The Government has responded that it “considers that whilst the goals are sound, the GIMM model proposed would require substantial work and resource transfers across government, that could take a significant period of time and many years before benefits could be realised. Furthermore, there is a need to develop the capability and technology of the National Archives in preparation for the enormity of this role.

The maps, which date back to 1589, are thought to be the earliest surviving representations of the naval battles and were completed by an unknown draughtsman, possibly from the Netherlands.

They were sold to an overseas buyer in July but an export ban was imposed on the 10 hand-drawn maps depicting the famous battle of 1588.

In order to prevent their sale abroad, the Portsmouth-based museum raised £600,000 in just eight weeks through public donations and grants of £212,800 from the National Heritage Memorial Fund and £200,000 from the Art Fund.

A set of rare maps which chart the defeat of the Spanish Armada have been saved for “generations to come” thanks to an urgent fundraising campaign by the National Museum of the Royal Navy.

But, said Miceli, digitisation means “we have to protect our online collection so that readers can trust the records are accurate, unaltered history”. He added: “While physical damage is often clear and immediate, an attack of this kind wouldn’t have the same physical visibility, and so has the potential to cause enduring and potentially irreparable harm, not only to the archive but to the world’s historical memory. In the era of fake news, these collections play an important role in the fight against misinformation and so defending them against ‘trust attacks’ is critical.
