The Yes on Measure M Campaign is using Old Flood Photos from Faraway Places to Falsely Influence Woodland Voters

The Yes on M campaign has been airing short ads on local cable Channel 212 (The Sports Channel) for about a month. These ads showed a series of aerial photos of floods covering vast tracts of farmlands and pictures of people frantically filling sandbags or equipment rushing to save levees. The ads close with messages to Vote Yes on Measure M.

The clear implication is that these floods were very near Woodland and we are facing a clear and present danger. Our only protection is Vote Yes on Measure M, take the free money offered, and construct the Floodwall. They even photo-shopped the TV ad by darkening the edges of the photos to make the scenes seem even more dark, ominous, and scary.

๐“๐ก๐ž ๐ฉ๐ซ๐จ๐›๐ฅ๐ž๐ฆ ๐ข๐ฌ, ๐ง๐จ๐ง๐ž ๐จ๐Ÿ ๐ญ๐ก๐ž๐ฌ๐ž ๐ฉ๐ก๐จ๐ญ๐จ๐ฌ ๐จ๐Ÿ ๐Ÿ๐ฅ๐จ๐จ๐๐ž๐ ๐ฅ๐š๐ง๐๐ฌ ๐ฐ๐ž๐ซ๐ž ๐ญ๐š๐ค๐ž๐ง ๐š๐ง๐ฒ๐ฐ๐ก๐ž๐ซ๐ž ๐ง๐ž๐š๐ซ ๐–๐จ๐จ๐๐ฅ๐š๐ง๐! That's right. These floods all occurred at least 25 years ago and far away from Woodland. The fact that these flooded lands are nowhere near Woodland was conveniently not mentioned in the ads.

These flood photos are actually from the Feather and Sacramento Rivers which have orders of magnitude greater flow capacity compared to Cache Creek. In short, the Yes on Measure M campaign picked old flood photos from far away that do not even remotely represent the flooding potential of Cache Creek.

The only reason why the Yes on Measure M campaign would not tell us that is because they are trying to scare us into believing that a flood here in Woodland is imminent. The Yes on Measure M campaign and our City Council has also refused to even tell us what the Federal Emergency Management Agency (FEMA) has already confirmed... ๐–๐Ž๐Ž๐ƒ๐‹๐€๐๐ƒ ๐‡๐€๐’ ๐๐„๐•๐„๐‘ ๐„๐•๐„๐ ๐…๐‹๐Ž๐Ž๐ƒ๐„๐ƒ ๐ˆ๐ ๐“๐‡๐„ ๐๐€๐’๐“!

Developer Contributions to Woodland City Council Members and the Yes on Measure M Campaign; Wealthy developers and speculators or their family members (including the Tsakopoulos and Petrovich families from Sacramento) have made substantial campaign contributions to members of the Woodland City Council that were vocal in their support of the project and voted to place the Floodwall on the ballot as measure M. Large donations were also made directly to the Yes on Measure M campaign by Tsakopoulos-controlled companies that have developed thousands of acres in and around Sacramento including in the sprawling Natomas and Elk Grove communities.

Yes on M Campaign Committee
(FPPC No. 1464464) is a campaign committee to promote Yes on Measure M.
To date, $39,000 (its largest political contributions) have come directly from Conaway Preservation Group which is directly controlled by Tsakopoulos.

City Council Member Richard Lansburgh was elected in 2018 after receiving separate direct $1,000 contributions from Angelo, Kyriakos, and Brienne Tsakopoulous. Thousands of dollars of additional campaign contributions were made to his campaign on the same day and in the exact same amount for which a direct connection to Tsakopoulos companies cannot be determined.

Woodland City Council Member Mayra Vega was elected in 2020 after receiving $6,000 directly from Kyriakos Tsakopoulos and $5,000 from Paul and Cheryl Petrovich. Paul Petrovich developed the Gateway Plaza shopping center center and has announced expansion plans to develop it further to the east if these lands can be pulled from the floodplain by the passage of Measure M and construction of the Floodwall.

This isn't just about preventing floods; it's about preserving the soul of our community.

Follow the Money!
It's a story as old as American politics - "If you want something done, don't do it yourself... Contribute to a politician to do it for you!". Mega-rich Sacramento-based land speculators and developers have learned this lesson well. Angelo Tsakopoulos's Conaway Preservation Group, owns 9,420 acres, close to 15 square miles of farmland east and southeast of Woodland they want to develop.

The only problem is virtually all of this land is in a
100-year floodplain precluding development. If only this land could somehow get pulled from the floodplain, its value could skyrocket potentially leading to hundreds of millions of dollars in profits. But the developers do not have an extra $300 million dollars to pay for this Floodwall themselves or the ability to convince the citizens of Woodland to pay for it!

And that's where campaign contributions come in. If these speculators can get sympathetic people elected to the Woodland City Council, then they can get their Floodwall approved and financed by the taxpayers for them. And that's just what they have done!

Measure M actually only "authorizes" our Council to "accept" up to $300 million in federal and state money to finance the Floodwall. But there are NO guarantees that any outside money will ever be available. In fact, just last year, state legislation to secure the majority of the needed money ๐…๐€๐ˆ๐‹๐„๐ƒ.

Measure M otherwise allows the City to "fund the remaining costs with City funds" potentially allowing almost unlimited expenditures and that means Woodland taxpayers could bear the brunt of these enormous Floodwall costs.

Additionally, the City is grossly underestimating the maintenance costs of the Floodwall. They now claim it will only cost $180,000 per year in maintenance costs but this barely covers the cost of one-full time employee plus benefits. It does not include any vehicle expenses or actual costs of the Floodwall itself which could total millions of dollars annually. Finally, California State law makes the City of Woodland responsible for all damages to life and property caused by the Floodwall. This could impose huge liability and costs to the City, potentially totaling tens of millions of dollars, if the Floodwall backs up water and floods our farming neighbors in the future.
