Water Governance in Uzbekistan National policy framework for water governance and integrated water resources management in Uzbekistan implemented by GIZ.

The EU programme “Sustainable management of water resources in rural areas in Uzbekistan” aims at contributing to sustainable and inclusive growth in the rural sector of Uzbekistan in the context of a changing climate by improving water governance and the efficiency of water resources management at national, basin and farm level. Therefore, it brings together three components that are closely inte

rconnected. GIZ is implementing component 1 aimed at shaping a national policy framework for water governance and integrated water resources management. In 4 years (2016-2019) GIZ together Ministry of Agriculture and Water Resources of the Republic of Uzbekistan with will contribute to further development of a national water resources management strategy by enhancing legal, institutional, organizational and financial frameworks and regulatory instruments and aligning them to international standards. Fergana, Andijan, Namangan, Syrdarya, Kashkadarya and Surkhandarya were selected as pilot regions. Other implementing partner organisations: International Water Management Institute (IWMI), Council for Research and Economics in Agriculture (Italy) (CREA), the Environment Agency of Austria (Umweltbundesamt) and the German Federal Foreign Office.

🇪🇺 Closing conference of the EU-GIZ Water Governance Programme

07.02.2020- right now, the final conference of the component-1 of the EU Programme “Sustainable management of water resources in rural areas in Uzbekistan”, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), is being held at the Hilton Tashkent.

During the conference, the partners and the public were acquainted with the results of the measures taken by component-1 and successful practices implemented in the pilot areas, as well as the work on further developing the national water management strategy by strengthening the legal, institutional, organizational and financial mechanisms and regulatory instruments and bringing them in accordance with international standards.

Giving a welcoming speech Mr. Torsten Brezina, GIZ Cluster Coordinator Regional Programmes said: - “The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH enjoyed the privilege to implement component-1 on the national policy framework for water governance and integrated water resources management. We would like to thank the European Union to have been given the chance to implement programme component-1 through a delegation agreement. Moreover, we are thankful to Minister Khamraev and his team for their support, coordination and genuine interest in working with the GIZ team.”

7.02.2020г.- прямо сейчас в гостинице Hilton Ташкент проходит заключительная конференция первого компонента программы Европейского Союза «Устойчивое управление водными ресурсами в сельской местности в Республике Узбекистан», реализуемого Германским обществом по международному сотрудничеству (GIZ).

В ходе конференции партнерам и широкой аудитории были представлены результаты проделанных компонентом-1 мер и успешных практик, внедренных в пилотных участках, а также работы по дальнейшему развитию национальной стратегии управления водными ресурсами путем укрепления правовых, институциональных, организационных и финансовых механизмов и инструментов регулирования, а также приведения их в соответствии с международными стандартами.

Выступая с приветственной речью, г-н Торстен Брецина, Региональный кластерный координатор GIZ, сказал: «Германское общество по международному сотрудничеству (GIZ) GmbH имело привилегию внедрить компонент-1: "Национальная рамочная концепция по управлению водными ресурсами и интегрированного управления водными ресурсами". Мы хотели бы поблагодарить Европейский Союз за предоставленную возможность реализовать программный компонент-1. Хочу также искренне поблагодарить министра Ш.Хамраева и его команду за их поддержку, координацию и плодотворную работу с командой программы GIZ».

🇪🇺 From January 18 to 26, 2020, a group of experts from the GIZ Afghanistan Water Sector Improvement Program held a workshop and visited water facilities in Uzbekistan.

In order to discuss issues of bilateral cooperation, the Afghan delegation visited the State Unitary Enterprise “Uzbekhydrogeology” under the State Committee on Geology and Mineral Resources of the Republic of Uzbekistan, as well as the “Buz-Suv” drinking water supply facility under the State Unitary Enterprise “Suv-soz” in Tashkent.
The guests got acquainted with the information system for maintaining the groundwater water cadastre, created with the support of the EU-GIZ Water Governance Programme in Uzbekistan, and also studied the facility of the drinking water supply system of Tashkent city.
In turn, the delegation from Afghanistan expressed deep gratitude and respect to the management of our Programme for the support and expressed hope for further cooperation with Uzbek colleagues in the future.

🇷🇺 С 18 по 26 января 2020 года группа экспертов из Программы улучшения водного сектора Афганистана GIZ провела семинар и посетила объекты водоснабжения в Узбекистане.

В целях обсуждения вопросов двустороннего сотрудничества афганская делегация посетила Государственное унитарное предприятие «Узбекгидрогеология» при Государственном комитете геологии и минеральных ресурсов Республики Узбекистан, а также объект питьевого водоснабжения «Буз-Сув» при ГУП «Сув-соз» в Ташкенте.
Гости ознакомились с информационной системой ведения кадастра подземных вод, созданной при поддержке Программы управления водными ресурсами GIZ в Узбекистане, а также ознакомились с объектом системы питьевого водоснабжения города Ташкента.
В свою очередь, делегация из Афганистана выразила глубокую благодарность и уважение руководству нашей Программы за поддержку и выразила надежду на дальнейшее сотрудничество с узбекскими коллегами в будущем.

🇪🇺 A high-level conference in Berlin launched on Tuesday (28 January) the “Green Central Asia”, initiated by the Ministry of Foreign Affairs the Federal Republic of Germany as part of the new EU Strategy for Central Asia and Afghanistan.
The conference was attended by the heads of the foreign affairs of the Federal Republic of Germany, the European Union, Central Asian states, and Afghanistan, experts on climate, as well as representatives of scientific and public circles, business and the media.
German Foreign Minister Heiko Maas, who hosted the conference, stressed that the states of Central Asia and Afghanistan were particularly affected by climate change. «If climate change knows no borders, then our answer to it also must not know any borders», he said.
Following the conference, a Joint Statement was adopted, which reflects the basic principles of cooperation in the framework of the implementation of the Green Central Asia Initiative.

🇷🇺 22 января 2020 года в г.Берлине состоялась конференция высокого уровня по запуску «Зеленая Центральная Азия», инициированного Министерством Иностранных Дел Германии в рамках реализации новой Стратегии Евросоюза для Центральной Азии и Афганистана.
В рамках конференции приняли участие главы внешнеполитических ведомств ФРГ, Евросоюза, государств Центральной Азии, Афганистана, видные эксперты-климатологи, а также представители научных и общественных кругов, бизнеса и СМИ.
Министр иностранных дел Германии Хейко Маас, принимавший конференцию, подчеркнул, что изменение климата особенно затронуло государства Центральной Азии и Афганистана. «Если изменение климата не знает границ, то наш ответ на него также не должен знать границ», - сказал он.
По итогам конференции принято Совместное заявление, в котором отражены основные принципы взаимодействия в рамках реализации Инициативы ФРГ «Зеленая Центральная Азия».

On the occasion of the 27th anniversary of the adoption of the Constitution of the Republic of Uzbekistan and the Day of agricultural workers, the awarding ceremony was held on December 9, 2019 at the Ministry of Water Resources of the Republic of Uzbekistan. Along with the management and representatives of the Ministry, its territorial and structural units, the Team Leader of our Programme, Dr. Caroline Milow, was awarded the medal "Uzbekiston Republikasi suv xo’jaligi a'lochisi" (Excellence in Water Management of the Republic of Uzbekistan). Minister of Water Resources Shavkat Rakhimovich Khamraev noted: “This medal is awarded to you for your high achievement, in water sector. Your contribution to the development of the water sector in the region is invaluable”.

Наряду с руководителями и работниками центрального аппарата Министерства водного хозяйства Республики Узбекистан, его территориальных и структурных подразделений руководитель нашей программы Д-р Каролина Милов удостоилась нагрудного знака «Ўзбекистон Республикаси сув хўжалиги аълочиси» (Отличник водного хозяйства Республики Узбекистан). Министр водного хозяйства Хамраев Шавкат Рахимович отметил: «Эта награда присуждается тем, кто достиг высоких результатов в своей деятельности и отличился самоотверженным трудом. Ваша заслуга в развитии водного сектора региона неоценима».

🇪🇺 On November 5 2019, Tashkent hosted a national seminar on river basin planning, which is one of the main concepts of Integrated Water Resources Management (IWRM).
Under component 1 of the EU-funded Programme “Sustainable management of water resources in rural areas in Uzbekistan” two river basins “Aksu” in Kashkadarya and “Shakhrihansai” in Andijan regions were selected to implement this approach. Within two years, in partnership with IWMI, all the conditions and challenges of each area were studied and analyzed presented to wide audience during this event. It should be noted that all work was carried out based on the structure of the Water Framework Directive of the European Union (WFD).

🇷🇺 5 ноября 2019 года в Ташкенте прошел национальный семинар, посвящённый планированию речного бассейна, которая является одной из основных концепций Интегрированного Управления Водными Ресурсами (ИУВР).
В рамках компонента-1 программы, финансируемой ЕС «Устойчивое управление водными ресурсами в сельских местностях Республики Узбекистан» были выбраны два речных бассейна «Аксу» в Кашкадарьинской и «Шахрихансай» в Андижанской областях для внедрения данного подхода. В течении двух лет в партнерстве с IWMI были изучены все условия и проблемы каждой области и результаты проведенных мер были представленны широкой аудитории в рамках данного мероприятия. Нужно отметить, что все работы были проведены, опираясь на структуру Водной рамочной директивы Европейского Союза (ВРД).

🇪🇺 Handover ceremony 🚜
On October 30, 2019 within the framework of EU/GIZ joint water governance programme was held a handover ceremony of the next batch of special equipment for the needs of the Ministry of Water Resources of the Republic of Uzbekistan (MoWR).
In particular, 6 trucks, 6 concrete mixers, 6 trucks with crane manipulators were procured to improve the technical capabilities of the Basin Irrigation System Administrations (BISA) of 6 pilot regions: Namangan, Andijan, Fergana, Kashkadarya, Surkhandarya and Syrdarya. In addition, a set of measuring equipment for pumping stations and transformers intended for the State Unitary Enterprise “Botiometrik Markaz” under the MoWR and another set of equipment and georadars for geological exploration of dams of the State Inspectorate “Gosvodkhoznadzor” was officially handed over.
Deputy minister of water resources Mr. Akmal Mirzaev, Head of the European Union Delegation to Uzbekistan Mr. Eduards Stiprais, German Ambassador to Uzbekistan Mr. Günter Leo Overfeld, Country Director of the GIZ in Uzbekistan Mr. Jörg Pudelka delivered a welcoming speech at the ceremony.
Welcoming all participants, the head of the delegation of the European Union, Mr. Eduards Stiprais, said: “Component one of the EU funded water governance programme is being successfully implemented and I think the procured heavy trucks will increase the technical capabilities of all pilot facilities, especially the set of measuring equipment for subordinate organizations of the MoWR will serve in the future to improve their work”

В рамках программы «Устойчивое управление водными ресурсами в сельской местности в Республике Узбекистан», финансируемой Европейским Союзом, 30 октября 2019 года состоялась торжественная церемония передачи очередной партии специальной техники, закупленной Германским обществом по международному сотрудничеству (GIZ) для нужд Министерства водного хозяйства Республики Узбекистан (Минводхоз).
В частности, были закуплены 6 самосвалов, 6 мобильных бетоносмесителей, 6 самосвалов с краном манипулятором, предназначенные для бассейновых управлений ирригационных систем (БУИС) пилотных регионов проекта: Наманганской, Андижанской, Ферганской, Кашкадарьинской, Сурхандарьинской и Сырдарьинской областей Узбекистана. Кроме того, был передан комплект измерительного оборудования для насосных станций и трансформаторов, предназначенный для ГУП «Ботиометрик Марказ» при Минводхозе, а также оборудование и георадары для геологического исследования плотин Государственной инспекции «Госводхознадзор».
На церемонии передачи тяжёлой техники и оборудования, доставленных из Германии, с приветственной речью выступили заместитель министра водного хозяйства г-н Акмал Мирзаев, глава делегации Европейского Союза в Узбекистане г-н Эдуардс Стипрайс, посол Германии в Узбекистане г-н Гюнтер Оверфельд, страновой директор Германского общества по международному сотрудничеству в Узбекистане г-н Йорг Пуделька.
Приветствуя всех участников, глава делегации Европейского Союза, - г-н Эдуард Стрипрайс отметил: «Данный компонент программы по управлению водными ресурсами реализуется успешно, и я думаю, что закупленное оборудование и тяжелая техника повысит технические возможности всех пилотных объектов, и оснащение подведомственных организаций Министерства водного хозяйства современными измерительными приборами послужит в дальнейшем совершенствованию их деятельности.

🇪🇺 MEDIA TOUR TO PILOT SITES
From 15 to 19 October 2019, component 1 “National Policy Framework for Water Governance and Integrated Water Resources Management” implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH of the EU funded Programme “Sustainable management of water resources in rural areas in Uzbekistan” jointly with Component 3 “Awareness raising” implemented by the Regional Environmental Centre for Central Asia (CAREC) conducted an information tour for media representatives (State TV and radio channels, newspapers) to pilot facilities in Ferghana, Andijan and Kashkadarya Regions. The Component 1 is implemented by the GIZ supported by the International Water Management Institute (IWMI) and the Austrian Environmental Agency (Umweltbundesamt - UBA).

First day, 15. October 2019, Asia Fergana Hotel.
The first day of the tour started with a workshop for 15 media representatives (State television channels “O’zbekiston 24”, “Dunyo buylab”, social web sites Daryo.uz, Qalampir.uz, UZA.uz, NUZ.uz, radio “Yoshlar”, newspaper “Ledi”, “Marifat”, “Narodnoe slovo”, foto studio “Art Life”), representatives of BISA, GIZ, IWMI, CAREC, DEBYUT (company which installed the water saving technologies on the pilot sites) and NARCHANTOL (company which planted the orchards on the the pilot sites). Mr. Poziljon Rasulov, head of department of Syrdarya-Sokh Basin Irrigation System Administration (BISA) gave an opening speech. Then Mr. Palwaniyaz Pirniyazov (GIZ) and Mr. Oyture Anarbekov (IWMI) presented detailed information about the objectives and activities of the Programme and its components. They informed journalists about the work done and answered all questions of interest. In addition, different promo materials and USB stick with all information related to Component 1 were distributed. Right after the workshop all journalists interviewed all speakers.

С 15 по 19 октября 2019 года компонент 1 «Национальная рамочная концепция по управлению водным хозяйством и интегрированному управлению водными ресурсами», реализцемый Германским обществом по международному сотрудничеству (GIZ) GmbH в рамках финансируемой ЕС программы «Устойчивое управление водными ресурсами в сельской местности в Республике Узбекистан» совместно с Компонентом 3 «Повышение осведомленности», выполняемым Региональным экологическим центром Центральной Азии (РЭЦЦА), провели информационный тур для представителей средств массовой информации (государственных телерадиоканалов, газет) в пилотные объекты в Ферганской, Андижанской и Кашкадарьинской областях. Компонент 1 реализуется GIZ при поддержке Международного института управления водными ресурсами (IWMI) и Австрийского агентства по охране окружающей среды (Umweltbundesamt - UBA).

Первый день медиа тура начался в виде семинара с участием представителей СМИ (представляющие государственные телеканалы «O'zbekiston 24», «Dunyo buylab», веб сайты Daryo.uz, Qalampir.uz, UZA.uz, NUZ.uz, радио «Yoshlar», газеты «Ledi», «Ma’rifat», «Народное слово», фотостудия «Art Life»), а также представители BISA, GIZ, IWMI, CAREC, DEBYUT (компания, которая установила водосберегающие технологии на пилотных участках) и NARCHANTOL (компания, которая посадила интенсивные сады на пилотных участках). Г-н Позилжон Расулов, начальник отдела Сырдарья-Сохского бассейнового управления ирригационных систем (БУИС), выступил со вступительной речью. Затем г-н Палванияз Пирниязов (GIZ) и г-н Ойтуре Анарбеков (IWMI) представили подробную информацию о целях программы и проводимых мер ее компонентами. 🇪🇺 Study tour to Austria
From September 29 to October 4, 2019 the joint EU-GIZ Water Governance Programme organised a tour to Austria to study foreign experience in the field of safety of hydraulic structures (dam safety). Trip participants represented the department of large hydraulic structures of the Ministry of Water Resources (MoWR), and representatives of the State Inspectorate "Gosvodkhoznadzor" under the MoWR.
As part of the visit program, a delegation led by Dr. Caroline Milow visited the Kaprun Storage Power Plants in Salzburg Province, which have a capacity of appr. 833.000 kW with an additional 610.000 kW from the pumps of Kaprun Upper Stage and generate an average 653 million kWh of valuable peak electricity per year. The group also visited the experimental water laboratory of the Graz University of Technology and met with representatives of Provincila Authorities and the Federal Dam Safety Inspection (Bundestalsperrenaufsicht) within the Ministry of Sustainability and Tourism of Austria.
The participants exchanged experience between specialists from departments involved in the water sector and dam safety, as well as got acquainted with structures, mechanisms and technical aspects in the field of hydraulic structures in Austria.

Программа ЕС-GIZ управления водными ресурсами, в период с 29 сентября по 04 октября 2019 года организовала учебно-ознакомительнау поездку в Австрию для изучения зарубежного опыта в области безопасности Гидротехнических Сооружений (ГТС). В поездке участвовали представители управления эксплуатацией крупных гидротехнических сооружений Министерства водного хозяйства (Минводхоз), занимающиеся и представители Государственной инспекции «Госводхознадзор» при Минводхозе.
В рамках программы визита делегация во главе с д-ром Кэролайн Милоу посетила электростанции Kaprun в провинции Зальцбург, которые имеют мощность приблизительно. 833 000 кВт с дополнительными 610 000 кВт от насосов Верхней ступени Капрун и вырабатывают в среднем 653 млн. КВтч ценной пиковой электроэнергии в год. Группа также посетила экспериментальную лабораторию по водоснабжению Технологического университета Граца и встретилась с представителями органов власти Провинцилы и Федеральной инспекции по безопасности плотин (Bundestalsperrenaufsicht) в Министерстве устойчивого развития и туризма Австрии.
Участники обменялись опытом между специалистами ведомств, вовлеченных в водный сектор, а также ознакомились со структурами, механизмами и техническими аспектами в области ГТС в Австрии.

🇪🇺 Study tour to Czech Republic and Austria
On September 8-14, 2019 within the EU-GIZ joint Water Governance Programme was organized a study tour to the Czech Republic and Austria with the participation of representatives of the department for supervision of the implementation of legislation in the field of agriculture of the General Prosecutor's Office of the Republic of Uzbekistan. The purpose of the trip was to study the EU best practices in the field of legislative and regulatory regulation of the water sector.
During the study tour the Uzbek delegation visited the Water Research Institute (TGM), Ministry of Environment (MoE), Czech Hydro Meteorological Institute (CHMI), Czech Environmental Inspectorate (CEI), and Environment Agency Austria, Austrian Supreme Administrative Court (VwGH), Federal Intelligence Bureau of the Austrian Ministry of Interior (Police).

В рамках совместной программы ЕС-GIZ управления водными ресурсами, 8-14 сентября 2019 года была организована учебно-ознакомительная поездка в Чехию и Австрию с участием представителей управления по надзору за исполнением законодательства в сфере сельского хозяйства Генеральной прокуратуры Республики Узбекистан.
Целью поездки была изучение передового опыта Европейских стран в сфере законодательного и нормативного регулирования водного хозяйства.
В ходе ознакомительной поездки узбекская делегация посетила Научно-исследовательский институт водных ресурсов (TGM), Министерство окружающей среды Чехии, а также Чешского гидрометеорологического института (CHMI), кроме того, последующие визиты осуществлялись в Агентство окружающей среды Австрии (UBA) и
Федеральное разведывательное управление Министерства внутренних дел Австрии (Полиция).

🇪🇺 Field monitoring visit to pilot site in Kashkadarya region.
On September 10-11, 2019 within the framework of the EU/GIZ Joint Water Governance Programme was organized a field visit to the pilot site in Kashkadarya region. Program Director, Dr. Caroline Milow and the chief water specialist, Muzaffar Ernazarov got acquainted with the current progress of the Programme, in particular, they visited an intensive pilot garden where the automatic control system for drip irrigation and sprinkling is successfully operating. In addition, Dr. Milow met with representatives of the BISA, where the results of the work done were discussed. Experts shared their experience and tips on preparing for the autumn-winter season in agriculture.

Каролина Милов и главный специалист по управлению водными ресурсами, Музаффар Эрназаров ознакомились с текущим ходом реализации программы, в частности посетили интенсивный пилотный сад, где успешно функционирует автоматическая система управления капельного орошения и дождевания. Кроме того, Др. Милов провела встречу с представителями БУИС, где обсуждались результаты проделанной работы. Экспертами поделились опытом и советами по подготовке к осенне-зимнему сезону в сельском хозяйстве.

Our Story

The EU programme “Sustainable management of water resources in rural areas in Uzbekistan” aims at contributing to sustainable and inclusive growth in the rural sector of Uzbekistan in the context of a changing climate by improving water governance and the efficiency of water resources management at national, basin and farm level. Therefore, it brings together three components that are closely interconnected. GIZ is implementing component 1 aimed at shaping a national policy framework for water governance and integrated water resources management. In 4 years (2016-2019) GIZ together Ministry of Agriculture and Water Resources of the Republic of Uzbekistan with will contribute to further development of a national water resources management strategy by enhancing legal, institutional, organizational and financial frameworks and regulatory instruments and aligning them to international standards. Fergana, Andijan, Namangan, Syrdarya, Kashkadarya and Surkhandarya were selected as pilot regions. Other implementing partner organisations: International Water Management Institute (IWMI), Council for Research and Economics in Agriculture (Italy) (CREA), the Environment Agency of Austria (Umweltbundesamt) and the German Federal Foreign Office.
