Wrentham Community Preservation Committee Projects for consideration at June Town Meeting:

Metacomet - State approached Wrentham, Walpole and Norfolk to help engineer, then build the Metacomet Greenway path from Walpole to Wrentham Center. Wrentham pays 20% of our share of the engineering costs, the State pays 80% of engineering, then State pays 100% of the build cost. $200K cost for Wrentham, gains access to $19M trail. Final routing of trail to be determined in engineering phase by Greenway Team, Town of Wrentham and State; roughly follows rail bed out of Norfolk, until Cushing Drive, then crosses Rt. 1A and into State School property. Runs through/near Rice Complex then to Wrentham Center.

Delaney Playground - Preschool playground envisioned to be ADA accessible, and have age-appropriate play items. Current playground is 20+ years old and can't be fixed. Also current is not ADA accessible.

ADA Door Openers - Bennett Gardens has four newly renovated ADA compliant and accessible apartments, and is in need of automatic door openers on those apartments and the community room.

Please come out to the Town Meeting at 7PM, Monday. We will have four projects up for a vote. A majority of residents present need to vote to approve the projects.

The Community Preservation Committee put a webpage up and sent out a mailer to every resident's address to help raise awareness about the projects, with a link to more information on how money is raised for the Community Preservation Fund here in town (hint, the State gives us money to supplement our own), the page describes what types of projects are legally eligible for Community Preservation Act (CPA) funds, and importantly what types of projects are NOT eligible, and finally, a more detailed description of the projects up for a vote. That link is below:

CPA funds can be used to rehabilitate recreation facilities (and build them and acquire land for them), but not support their on going maintenance. Here’s a good example.

In 2012, the was amended to allow cities and towns to use their CPA recreation funds on existing parks and playgrounds. In Bourne, $330k in CPA funds were approved last year in order to rehabilitate their local tennis, basketball, and pickleball courts.

More good news for Wrentham Community Preservation Funds. The additional money from the state surplus funded Wrentham an additional $25,500, bringing the total for this FY to $119,821. That's a match rate of 38.5%. Not a bad return on our money.

That brings our total state match amount to over $430,000 since 2018.

State Match News: Wrentham will receive $94,321 this year in matching funds from the State's Community Preservation Act Trust Fund. This is well above our expected/budgeted amount of $70,000.

Further, the $20M that was recently allocated from surplus funds to the CPA trust fund will be distributed at a later date and is estimated to deliver an additional ~$24,000 to Wrentham, bringing the total to around $118K in matching funds to Wrentham this year.

The grand total would represent a 38% matching rate for the funds we raised locally.

That would bring the grand total of State Matching funds to a little over $400K across the few years since the CPA passed in Wrentham. Congratulations.

The Massachusetts Department of Revenue (DOR) released details on the Community Preservation Trust Fund distribution for each CPA municipality today.
