Hundreds of elderly and medically compromised Virgin Islanders have received portable power stations and solar panels designed to provide essential backup power through two waves of Virgin Islands Resiliency Gateway (VIRG) program distribution.
VIRG, an initiative launched by the Office of the Governor and administered by VIEO, seeks to blunt the impact that routine power outages, or catastrophic weather events have on vulnerable populations who rely on electricity to power medical devices and refrigerate lifesaving medications. The 3 kWh battery systems are capable of providing hours of backup power for critical devices, and can be recharged either via a wall outlet or the provided solar panel.
On Monday, over 500 eligible Virgin Islanders applied to the VIRG program, exhausting the remaining supply of battery backup systems during the first day the open enrollment period. Registration was open to full-time Virgin Islands residents who are 60 years of age or older and rely on critical electrically powered medical equipment.

The Bryan-Roach Administration’s Virgin Islands Resiliency Gateway Program received 527 eligible applications on its first day, confirming the strong need for reliable backup power among medically vulnerable Virgin Islanders.

Created by the Administration and managed through the Virgin Islands Energy Office, the VIRG Program provides portable battery systems and 400-watt solar panels to residents age 60 and older who depend on critical electrically powered medical equipment.

“For medically vulnerable residents, losing electricity can become a life-threatening emergency,” Governor Albert Bryan Jr. said. “We created this program ahead of the height of hurricane season to help protect lives and give families greater peace of mind.”

The program reached capacity on Aug. 3, and applications are no longer being accepted for this phase. Submitted applications are now being reviewed, and applicants will be contacted directly.

The Administration has also distributed 234 systems to vulnerable households, provided 80 to Continuum Care Hospice & Home Health and supplied additional units to VITEMA for emergency response.

Donna M. Christian Christensen Medical Facility Project Update

Ongoing construction at the Virgin Islands Department of Health's Donna M. Christian Christensen Health Medical Center, marks significant progress of the Virgin Islands Office of Disaster Recovery's Rebuild USVI Initiative.

Contractor Consigli/Benton is currently pouring concrete to fill and place spread footings around the buildings. This phase will continue for approximately four months, as they prepare to install structural steel to the foundation.

The Bryan-Roach Administration is expanding access to emergency backup power for Virgin Islanders with critical medical needs.

Since June, the Virgin Islands Energy Office has distributed 234 portable battery systems to medically vulnerable households and allocated 80 additional units to Continuum Care Hospice & Home Health to support patients across the territory.
Beginning Aug. 3, eligible residents may apply directly for the next phase of the Virgin Islands Resiliency Gateway Program. Approximately 600 systems are expected to be available.

Applicants must:
• Be full-time U.S. Virgin Islands residents�• Be 60 years of age or older�• Depend on critical electrically powered medical equipment

Each system includes a portable backup battery and a 400-watt solar panel, helping residents power essential medical devices and protect refrigerated medications during outages and emergencies.

Applications and program information will be available beginning Aug. 3 at https://energy.vi.gov/virg/.
