the form of a motion made by Vince Heaton and seconded by Tim Wentz. Motion carried.

MAYOR REPORT: Mayor Jordan Pabon had no immediate concerns. Members asked that Mayor Pabon watch the height of grass as pertains to the ordinance.

WACC REPORT: August minutes were passed around to members to review.

OLD BUSINESS:

NEW BUSINESS:
Members agreed on reapplying for a DCED Local Share Grant for a Borough truck. Since this grant is very similar to the one done earlier, engineers Gwin, Dobson & Foreman, Inc. felt they could reapply for this grant with minimal expense to the Borough. This was approved by Council.

Secretary brought information to Council members regarding PMCA’s recent partnership with Safebuilt LLC. There will be no changes to the services currently provided.

Gwin, Dobson & Foreman, Inc., the Borough engineers, extended an invitation to the Borough to attend their annual clay shoot on October 6, in Ginter, PA. No one from the Borough expressed interest in attending at this time.

The Borough members then went into a short executive session.

With no further business to discuss, Vince Heaton made a motion, seconded by Claudia Keith to adjourn. The next Borough meeting will be held on Monday, October 2, 2023.
