Vincentian participates in Global Cyber Security Workshop in Taiwan 聖文森代表參加臺灣全球資安韌性國際研習營

Vincentian Jamar Goodluck was among 132 people from 29 countries who participated in the “2026 Building Cyber Resilience: Policy, Business, and Innovation” workshop from March 31 to April 2, 2026.

The Global Cooperation and Training Framework brought together international experts, government officials, and industry leaders to discuss strategies for strengthening cybersecurity governance and protecting critical infrastructure in an increasingly complex digital threat environment.

Ambassador Chance attended the opening ceremony of the workshop, where he and Mr. Goodluck exchanged ideas about cyber realities in Saint Vincent and the Grenadines, possible policy responses and the role that the Republic of China (Taiwan) could play in this regard.

Mr. Goodluck, the Systems Administrator, Treasury and Accounting Department, Government of Saint Vincent and the Grenadines, is very familiar with Taiwan.

In 2021, he completed an International Master of Business Administration in Technology Management (IMBA), specialising in Corporate Governance & Leadership; IT, Innovation & Entrepreneurship at National Tsing Hua University in Hsinchu, Taiwan.

He would go on to say in May 2026 that his time in Taiwan was “a chapter that shaped me deeply” and that obtaining his IMBA “remains one of my proudest milestones”.

聖文森及格瑞那丁籍代表(Jamar Goodluck)是來自29個國家、共132位與會者之一,參加了於2026年3月31日至4月2日舉行的「打造全方位資安韌性:政策治理、商業實踐與技術創新」國際研習營。

本次由全球合作暨訓練架構(GCTF)主辦的研習營,匯聚來自世界各地的專家學者、政府官員及產業領袖,共同探討在日益複雜的數位威脅環境下,如何強化網路安全治理並保護關鍵基礎設施。

姜康特大使(H.E. Kenton X. Chance)出席了研習營開幕典禮,並與Goodluck先生就聖文森及格瑞那丁當前面臨的網路安全挑戰、可能的政策因應措施,以及中華民國(臺灣)在相關領域可扮演的角色交換意見。

現任聖文森及格瑞那丁政府財政與會計部(Treasury and Accounting Department)系統管理員的Goodluck先生,對臺灣並不陌生。

2021年,他於臺灣新竹的國立清華大學完成科技管理國際碩士工商管理學程(International Master of Business Administration in Technology Management, IMBA)學位,主修公司治理與領導、資訊科技、創新與創業等領域。

2026年5月,Goodluck先生回顧在臺求學時表示,臺灣生活是「深刻塑造我人生的重要篇章」(a chapter that shaped me deeply),而取得IMBA學位則「至今仍是我最引以為傲的重要里程碑之一」(remains one of my proudest milestones)。

【 An Old Friend Returns to Taiwan! Welcoming Ambassador Kenton Chance to Deepen the Taiwan-SVG Bond Toward the Next 45 Years 】

Today, Minister of Foreign Affairs of R.O.C (Taiwan), Lin Chia-Lung had the distinct pleasure of receiving the copy of the Credentials from the newly appointed Ambassador of Saint Vincent and the Grenadines to Taiwan, H.E. Kenton Chance, at the Ministry of Foreign Affairs. This year marks the historic 45th anniversary of diplomatic ties between Taiwan and St. Vincent and the Grenadines. Over the decades, our nations have forged close and highly fruitful cooperation across vital sectors, including healthcare, education, agriculture, and infrastructure.

Ambassador Chance commended our nation’s assistance through the " ," which focuses on building sustainable development capacities for allies rather than creating exploitative relationships—a core reason why SVG truly treasures this enduring friendship.

Ambassador Chance shares a profound and long-standing bond with Taiwan. Having studied here for six years to earn his master’s degree, he speaks fluent Mandarin. Prior to this diplomatic appointment, he was a distinguished journalist. His posting to Taipei vividly reflects the high priority SVG places on our bilateral relationship. As Ambassador Chance noted, he does not merely represent a nation; he returns as an old friend who truly understands, trusts, and cherishes Taiwan. 🫂✨

During the meeting, Minister Lin reviewed our extensive cooperation achievements and discussed forward-looking directions for future advancement:
1. Healthcare: We look forward to the completion of the structural construction of the Arnos Vale Acute Care Hospital, followed by the integration that Taiwan shared advanced Health Information Systems (HIS) and smart medical services with SVG. 🏥🩺
2. Education: Building upon our well-established scholarship programs, we hope to nurture more professional talents through the "Caribbean Prosperity Academy" initiative. 📚🎓
3. Agriculture: We aim to share with SVG to further develop smart agriculture, youth empowerment and supply chain resilience. 🌾

In closing, Minister Lin encouraged Ambassador Chance to travel across Taiwan with his wife during his tenure to experience our vibrant culture and breathtaking natural beauty firsthand. Minister Lin was also delighted to share his personal experience of climbing Jade Mountain (Yushan) four times, recommending that he take on the challenge if the opportunity arises! 🏔️🥾

{Let Taiwan Contribute in the Shared Responsibility of Reshaping Global Health🌍}

At the end of the runway of decommissioned E.T. Joshua Airport, the construction of the Arnos Vale Acute Care Hospital (AVACH) has been progressing with main building structures now taking shape. It is an example of collaboration between the Republic of China (Taiwan) and Saint Vincent and the Grenadines in the advancement of health, and stands as a testament to the core principles behind 45 years of diplomatic ties between the two countries—connectivity and human-centered development.

From Argyle International Airport to modernization of Kingstown Port, Taiwan has been alongside Vincentians every step of the way as the beautiful country expands its connectivity to the world, while AVACH is one of the manifestation of Taiwan’s dedication in placing Vincentians at the center of bilateral collaboration. Upon completion, AVACH will provide acute care as well as expanded range of allied health services to revolutionize the delivery of everyday healthcare in Saint Vincent and the Grenadines. Many of the Vincentians may no longer need to look elsewhere in the region for medical assistance with the burden of travel expenses, but could find what they need right here in their beloved country. AVACH is set to assist in enhancing the scope and quality of medical care, and the Country’s resilience to cope with health challenges and international health emergencies.

The “Public Health Emergency Response System Enhancement Project” is another example of professional collaboration in the field of health between Taiwan and Saint Vincent and the Grenadines. Over the span of four years, over 200 police, firefighters and medical personnel have received training tailor-made to local needs in health and emergency response capacities. The trainees have already provided medical support for major international events hosted by Saint Vincent and the Grenadines, including the CELAC Summit and the Cricket World Cup, serving not only Vincentians but also participating heads of states, further strengthening Saint Vincent and the Grenadines’ capacity in international connectivity. Taiwan has been working with the people and Government of Saint Vincent and the Grenadines in advancing health here for the past 45 years, and is committed to continuing this joint effort in the years to come.

The 79th World Health Assembly (WHA) is currently taking place in Geneva, Switzerland from May 18 to 23, with the theme titled “Reshaping Global Health—Shared Responsibility.” Taiwan has time and again been proven as a capable partner willing to share experience and expertise with the international community. As a powerhouse of information technology, Taiwan has furthered its own healthcare system on the basis of robust ICT industry, MediCloud, and National Health Insurance with the introduction of electronic medical records in 2010, telemedicine program in 2020, and now an established smart healthcare ecosystem that Taiwan is eager to share with the global community.

The world has become well aware after Covid of how essential real-time information sharing at a global scale is crucial in combating emerging infectious diseases that know no borders. Despite being wrongfully excluded from the World Health Organization (WHO) on political grounds, Taiwan has incorporated its IT strength into comprehensive infectious disease surveillance system, and has always been among the first to report to WHO with detection of emerging cases along with sharing of the gene sequences, for both WHO and countries around the world to prepare and respond in time.

At the opening of the WHA this year, Dr. Tedros Adhanom Ghebreyesus, Director-General of the WHO remarked that the highest attainable standard of health is “not as a luxury for some, but a right for all.” However, Taiwan still could not participate in the WHA this year. Taiwan urges and appeals to the WHO to uphold its professionalism and neutrality, to include Taiwan’s participation in WHO meetings, activities and mechanisms to make global health architecture more comprehensive. Let Taiwan, a trusted and responsible partner of the international community, contribute to this shared responsibility in reshaping global health.

🌈⭐️【Strengthening Bilateral Cooperation: Taiwan and Saint Vincent and the Grenadines Jointly Launch Young Farmers Training Project】⭐️🌈
On May 19, 2026, the Embassy of the Republic of China (Taiwan) and the Government of Saint Vincent and the Grenadines jointly launched the Young Farmers Training Project at the Orange Hill Agricultural Biotechnology Centre. Ambassador Fiona Huei-Chun Fan, on behalf of the Republic of China (Taiwan), co-hosted the event with Hon. Dr. Godwin Friday, Prime Minister of Saint Vincent and the Grenadines. 💐👀🫂

The Project aims to strengthen connections among the government, farmers, and private enterprises, expand agricultural production and marketing supply chains, and further demonstrate the shared vision of Taiwan and Saint Vincent and the Grenadines to deepen agricultural cooperation. To advance these objectives, the Embassy also invited representatives from the SVG Hotel and Tourism Association to participate in the event.🫂💪🥗

Ambassador Fan emphasized that this year marks the 45th anniversary of diplomatic relations between Taiwan and Saint Vincent and the Grenadines, noting that both countries are reliable partners and sincere friends. The two countries will continue to cultivate resilience, opportunity, and shared prosperity for future generations. She highlighted that the Government of Taiwan is committed to contributing US$2.5 million to support the 3-year Project, and the initiative will introduce advanced smart agriculture technologies, including plant factories and IoT-based environmental control systems. 🌞👥💐

As on the same day, Hon. Daniel Cummings, Minister of Health, Wellness, Environmental Health and Energy has just spoken up for Taiwan’s inclusion at the World Health Assembly held in Switzerland, Ambassador Fan also expressed sincere appreciation to the Government of Saint Vincent and the Grenadines for its longstanding and steadfast support for Taiwan’s participation in international organizations. 🙋‍♂️👀👏

The event highlighted the achievements of smart agriculture technologies implemented with Taiwan’s assistance, including key facilities such as plant factories and the Internet of Things (IoT) system. The use of environmental control technologies in plant factories helps reduce the impact of external climatic conditions on crop production and supports stable and year-round supply of high-quality agricultural produce.🎊🎉🥦

These smart agriculture technologies not only help strengthen the resilience of the agricultural sector in Saint Vincent and the Grenadines in response to climate change, but also support the development of more planned, stable, and market-oriented agricultural production.🤓🥳🌾

During the event, the lettuce produced in the plant factory, together with agricultural products cultivated by the young farmers, were showcased and attracted strong interest from representatives of the hotel sector. This strong engagement highlights the potential for smart agriculture to better align agricultural production with the needs of the tourism market, while creating new development opportunities for the local agricultural sector.👀💪🫵

The introduction of modern agricultural technologies allows young people to see that agriculture is no longer a traditional labour-intensive industry, but an emerging sector that combines technology, innovation, and entrepreneurial potential. This, in turn, can further encourage youth to participate in agriculture and explore opportunities in agribusiness development.🌡️🧪🔬🧬

﹝🇻🇨SVG Speaks up for Taiwan’s Inclusion at the World Health Assembly﹞

🌍On the 2nd day of the World Health Assembly (WHA) held in Switzerland on May 19th, Hon. Daniel Cummings, Minister of Health, Wellness, Environmental Health and Energy has spoken up strongly for Taiwan’s inclusion in the World Health Organization.

In the statement, Minister Cummings employed the fruitful results of bilateral collaboration programs in the field of health over the past four decades as example of Taiwan’s willingness to contribute, while the “2026 Smart Medical & HealthTech Expo” hosted by Taiwan alongside the WHA illustrated Taiwan’s capability in strengthening global efforts in advancing health.

The remarks by Saint Vincent and the Grenadines stated, “it requires no argumentation that Taiwan can and must be allowed to shape the global healthcare programme,” and called for Taiwan’s inclusion in the WHO and international health infrastructure. The statement carries the staunch friendship between the two countries and manifests the steadfast support of Saint Vincent and the Grenadines for Taiwan’s international participation.

On behalf of the Government and people of the Republic of China (Taiwan), H.E. Ambassador Huei-Chun Fan extends heartfelt appreciation to Minister Cummings and the stalwart support from the Government of Saint Vincent and the Grenadines.
