【赴天津與AEO專家交流 首獲內地企業認證人員資格📚】

於今年6️⃣月2️⃣9️⃣日至7️⃣月4️⃣日，香港海關貿易關係及公共傳訊科高級督察洪寶君及督察黃偉能與國家海關總署代表，在天津出席AEO專家交流及座談會🤝🏻。期間，兩位香港海關代表向來自全國各地、超過200位內地海關人員，詳細介紹香港AEO制度並分享實地認證經驗。同時，他們亦深入了解最新修訂的內地AEO制度，更成功獲得內地「海關企業認證人員（初級）資質」🎉。這令他們可在香港AEO及其內地關聯公司申請內地AEO認證時，提供更專業的意見。

國家海關總署、香港海關及澳門海關自2023年簽訂《深化粵港澳大灣區AEO合作的備忘錄》以來，一直著力加強三地海關AEO人員的交流。這次活動進一步深化內地海關與香港海關對各自AEO制度的了解👍🏻，並為加強兩地AEO互認安排合作及為AEO企業提供更多便利措施奠定了堅實基礎。

【Exchanging with AEO Experts in Tianjin and Attaining First Chinese Mainland Accreditor Qualifications📚】

From 2️⃣9️⃣ June to 4️⃣ July 2026, Senior Inspector Sindy Hung (Ms.) and Inspector Raymond Wong from the Office of Trade Relations and Public Communication of Hong Kong Customs attended the AEO expert exchanges and meetings with the General Administration of Customs of the People's Republic of China (GACC) in Tianjin🤝🏻. During the visit, the two Hong Kong Customs officers delivered presentations on the HKAEO Programme and shared Hong Kong’s AEO implementation experiences with over 200 Mainland Customs officers. They also gained an in-depth understanding of the Chinese Mainland’s latest AEO policy amendments and successfully attained the Chinese Mainland’s AEO accreditor qualification🎉. This enables them to provide professional guidance to HKAEOs and their associated companies in the Chinese Mainland on applying for the Chinese Mainland AEO certification.

Since the signing of the Memorandum of Understanding (MoU) on Enhancing AEO Co-operation in the Greater Bay Area (GBA) by the GACC, Hong Kong Customs, and Macao Customs in 2023, strengthening exchanges among AEO officials across the GBA has remained a core priority. This visit has deepened the mutual understanding between the Chinese Mainland Customs and Hong Kong Customs on the respective AEO systems👍🏻, laying a solid foundation for strengthening cooperation under the AEO mutual recognition arrangement and providing more facilitations for AEO enterprises on both sides.

Officer from Hong Kong Customs introduced the characteristics and application procedures of "Hong Kong Authorized Economic Operator (AEO) Programme” and “Single E-lock Scheme”, and also discussed the benefits the Programmes offer to businesses, including reduced Customs inspection and prioritized Customs clearance👍🏻, which allowed young students interested in pursuing careers in supply chain-related industries to learn more about Customs' trade facilitation schemes🎓.

Officer from Hong Kong Customs introduced the key features and accreditation procedures of the "Hong Kong Authorized Economic Operator (AEO) Programme”, and also highlighted the benefits and business opportunities the Programme offers to local enterprises👍🏻, including reduced Customs inspection, prioritized Customs clearance and privileged benefits under AEO Mutual Recognition Arrangements, with a view to encouraging more enterprises to join the Programme. Over 2️⃣0️⃣0️⃣ participants attended the seminar with overwhelming response👏🏻.

【Attending T-box Workshop: Unlock Trade Advantages with Hong Kong AEO Programme⭐️】

On 24 June 2026, Hong Kong Customs participated in the webinar “T-box Workshop: Unlock Trade Advantages with Hong Kong AEO Programme” 👨🏻‍💻 organized by Hong Kong Trade Development Council (HKTDC) and introduced “Hong Kong Authorized Economic Operator (HKAEO) Programme” and other trade facilitation schemes implemented by Hong Kong Customs including “Free Trade Agreement Transhipment Facilitation Scheme”, “Single E-Lock Scheme”, “Cross-boundary Express Cargo Clearance Facilitation Arrangement” and “Air-Land Fresh Lane”👍🏻. Officer introduced the features, application procedures and benefits of the schemes including reduced Customs inspection, prioritized Customs clearance and preferential tariff, aiming at assisting local enterprises to enhance their competitiveness. Over 5️⃣0️⃣ participants attended the seminar with overwhelming response👏🏻.

於今年5️⃣月1️⃣9️⃣至2️⃣2️⃣日，香港海關貿易關係及公共傳訊科人員以世界海關組織認可經濟營運商 (AEO) 準認證專家的身份👩🏻‍💼，遠赴馬來西亞🇲🇾協助舉辦「AEO計劃國家工作坊」。

是次工作坊為首次有香港海關人員獲世界海關組織委派往外地協助舉辦AEO工作坊⭐️。工作坊期間，AEO專家分享了有關AEO原則與實務的豐富專業知識，全力協助推動馬來西亞海關的能力建設，優化當地的AEO計劃🗃️。專家小組亦向參與的馬來西亞海關人員分享了其他世界海關組織成員的優秀實踐經驗與政策建議👍🏻。

【Assisting WCO to Co-facilitate AEO National Workshop in Malaysia📚】

From 1️⃣9️⃣ to 2️⃣2️⃣ May 2026, an officer from the Office of Trade Relations and Public Communication of Hong Kong Customs, in the capacity of a World Customs Organization (WCO) pre-accredited Authorized Economic Operator (AEO) expert👩🏻‍💼, co-facilitated the national workshop on the AEO Programme in Malaysia 🇲🇾 .

This marked the first time a Hong Kong Customs officer has been delegated by the WCO to serve as a co-facilitator in an AEO workshop⭐️. During the workshop, WCO experts in AEO shared their extensive knowledge on AEO principles and practices. The objective of this event was to assist the Royal Malaysian Customs Department (RMCD) in capacity building for enhancing their AEO Programme🗃️. Good practices from other WCO members and recommendations were also shared with the RMCD by the experts👍🏻.
