NOTICE TO PARENTS: E-Bikes, Scooters, and Motorcycles.
As the weather improves, we are seeing a significant increase in the use of e-bikes, motorized pedalcycles, electric motorcycles, and e-scooters throughout our community. We want to take a moment to clarify the laws and safety concerns surrounding these vehicles, especially as they relate to juveniles.
Not all “e-bikes” are treated the same under Pennsylvania law. The classification depends on factors such as speed capability, motor power, and whether the vehicle can be operated without pedaling.
• Electric Bicycles (E-Bikes):
These are generally permitted for use if they have operable pedals, a motor of 750 watts or less, and a maximum speed of 20 mph. No drivers license is required. However, riders under 16 are not permitted to operate them, and helmets are strongly recommended.
• Motorized Pedalcycles / Electric Motorcycles:
If the vehicle exceeds e-bike limits (higher speeds, no pedals, or more powerful motors), it may be classified as a motorized pedalcycle or motorcycle. These require a valid driver’s license, registration, inspection, and insurance.
• E-Scooters:
Electric scooters are not currently recognized for public property use under Pennsylvania law. They are generally not permitted to be operated on public roads or sidewalks and may be used on private property only.
Important Reminder for Parents:
Many of these vehicles are marketed toward younger riders, but that does not make them legal for use on public property. If your child is operating a vehicle that requires registration, insurance, or a license—and they do not have those—it can result in fines, liability issues, and even result in the vehicle being impounded.
We encourage all parents to review what type of vehicle their child is using and ensure it is being operated legally and safely. Our goal is education and injury prevention, and we may take enforcement action when necessary.
