North East Ohio Network Council of Governments Collaborating with our regional partners to improve services for individuals with developmental disabilities.

NEONCOG is a regional Council of Governments (COG), established in 1996, under the authority of Chapter 167 of the Ohio Revised Code. We provide services to County Boards of Developmental Disabilities, providers, people with developmental disabilities and their families throughout Northeast OH. Current member Boards of DD include Ashtabula County, Columbia County, Cuyahoga County, Geauga County, L

ake County, Lorain County, Mahoning County, Medina County, Portage County, Richland County, Stark County, Summit County, Trumbull County, and Wayne County. NEONCOG is an acronym for North East Ohio Network Council of Governments; NEONCOG is most often shortened to NEON for convenience and simplicity.

The U.S. House is considering severe cuts to developmental disability programs in the upcoming federal budget (Fiscal Year 2027). If this happens, over 40,000 people in Ohio could lose important services that help them live safely and independently as soon as October 1.

What can you do? Tell your member of Congress to fully fund all disability programs at https://secure.everyaction.com/XYW-0OhZI06ekcro-u-cGA2.

In Ohio, programs at risk include:
• The Ohio State University Nisonger Center
• University of Cincinnati Center for Excellence in Developmental Disabilities (UC UCEDD)
• Disability Rights Ohio

These programs have existed for over 50 years and are critical to protecting rights and supporting community living.
