The following resolution was inadvertently left off of the agenda for Monday’s meeting. I will be making a motion to add it to the agenda. This is an important first step in returning to paper and pencil learning.
XENIA COMMUNITY SCHOOLS
BOARD OF EDUCATION
RESOLUTION AUTHORIZING PAPER-BASED ADMINISTRATION OF GRADE 3 OHIO STATE TESTS
WHEREAS, the Xenia Community Schools Board of Education is committed to providing an assessment environment that maximizes student achievement and accurately reflects each student’s knowledge and abilities; and
WHEREAS, Ohio law permits boards of education to select paper-and-pencil administration for third-grade Ohio State Tests in English Language Arts and/or Mathematics; and
WHEREAS, the Board recognizes that students in Grade 3 (typically ages 8–9) benefit from developmentally appropriate assessment practices that reduce excessive screen time, minimize digital fatigue, and support sustained attention and focus; and
WHEREAS, paper-based testing can better align with foundational literacy and numeracy instruction, including handwriting, annotation, and step-by-step problem-solving; and
WHEREAS, the Board seeks to ensure equitable testing conditions for all students, including those with varying levels of technological familiarity and access;
NOW, THEREFORE, BE IT RESOLVED, that the Xenia Community Schools Board of Education hereby authorizes the administration of all Grade 3 Ohio State Tests in English Language Arts and Mathematics using paper-and-pencil format for the 2026–2027 school year; and
BE IT FURTHER RESOLVED, that the Superintendent or designee is authorized and directed to take all necessary steps to implement this decision, including coordination with district staff and timely notification to the Ohio Department of Education and Workforce; and
BE IT FURTHER RESOLVED, that this resolution shall be submitted to the Ohio Department of Education and Workforce no later than May 1, 2026, in accordance with state requirements.
