Deneen Rhoads-Kratz Upper Frederick Tax Collector

Deneen Rhoads-Kratz Upper Frederick Tax Collector Elected municipal officer designated to collect municipal and school real estate and per capita taxes.

07/10/2026

Late notices have been mailed for County/Township Taxes.

As tax collector, I issue two regular annual real estate tax bills each year: the County/Township bill on March 1 and the School District bill on July 1. For future bills, if you do not receive a bill around those dates, please contact me and I will send you a copy.

Unfortunately, under Pennsylvania Local Tax Collection laws, tax collectors do not have the authority to waive additional fees or penalties.

If you feel you have paid your tax bill and have received late notice reach out to me and together we can rectify the situation.

Just to let you know you can send one check for all the taxes you are paying. Just remember to send the receipts so I know what the check encompasses.

Who Owes the Per Capita Tax
If you live in a Pennsylvania taxing district that levies a per capita tax, you owe it. The tax is tied entirely to residency. It does not matter whether you work, own property, or have any income at all. The School Code sets the age threshold at 18 for school district per capita taxes, and most municipalities follow the same standard for their Act 511 per capita levy.1 Some local ordinances may define “adult” differently, but 18 is the norm across the state.

The tax applies to each person individually. If two adults live in the same household, each receives a separate bill. Retirement, unemployment, and disability do not automatically excuse you from the tax, though exemptions may be available depending on your circumstances.

You should be receiving your RE (BASD) school tax bill by the end of June beginning of July. Reach out to me if you do not receive it by the 2nd week in July. As usually if your mortgage company escrows your taxes you can contract them and make sure they have a copy of the current bill.

August sitting hours August 20, 21, 26, 27, 28, and 29 from 9:00 am to 11:00 am.
August 27 and 28 from 6:00 pm to 8:00 pm

06/19/2026

If you want a copy of this, I can email to you. I will also have copies for you when I have my sitting hours in August for you to pick up.

What is a per capita tax?
A per capita is a fixed tax levied equally on every individual within a jurisdiction, regardless of their income, wealth, or property. It is often referred to as a poll tax or head tax, requiring each person to pay the same amount. This type of tax is typically used to fund basic government services, such as education and infrastructure.
