Woodward County CAPS Woodward CAPS was established by voters on February 10, 2026 to support community priorities and economic growth across Woodward County.

Projects are reviewed by a Citizens Advisory Committee with oversight, budgeting, and public reporting. This initiative is called CAPS – County Area Projects. Modeled after the successful OKC MAPS program, CAPS is a citizen-driven approach that gives local residents a direct voice in shaping how sales tax dollars are invested. ential projects and make recommendations to the Board of County Commissioners. The structure of CAPS provides both stability and flexibility:

• 1/10 Repurposed for Ongoing Operations: Dedicated to the maintenance and operations of new community and economic development facilities created through CAPS.

• 3/10 Repurposed for 15 Years: Dedicated to economic development and community projects, with the opportunity for voters to revisit the program after 15 years. Importantly, this is not a new tax and not a tax increase. It simply repurposes a portion of the existing sales tax already approved by voters in 2013 and extended in 2023. CAPS is about more than buildings — it’s about building a stronger community. From retaining young people who might otherwise leave, to attracting new families and businesses, to creating places where our citizens can connect and thrive, CAPS is an investment in the future of Woodward County.

📢 CAPS Project Applications Are Now Open!

The Woodward County CAPS Citizens Advisory Committee is now accepting the first round of project ideas for CAPS funding.

If you have a project that could help grow our economy, improve infrastructure, strengthen public safety or EMS, or create long-term benefits for Woodward County, we encourage you to learn more and consider submitting an application.

The CAPS Citizens Advisory Committee held its second meeting Monday evening, continuing discussions on the long-term vision for the County Area Projects Sales Tax (CAPS).

Committee members received an update from Retail Strategies on ongoing retail recruitment efforts and discussed additional economic development opportunities that could enhance quality of life and support future growth throughout Woodward County.

The committee also reviewed the recently adopted Resolution of Intent approved by the Board of County Commissioners, which establishes the funding framework for future CAPS investments:• 50% – Economic Development • 25% – Transportation & Infrastructure • 25% – Public Safety & EMS

This framework provides direction for future planning while allowing the committee to continue evaluating needs, priorities, and potential projects within each funding category.

The meeting concluded with continued discussion focused on responsible planning, transparency, and ensuring CAPS investments create lasting benefits for the residents of Woodward County. Additional committee meetings will be held as the planning process moves forward.

CAPS Citizens Advisory Committee meetings are open to the public and are scheduled for the fourth Monday of each month at 6:00 p.m. Meeting agendas are posted on the Thursday prior to each meeting.

Today April 6, 2026 the Board of County Commissioners officially selected the members of the Woodward County CAPS Citizens Advisory Committee.

District 1 representatives are Jana Walker and Jacoby Dewald.

District 2 representatives are Nathan Holliday and Audra Hutchens.

District 3 representatives are Braden Combs and Morgan Hale.

This committee brings together representatives from across Woodward County and will play an important role in reviewing, evaluating, and recommending future CAPS projects to the Board of County Commissioners.

We appreciate each of these individuals for their willingness to serve and help guide investments that will impact Woodward County for years to come. Their involvement will help ensure CAPS remains transparent, community-driven, and focused on projects that provide long-term benefit across the county.

We also want to thank all of the candidates who applied and expressed interest in serving. We had many strong applicants, and we appreciate everyone who was willing to step forward and be part of shaping Woodward County’s future.
