Great news for Walpole!

I’m proud to share that we secured $20,000 in the FY26 state budget to support the purchase of a community policing vehicle for the Town of Walpole.

Community policing is about visibility, accessibility, and building trust between law enforcement and the residents they serve. This funding will help support those efforts and give the Walpole Police Department another tool to stay connected with the community.

I also want to thank the Walpole delegation (Senator Mike Rush, State Representative John H. Rogers, State Representative Ted Philips and Rep Paul McMurtry) for supporting this effort and working together on behalf of the town. When we collaborate around local priorities, we can deliver real results for our communities.

Congratulations to the Town of Walpole and the Walpole Police Department!

I’m proud to share that we secured $15,000 in the FY27 state budget for the Town of Norfolk, MA to support the purchase of a storage container for Norfolk Recreation.

After speaking with Norfolk’s new Parks and Recreation Director, Josh Walther, about the ongoing cost of renting two storage containers year after year, it became clear that the most sensible and cost-effective approach would be to help the town purchase one outright. In many ways, the town has likely already paid for these containers over time through repeated rental costs.

This may not be the flashiest budget item, but these are exactly the types of practical investments that help our towns operate more efficiently and better serve residents. Parks and Recreation plays an important role in supporting youth sports, community events, and public spaces that families across Norfolk rely on.

Congratulations to the Town of Norfolk and Norfolk Parks & Recreation!

Rep. Vaughn to serve on PROTECT Act conference committee

BOSTON – House Minority Leader State Representative Brad Jones (R-North Reading) has appointed State Representative Marcus S. Vaughn (R-Wrentham) to serve on a six-member conference committee that will work to reconcile the differences between the House and Senate versions of an immigrant protection bill designed to impose restrictions on federal Immigration and Customs Enforcement (ICE) actions in Massachusetts.

An Act promoting rule of law, oversight, trust and equal constitutional treatment, also known as the PROTECT Act, was initially approved by the House on March 25 as House Bill 5316. The Senate passed its own version of the bill on May 7 as Senate Bill 3086.

Both bills would prohibit state and local law enforcement officers from inquiring about an individual’s immigration or citizenship status except in narrow, documented circumstances. They would also prevent law enforcement officers from using state or local resources to carry out a federal civil immigration enforcement action.

Despite the similarities, there are also clear differences between the House and Senate bills. For example, while the House version establishes courthouses as protected spaces where ICE cannot make arrests and directs state agencies to develop policies and procedures for other facilities such as schools and hospitals, the Senate version expands these protected spaces to explicitly include courthouses, school grounds, childcare centers, hospitals, and places of worship.

Unlike the House bill, the Senate bill prohibits the Massachusetts Department of Correction (DOC) from entering into 287(g) agreements with ICE, which are used to delegate certain immigration enforcement powers to state and local law enforcement officials. The Senate version also establishes a private right to action for individuals to sue under state law if they feel ICE has violated their constitutional rights, while also prohibiting out-of-state military personnel from entering the Commonwealth without the Governor’s approval.

The House bill, unlike the Senate version, includes provisions providing inmates in correctional facilities with access to immigration legal services while also allowing justices, clerks, and bail commissioners to consider the likelihood of imminent deportation when determining whether releasing someone from custody will reasonably ensure their appearance before the court.

“As a member of the Black and Latino Legislative Caucus, Marcus was directly involved with the drafting of the original PROTECT Act and has been closely monitoring its progress as it has moved through the House and Senate and has undergone significant changes,” said Representative Jones. “Working with his fellow conferees as they attempt to reach a compromise between the two legislative branches, I anticipate Marcus will do everything he can to try to strike the right balance between guaranteeing everyone due process and protecting the public from the most dangerous criminals.”

Joining Vaughn on the conference committee are Representatives Rep. Dan Cahill (D-Lynn) and Andy X. Vargas (D-Haverhill), as well as Senators Cindy Friedman (D-Arlington), State Senator Pavel Payano (D-Lawrence) and State Senator Ryan Fattman (R-Sutton).

First elected in November of 2022, Vaughn is currently in his second term as a member of the Massachusetts House of Representatives. In addition to serving as a member of the House and Joint Committees on Ways and Means and the Joint Committee on Economic Development and Emerging Technologies, Vaughn is also the Ranking Minority Member on the Joint Committee on Public Safety and Homeland Security, the House Committee on Post Audit and Oversight, and the House Committee on Operations, Facilities and Security.

Vaughn represents the 9th Norfolk District, which consists of Precincts 3 and 4 in Medfield; Precinct 1in Millis; Precinct 5 in Walpole; and the towns of Norfolk, Plainville and Wrentham.

I’m proud to share that we secured $20,000 in the FY27 state budget for the The Medfield Police Department to support the implementation of the Blue Voice application.

When Chief Michelle Guerette put this budget priority on my radar early last month and asked if I could put in for this earmark, I said, “No problem” — and we got it done.

This funding will help support public safety, improve communication, and give residents another tool to connect with the Medfield Police Department.

I also want to thank State Representative Josh Tarsky and Senator Becca Rausch for their partnership in taking on additional budget priorities for the Town of Medfield, MAand for supporting our amendments throughout this process.

It’s always an honor to join Plainridge Park Casino for the Rolling Thunder Ride for Freedom — an event that represents patriotism, remembrance, and above all, an unwavering commitment to those who have served this great nation. This year was extra special as I was able to stand alongside my brother State Representative Steve Xiarhos as a guest speaker. Thank you Steve for the tremendous work you continue to do for our veterans and their families. You have always been a passionate advocate for those who served our country, and your leadership and heart for veterans is deeply appreciated across the Commonwealth.

I want to extend a heartfelt thank-you to Michelle Hamilton for her incredible work in coordinating this event and for inviting me to be here today.

I also want to give a sincere thank-you to our outstanding partners here at Plainridge Park Casino for their unwavering support of initiatives that uplift and support our veteran community. A special thank-you to Kathy, Jenn, Stephen, and the entire Plainridge staff for always stepping up, opening your doors, and helping make meaningful events like this possible. Community partnerships like this matter, and Plainridge continues to show what it means to truly support those who served.

Thank you Norfolk County Sheriff's Office and Sheriff McDermitt and his staff. To our partners in public safety — thank you to the Massachusetts State Police, the Plainville MA Police Department, and the Plainville Fire Department for your service, your protection, and your continued support of events like this that honor our military heroes and keep our communities safe.

On Tuesday, I formally sent a letter to the Massachusetts Department of Environmental Protection (DEP) requesting clarity, accountability, and action regarding Franklin’s water withdrawals and the ongoing concerns surrounding Kingsbury Pond.

This natural resource is deeply important to Norfolk — not just for its ecological value, but for the residents, families, advocates, and wildlife that rely on it. Kingsbury Pond is a cherished part of our community, and its continued decline deserves urgent attention.

I want to sincerely thank the many Kingsbury Pond advocates, residents, abutters, scientists, and environmental voices who took the time to share written testimony, concerns, and firsthand observations with my office. Your advocacy continues to help drive this important conversation.

On Wednesday, our office also had a preliminary phone call regarding this matter, and we are now looking forward to scheduling a more comprehensive meeting in the very near future. We have specifically requested that a select number of residents, along with Norfolk Town Manager Rob Garrity, be included as part of these critical discussions to ensure local voices remain at the table.

Please know I will continue fighting for the residents of Norfolk and for the advocates working tirelessly to protect Kingsbury Pond. We must do everything we can to preserve this valuable natural resource and hold the proper agencies accountable so this cherished resource is protected for future generations.

I’d like to thank Millis resident Sharon Locke for taking the time to travel to Capitol Hill this week and for being such a strong voice advocating for increased federal investment in municipal youth sports programming.

Your work helping introduce the STRONG Kids Act (Sports, Recreation, and Opportunities for the Next Generation) is incredibly meaningful. The idea of directing a portion of online gambling excise tax revenue into youth sports grants while also supporting gambling addiction programs is exactly the kind of forward-thinking approach that can make a real impact for communities and kids across the country.

I truly appreciate you meeting with our Massachusetts Congressional delegation, both U.S. Senate offices, and continuing to push this important conversation forward.

Youth sports, recreation, and giving kids positive opportunities will always be something I strongly believe in and will continue fighting for at the state level.

Thank you again for your leadership, advocacy, and commitment to making a difference for the next generation.
— Marcus
