York County Planning Commission The York County Planning Commission is the planning agency for York County, PA Each division is managed by a division Chief.

The York County Planning Commission was created in 1959 by the York County Board of Commissioners. The primary purpose for creating the Commission was to create a Comprehensive Plan to guide future growth and development in the County. In the years following the creation of the Commission, the Pennsylvania legislature adopted the Municipalities Planning Code (MPC) which provided further direction

for County Planning agencies as well as requirements for County Comprehensive Planning. In addition to the requirements of the MPC, the Commission has been charged with administering a number of federal programs on behalf of the County such as transportation planning through the Metropolitan Planning Organization, the Community Development Block Grant Program and Hazard Mitigation planning. The Commission is funded through these federal and state programs as well as a support allocation from the York County Board of Commissioners, fees and grants. The nine members that serve on the York County Planning Commission are appointed by the York County Board of Commissioners to serve a four year term. Seven of the members represent a specific geographic region of the County and two members serve at-large. Provide recommendations to the York County Board of Commissioners on County Comprehensive Plan requirements and other county planning initiatives
Provide comments and recommendations to municipalities on municipal planning proposals and ordinance amendments
Provide general oversight on the budgeting and management of the Planning Commission

The work of the Commission is organized among seven different divisions in addition to a Fiscal and Support Staff. The work of the Commission is accomplished by a staff of 42 full-time and 2 part-time employees that embody a diverse array of knowledge and expertise.

TONIGHT 6/1/26: PennDOT Hosts Public Meeting Open House for Route 921 (Canal Road) and Bull Road Intersection Improvement Project

Comments will be received June 1 through July 1.

PennDOT reminds customers that it will host a public meeting open house tonight for the Route 921-017 Canal and Bull Road Intersection Improvement Project in Dover and Conewago townships, York County.

PennDOT will host a public meeting open house for this project from 6:00 PM to 8:00 PM, tonight at the Dover Township Community Center, 3700 Davidsburg Road, Dover, PA 17315.

The intersection of Route 921 (East Canal Road) and Bull Road (Route 4001) is currently controlled by a four-way stop and is located within a suburban area of Dover and Conewago townships in York County. During peak travel times, the intersection experiences heavy congestion, resulting in long delays for drivers. These traffic backups often extend eastward to the nearby intersection of E. Canal Road and Greenbriar Road (Route 4011).

To address these issues, PennDOT is proposing to replace the existing four-way stop with a single-lane roundabout. The new roundabout would be constructed slightly north of the current intersection along Bull Road. This improvement is intended to enhance traffic flow, reduce congestion, and provide a safer and more efficient way for vehicles to move through the intersection.

In addition to the roundabout, minor operational upgrades are proposed at the intersection of E. Canal Road and Greenbriar Road to help manage traffic queues and improve overall operations within the corridor.

The project will also include replacement and installation of drainage and stormwater management facilities, intersection lighting, driveway adjustments, updates to signing, and pavement markings and other miscellaneous construction activities.

Traffic will be maintained using short-term lane and shoulder closures as well as staged construction with detours.

The project is currently in the preliminary engineering phase and physical work is
anticipated to take place between the 2028 and 2029 construction seasons, subject to all approvals, environmental clearances, and funding availability.

Information, including plans and interactive comment forms, will be posted on June 1 to the PennDOT District 8 website, PennDOT District 8, clicking Projects Near You listed on the left side of the page, then clicking District 8 Projects, and choosing Route 921 Canal and Bull Road Intersection Improvement Project.

The purpose of the public and online plans displays are to introduce the project and receive public input regarding any questions or concerns.

Comments will be received through July 1, 2026.

The City of York has announced road closures, traffic advisories and parking restrictions taking place throughout the week.

The following road closures will take place from 7 a.m. to 4 p.m. as water main replacements by The York Water Company are completed.

• June 1
o North Hawthorne Street between Pennsylvania Avenue and Maryland Avenue
o South Belvidere Avenue between West Princess Street and West Locust Street
o South Queen Street between East Market Street and East King Street

• June 2
o Delaware Avenue between North Hawthorne Street and Baltimore Street
o School Place between South Hawthorne Street and South Belvidere Avenue
o South Queen Street between East Market Street and East King Street

• June 3
o School Place between South Hawthorne Street and South Belvidere Avenue
o Reineke Place between South Pine Street and Columbia Avenue

• June 4
o Wallace Street between Painters Avenue and the end of the road
o Home Way between East Philadelphia Street and East Market Street

• June 5
o Wallace Street between Painters Avenue and the end of the road
o Painters Avenue between Wallace Street and Walnut Street

Texas Avenue between North Baltimore Street and North Hawthorne Street will be restricted to one lane between June 1 and June 5 from 7 a.m. to 4 p.m.

Expect single-lane restrictions in both directions; possible delays.

PennDOT reminds travelers that work is scheduled this weekend on Interstate 83 in York County. The project limits extend from about 1.5 miles north of Exit 28 (Route 297/Strinestown/Zions View) to just south of Exit 32 (Route 382/Newberrytown) in Newberry Township.

Weather permitting, the contractor will resume work on Friday, May 29, at 9:00 PM and work through the weekend until Monday, June 1, at 6:00 AM. There will be single-lane restrictions in both directions during work hours.

This work will be to replace drainage and median barrier. Work will continue during the same hours for two more weekends.

Travelers are reminded to be alert for these operations, to obey work zone signs, and to use caution when driving through work zones for their safety, as well as for the safety of the road crews.

This project consists of overlay, milling, base replacement, barrier replacement, minor drainage improvements, pavement markings, and other miscellaneous construction.

Pennsy Supply, Inc., of Harrisburg is the contractor for this $4,678,000 project. All work is expected to be completed by September 17, 2026.

5/30/26 - Sinkhole Repair Work Planned for Route 30 (Lincoln Highway) in Jackson Township - Expect eastbound lane restrictions, possible delays.

PennDOT announced that a contractor will repair a sinkhole on eastbound Route 30 (Lincoln Highway) between Stone Lane and Biesecker Road (Route 3061) in Jackson Township, York County.

These repairs will be performed on Saturday, May 30, from approximately 7:00 AM to 5:00 PM. There will be lane restrictions during work hours.

The contractor will return in a few weeks to ensure the repair has not settled, requiring additional work, and to pave the section of roadway that was excavated.

JUNE 1 Springwood Road Closure/Detour: Upcoming Work on I-83 Bridge over Springwood Road in York Township - Detour up to 168 days

PennDOT announced that a bridge rehabilitation project on Interstate 83 will close Springwood Road (Route 2002) under the interstate in York Township, York County.

Work will begin on Monday, June 1. There will be no travel restrictions on I-83.

Springwood Road will be closed to traffic as the contractor works under I-83. A 168-day detour will be in place using Pauline Drive, Route 74 (S. Queen Street), and Springwood Road.

Work under this contract consists of repairs made to the dual adjacent prestressed concrete I-beam bridge, roadway milling, paving, and barrier replacement.

Deblin, Inc., of Mechanicsburg, PA, is the contractor on this $1,534,405 bridge rehabilitation project. All work is expected to be completed by January 12, 2027.

PennDOT reminded travelers that work is scheduled on Interstate 83 in Newberry Township. The project limits extend from about 1.5 miles north of Exit 28 (Route 297/Strinestown/Zions View) to just south of Exit 32 (Route 382/Newberrytown).

Weather permitting, the contractor will conduct repairs starting Friday, May 15, at 9:00 PM and work through the weekend until Monday, May 18, at 6:00 AM. There will be single-lane restrictions in both directions during work hours.

This work will be to replace drainage and median barrier. Work will continue during the same hours for three more weekends, skipping the Memorial Day weekend (May 22-25).

Additionally, the contractor will conduct concrete patching on the I-83 southbound Exit 32 off-ramp at Newberrytown. There will be overnight ramp closures Monday through Wednesday, May 18-20, from 7:00 PM to 6:00 AM.

Travelers are reminded to be alert for these operations, to obey work zone signs, and to use caution when driving through work zones for their safety, as well as for the safety of the road crews.

Bridge Open - Repairs Complete, Detour Lifted on Route 216 (Blooming Grove Road) Bridge over Lake Marburg in York County

PennDOT reopened the Route 216 (Blooming Grove Road) bridge spanning Lake Marburg in Penn and West Manheim townships, York County. The bridge had been closed for repairs since May 4.

All bridge repairs under this contract are complete.

Work under this contract consists of replacing the bridge deck joints, repairing all deck deterioration, providing a new deck wearing surface, and other miscellaneous construction.

J.D. Eckman, Inc., of Atglen, PA, is the contractor on this $507,763 bridge preservation project.
