In 2021, four years before the concept of “Burnin’ Down the House”, Emergency Services Consulting International (ESCI) released a report outlining the dire state of infrastructure in the Worcester Fire Dept. The report sited “poor to extremely poor” conditions across the city including lack of decontamination zones, chronic mold and leaks, and electrical and HVAC systems incapable of supporting modern equipment.
