Chief Ronghi and Captain Caraway can often be seen interacting with students during morning drop-offs and throughout the day at McDonald Schools, prioritizing relationship-building and student safety. This morning, they popped in on a 3rd-grade technology class to see what the kids were learning. The safety and well-being of all children in the village remains our top priority, and we value spending time with them during the school day.

***It may be noted that the Chief and Captain are not wearing the familiar blue uniforms. The uniforms visible here are the newly approved alternate uniforms. Officers are now permitted to wear either uniform while on duty.

On March 20, 2026, day turn officers were notified of a suspicious vehicle parked on the access road adjacent to the river off Olive Street, in proximity to areas known for trespassing on the properties of Larry's Truck and Electric and AP McDonald, where subjects often cause damage and theft. Following a thorough search of the large property, officers apprehended two suspects hiding underneath and atop a train car. The individuals taken into custody were identified as Timothy Vinion, 49 years old, and John Daltorio, also 49, both residents of Austintown. Notably, this incident marks the second time since October that Timothy Vinion has been arrested on this property by MPD. During the inventory process of the suspect vehicle prior to impoundment, officers discovered a bag containing suspected crystal methamphetamine and other illicit substances. Vinion and Daltorio were subsequently booked at the Trumbull County Jail, facing charges of criminal trespass, possession of criminal tools, obstructing official business, and criminal damaging. The suspected crystal methamphetamine will undergo testing at BCI, potentially leading to additional felony drug charges for one or both suspects.

*Update*

Both stolen vehicles have been recovered, and two suspects are in custody. Thanks to the presence of Flock cameras in adjacent communities, we were able to coordinate with neighboring departments to track the stolen vehicle down in Warren City within two hours of the theft. We would like to stress again to residents the importance of securing your vehicle, whether it's in your driveway or a public lot.

**Important Safety Notice**

Two vehicle thefts have occurred within the past 24 hours, with the most recent incident reported at approximately 1630 hours in the Dollar General parking lot. Residents are reminded to ensure their vehicles are locked and not left unattended while running.

A parking ban will be implemented from Saturday, January 24 at 11PM to Monday, January 26 at 11PM, due to the forecasted snow storm this weekend. Vehicles parked on the streets during these times will be subject to tow.

Officer Patrick Mulligan -

Officer Mulligan is the newest member of the McDonald Police Department. Officer Mulligan was raised in Boardman, Ohio. Officer Mulligan became a Police Officer in 1998 joining the Beaver Township Police Department and the Mahoning County Sheriff’s Office. In 1999, Officer Mulligan additionally became a member of the Coitsville Police Department. In 2000, Officer Mulligan took a full-time position with the Youngstown Police Department where he worked until he retired in 2025. Officer Mulligan spent the first five years of his career patrolling the southside of the city before accepting a position with the U.S. Marshall's Northeast Ohio Violent Fugitive Task Force/ Street Crimes Unit where he served seven years. Officer Mulligan joined the YPD Motorcycle Unit in 2003 and was a member for twenty two years. In 2012, Officer Mulligan moved to dayturn patrol where he worked the southside, beat Car #204 for thirteen years. Officer Mulligan was a Field Training Officer and is still currently active as a Negotiator on the Crisis Response Team (SWAT) for Mahoning and Trumbull counties.

During his time with the Youngstown Police Department Officer Mulligan was awarded (2) Life Saving Awards, (2) Excellence in Service Awards, (21) Meritorious Service Awards, an Investigative Excellent Award, a Gun Reduction Award and numerous Letters of Commendation Awards. Officer Mulligan is a family man and enjoys spending his free time with his wife and 5 children. Officer Mulligan loves motorcycles, boating, and classic cars. Officer Mulligan is very approachable and wants to get to know everyone in the community. So when you see him, please stop him and say hello.

Officer Martez Penn

Officer Penn is currently in his 8th year as a part-time Officer for the McDonald Police Department. Officer Penn is a graduate of Youngstown East High School and later played 2 years of College football for Marietta College and Youngstown State University. Officer Penn obtained an Associates Degree from Youngstown State University in Criminal Justice, in addition to obtaining his OPOTA certificate from Kent State University. Prior to working for McDonald Police Department, Officer Penn had worked as a Patrolman for Hubbard Township Police Department and Campbell Police Department.

In 2019, Officer Penn was hired by the State of Ohio with the Department of Rehabilitation and Corrections at Ohio State Penitentiary as a Correction Officer. In 2023, Officer Penn was promoted to the rank of Lieutenant for OSP. He is also a member of the Special Response Team (SRT) for ODRC.

In his spare time, Officer Penn enjoys spending time with his family and taking trips. He also enjoys strength training in the gym.

Officer Preston Hake

- Officer Hake is one of the most recent Officers to join the McDonald Police Department. Officer Hake is a 2017 graduate of Xineral Xidge High School and obtained a Bachelor's Degree in Criminal Justice from Youngstown State University and in addition also obtained his OPOTA certificate for Master's credit from Youngstown State as well.

In January of 2025 Officer Hake joined the McDonald Police Department and is striving to build new and strong relationships with members of the community. During his time with the McDonald Police Department Officer Hake has obtained certificates from the National Disaster & Emergency Management University in Incident Command and Incident Command Systems for Initial Response. Officer Hake also obtained a certificate through the Ohio Tactical Officers Association for Active Shooter Response (Patrol) this past July.

In his spare time Officer Hake enjoys spending time with his family, hiking, hunting, fishing, and spending time with his now Fiancé.
