Code of Ordinances Chapter 45.23 FIREWORKS. The sale, use or exploding of fireworks within the City are subject to the following: 1. Definition. The term "fireworks" includes any explosive substances, or articles prepared for the purpose of producing a visible or audible effect by combustion, explosion, deflagration or detonation, and specifically includes blank cartridges, firecrackers, torpedoes, skyrockets, roman candles, or other fireworks of like construction and any fireworks containing any explosive or flammable compound, or other device containing any explosion substance. (Code of Iowa, Sec. 727.2)
2. Regulations. It is unlawful for any person to offer for sale, expose for sale, sell at retail, or use or explode any fireworks; provided the City may, upon application in writing, grant a permit for the display of fireworks by the City agency, fair associations, amusement parks and other organizations or groups of individuals approved by City authorities when such fireworks display will be handled by a competent operator. No permit shall be granted hereunder unless the operator or sponsoring organization has filed with the City evidence of insurance in the following amounts: A. Personal Injury: - $250,000 per person; B. Property - $50,000; C. Total - $1,000,000. (Code of Iowa, Sec. 727.2)
3. Exceptions. This section does not prohibit the sale by a resident, dealer, manufacturer or jobber of such fireworks as are not prohibited; or the sale of any kind of fireworks if they are to be shipped out of State; or the sale or use of blank cartridges for a show or theatre, or for signal purposes in athletic sports or by railroads or trucks for signal purposes, or by a recognized military organization. This section does not apply to any substance or composition prepared and sold medicinal or fumigation purposes. (Code of Iowa, Sec. 727.2)

There is no significant changes to the risks this afternoon but the NWS has supplied some timing graphics for the potential storms this evening.

There is a significant phone outage that is impacting many state wide communication services such as internet and land lines. Due to the nature of the malfunction, services impacted vary between locations. Restoration of services are unknown at this time.

Importantly, 9-1-1 calls from wireless phones ARE being received at this time. However, landline phones may be impacted and MAY NOT be able to complete calls, including to 9-1-1.

At this time, recommended actions include:
• If you have an emergency, dial 9-1-1 from a mobile phone.
• If you have an automated alarm system, dial 9-1-1 from a mobile phone to report the alarm.
• Follow local media, and official social media pages for updates on impacted or restored services

We will share updates as they are known. Local media outlets are also sharing this information so please continue to monitor those sites as well.

NWS US National Weather Service Des Moines Iowa has shared this updated graphic with likely weather arrival times for this afternoon and evening A buffer of up to one hour is a good idea on each side of the specific times shown in the graphic. Otherwise there have been no changes from this morning's weather forecast. Stay weather aware!

Today you may see roads across Story County that are flooding due to the significant amount of rain last night. Areas of south east Story County received over 5" of rain with another 2-3" still to come. If you com upon a gravel or paved road with water across it, stop and find another way to reach your destination. There is no way to know how deep the water is or even if the road is still there. It is not worth you possibly losing your life to cross a flooded road.
