This picture of cover crops, taken in early December, is compelling.

The wheat seed was broadcast (spread on top of the ground) for the whole field.

The seed in the center and to the right of the picture was then disked into the ground (incorporated- which means either disked into the ground or planted into the ground with a drill).

The seed to the left was not incorporated. One can see the higher germination rate and resulting ground cover because of incorporation.

Universally, incorporated seed has more successful results.

Our 2026-27 ACAP Cover Crop Program is accepting applications until 9/15.

The ACAP 2025-26 cover crop program had 27 participants plant a total of 11,482 acres.

Over 95% of acres planted met the guideline of having >25% groundcover by 3/15, which was better than the previous year. While incorporated cover crop seed saw nearly 100% success in both years, the broadcast cover crop seed was significantly more successful in 2025-26 (97% success) than in 2024-25 (49% success).

Two plausible explanations: fall soil moisture and snow cover

While 2025-26 was a more favorable climate for broadcast seeds than the year prior, we've seen that incorporation minimizes the climate risk to the seed and provides the necessary seed-to-soil contact for the plant’s development.

Now accepting APPLICATIONS for the 2026-27 ACAP Cover Crop Program!

Today is the first day to apply. Limited funds are available and contracts will be awarded on a first-come basis. The last day to apply is Sept. 15.

This program is paying $55/acre for multi-species and $40/acre for single-species.

The maximum amount for an applicant is $10,000.

York County has been awarded a National Association of Counties (NACo) 2026 Achievement Award for its innovative Water Quality Monitoring Program.

York County is the only Pennsylvania county to receive a NACo Achievement Award in 2026.

The NACo Achievement Awards recognize outstanding county government programs and services in 18 categories. York County’s Water Quality Monitoring initiative was recognized in the category of “County Resiliency: Infrastructure, Energy, and Sustainability.”

Recently we were out on the site of a nearly-completed project funded by the Agriculture Conservation Assistance Program (ACAP).

This project involved the construction of a roofed heavy use area protection designed to minimize runoff from a livestock operation. The structure keeps the rain off the barnyard and manure to "keep clean water clean."

The ACAP grant provides financial and technical assistance for the implementation of best management practices (BMPs) on agricultural operations in PA.
