* Cục Phục vụ Ngoại giao đoàn là đơn vị sự nghiệp trực thuộc Bộ Ngoại giao có chức năng phục vụ nhiệm vụ quản lý nhà nước về đối ngoại của Bộ và bảo đảm an ninh an toàn trong lĩnh vực cung ứng và quản lý lao động, nhà đất làm trụ sở, nhà ở và các dịch vụ đi lại, thể thao, giải trí cho các cơ quan đại diện ngoại giao, cơ quan lãnh sự nước ngoài, cơ quan đại diện các tổ chức quốc tế thuộc hệ thống Liên hợp quốc và các tổ chức quốc tế liên chính phủ, văn phòng đại diện các tổ chức thuộc chính phủ nước ngoài, văn phòng đại diện các hãng thông tấn, báo chí, phát thanh và truyền hình, văn phòng đại diện và văn phòng dự án của các tổ chức phi chính phủ nước ngoài (gọi tắt là tổ chức, cá nhân nước ngoài).

* Bộ phận tuyển chọn, giới thiệu người lao động Việt Nam thuộc Phòng Quản lý lao động Đoàn Ngoại giao, Cục Phục vụ Ngoại giao đoàn thực hiện nhiệm vụ giới thiệu nhân sự cho tổ chức, cá nhân nước ngoài tại Việt Nam. 𝟏) 𝐌𝐚𝐢𝐧 𝐫𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐛𝐢𝐥𝐢𝐭𝐢𝐞𝐬:
• 1. Coordination and liaison support
• Serve as the primary coordination point between VADP, CHAI, and the provincial health authorities (Provincial Department of Health – DOH and CDC) to ensure alignment on project objectives, activities, and timelines.
• Facilitate regular information exchange between CHAI and VADP, including scheduling meetings; preparing agendas, document proceedings, and tracking follow-up actions.
• Proactively identify and flag coordination issues, delays, or follow-up needs to the line manager and relevant stakeholders in a timely manner.
• Support VADP and CHAI in preparing official correspondence, meeting materials, and routine implementation updates related to project implementation.
2. Project Implementation Support
• Support the planning and ex*****on of project activities in line with approved work plans, ensuring activities are delivered on time, within scope, and to a high standard of quality.
• Coordinate field visits, supportive supervision missions, and technical assistance activities, including logistical arrangements and preparation of briefing materials.
• Contribute to documentation of lessons learned, best practices, and case studies to support knowledge sharing.
• Compile routine implementation updates from VADP, provincial, and commune levels.
3. Data, Documentation, and Reporting
• Coordinate data collection activities at provincial and commune levels, ensuring completeness and consistency of data before submission.
• Compile and synthesize project data for periodic progress reports, donor reports, and internal monitoring purposes.
• Maintain organized project documentation, including databases and administrative records, in both digital and physical formats as required.
• Support the preparation of analytical outputs such as presentations, briefs, and other communication materials for internal and external audiences.
4. Stakeholder Engagement
• Provide logistical and content support for trainings, workshops, and technical consultations organized under the project.
• Support the development and adaptation of training materials and other related project documents as needed.
• Base at the VADP office to ensure smooth coordination of project activities and timely communication with all relevant stakeholders.
5. Other Support
• Provide additional coordination, administrative, or implementation support to related project activities, as assigned by the line manager, based on program needs.
• Engage and contribute to other CHAI’s program and activities as assigned by line manager.
𝟐) 𝐑𝐞𝐪𝐮𝐢𝐫𝐞𝐦𝐞𝐧𝐭𝐬:
• Bachelor’s degree in public health, social sciences, business administration, or related field.
• Fluent in written and spoken Vietnamese; working proficiency in English sufficient for
drafting reports and participating in professional meetings.
• Have knowledge and experience on project monitoring and reporting
• Experience in logistics, meeting coordination, documentation, and project follow-up
• Proficient in Microsoft Word, Excel, and PowerPoint; able to compile and present data clearly.
• Strong organizational skills, attention to detail, and the ability to manage multiple
concurrent tasks.
• Ability to work both independently and collaboratively, and to communicate effectively across different stakeholders.
• Good interpersonal and communication skills, with the ability to work effectively with
different stakeholders.
• Experience in logistics, meeting coordination, documentation, and project follow-up.

1. Provide strategic leadership for GEDSI integration
•Provide strategic and technical leadership to guide the integration of GEDSI across company engagement, ensuring alignment with project objectives and SNV best practices.
•Oversee and provide quality assurance for technical support activities, including coordinating GEDSI consultants and liaising with relevant stakeholders, to support Companies in developing and implementing seasonal and project-cycle GEDSI Action Plans.
•Monitor the application and implementation of GEDSI criteria, technical guidelines, and related frameworks across Companies, ensuring consistency and quality of implementation.
•Assess the relevance and effectiveness of GEDSI tools and criteria; recommend strategic adjustments to enhance impact and scalability. practical needs and project objectives.
2. Lead GEDSI capacity building and knowledge development
•Design and lead a comprehensive capacity-building strategy on GEDSI for project staff, companies, and key stakeholders.
•Provide strategic oversight and technical inputs into the development and refinement of training materials, toolkits, and technical guidance notes.
•Oversee post-training application and recommend follow-up capacity strengthening interventions where needed.
3. Coordinate the implementation of provincial GEDSI Coordination Program
•Take leading role in providing technical support and coordination for the development and implementation of annual workplan of provincial GEDSI Coordination program.
•Engage with PMUs and relevant stakeholders to strengthen alignment, ownership, and quality of the program implementation.
•Monitor overall progress and performance and provide recommendations and solutions to ensure quality delivery of the project.
4. Lead GEDSI integration in Monitoring, reporting, and learning (MEL) Framework
•Lead the development and refinement of GEDSI-related tools, methodologies, and approaches for data collection, measurement, and reporting in alignment with the project’s MEL framework.
•Provide technical leadership to ensure GEDSI indicators is effectively integrated into the project’s MEL framework, indicators, and data systems.
•Oversee implementation progress of GEDSI component, outcomes, and indicators in line with TRVC workplan and MEL framework
•Work closely with the MEL team to ensure data quality, consistency, and integrity, and that GEDSI-related data is systematically collected, validated, and analyzed.
•Consolidate, analyze, and prepare periodic reports, technical reports, and thematic updates on GEDSI implementation with recommendations and lesson learnt
5. Knowledge management, learning and communications
•Coordinate to collect, consolidate, and document case studies, success stories, lessons learned, and good practices on GEDSI to promote successful GEDSI models and lessons learned among partners and provincial stakeholders.
•Ensure knowledge products contribute to learning, scaling, and influencing broader program and partner practices.
•Collaborate with the Communication team to develop communication products, learning briefs, and knowledge-sharing materials for both internal and external audiences.
•Contribute to SNV GESI standards and learning for the country office and for global learning
• Other duties as assigned by line manager
𝟐) 𝐑𝐞𝐪𝐮𝐢𝐫𝐞𝐦𝐞𝐧𝐭𝐬:
• Vietnamese
•Advanced degree in Gender Studies, Development Studies, Social Sciences, or a related field.
•At least 7 years of relevant experience in gender equality, disability, and social inclusion within development programs, with strong experience in mainstreaming GEDSI across the full project cycle.
•Demonstrated experience working on DFAT-funded programs or applying DFAT’s GEDSI framework, including integrating GEDSI into program design, implementation, and MEL systems.
•Strong experience in developing GEDSI strategies, tools, and methodologies, and in leading capacity building, coaching, and technical advisory for diverse stakeholders.
•Solid expertise in integrating GEDSI into Monitoring, Evaluation, and Learning (MEL), including indicator development, gender analysis, and assessment.
•Experience in integrating GEDSI principles into climate-smart agriculture, carbon-related initiatives, or sustainable value chains is an advantage.
•Experience working with the private sector on integrating GEDSI
•Excellent communication and report writing skills in English.
•Good written and spoken English and Vietnamese.
•Willingness to travel to project sites as required.

• Coordinate fully compliant procurement systems and operating procedures. Assess effectiveness and efficiency and recommend improvements. Contribute to ensuring compliance
with CRS procurement principles, standards, policies, donor regulations, and local statutory
requirements.
• Coordinate with various departments to develop and maintain an up-to-date procurement plan with all quantities, quality and delivery requirements for goods and services. Provide pricing
information to assist budget holders with budget preparation.
• Coordinate sourcing process to ensure the best value for money. Key activities include market
assessments and price monitoring, defining supplier evaluation criteria, facilitating transparent and consistent bidding and vendor selection processes, quality and availability of goods
assessment, and contract/purchase order preparation.
•Communicate with other procurement staff and various program and operations units to coordinate and track goods/services delivery and receipt and keep everyone informed of the
status. Collect information to confirm that goods/services delivered are what have been ordered in the correct quantities and quality; they arrive on schedule and at the right cost.
• Maintain correspondence and constant contact with suppliers to follow up on the ex*****on of contractual terms and conditions, and handle issues if needed. Monitor and report on supplier
performance, noting current and/or potential issues and/or inefficiencies and assist with
contract/purchase order modifications.
•Accountable for transparency within the procurement department through ensuring a complete, accurate and up-to-date document trail of all procurement processes, vendor files, procurement and inventory database to assist with control and accountability. Prepare reports and facilitate document retrieval.

𝟏) 𝐌𝐚𝐢𝐧 𝐫𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐛𝐢𝐥𝐢𝐭𝐢𝐞𝐬:
• Development of ideas, concepts, desk-based research and data collection and reports;
• Communication with relevant public institutions and stakeholders;
• Engagement internally with other teams and externally with the partner organization;
• Organization of internal meetings and discussions;
• Bilingual communication with documents translation and verbal exchanges in English and Vietnamese;
• Logistical and organizational arrangements for workshops, training sessions, field trips, and other events.
𝟐) 𝐑𝐞𝐪𝐮𝐢𝐫𝐞𝐦𝐞𝐧𝐭𝐬:
• Vietnamese citizen, who are in the last year of their study or newly graduated students within 6 months upon commencement of the internship.
• Currently undertaking or has recently completed postgraduate/bachelor studies in engineering, energy/electrical/mechanical engineering or a comparable course of study;
• Have interest in the energy sector, in particular energy efficiency and/or in development cooperation. Having
good understanding of air –conditioning technology, energy efficiency for building and industry is an asset;
• Excellent oral and written communication skills in English and Vietnamese.
• Strong MS Office, organizational and analytical skill;
• Highly motivated to learn in a young and dynamic team of international and national members with the aim to
sustainable development of the energy/ environmental sector in Viet Nam;

Operations & Administration
•Oversee daily office administration ensuring smooth and efficient operation.
•Ensure office systems run smoothly and adhere to AOP policies, including day-to-day office operations systems and workflows, cloud-based filing and collaboration platforms, document libraries, shared calendars, and communications systems — coordinating with IT staff support as required.
•Coordinate procurement processes, vendor management, contract renewals, and payment follow-up in accordance with AOP procurement policies
•Arrange travel, meetings, workshops, and ogarnisational events.
•Maintain office assets, supplies, filing systems, and operational records.
•Support management of office systems and legal/administrative documentation.
•Coordinate with Sydney HQ on operational matters including approval, systems, reporting.
•Facilitate cross-office initiatives such as Town-hall, staff survey and shared processes.
Human Resources
•Support end-to-end recruitment processes including job posting, screening, interview coordination, candidate selection, compliance checks, and onboarding.
•Maintain employee records, contracts, HR documents, and organisation charts.
•Support payroll preparation, attendance and leave tracking, and SHUI administration in compliance with Vietnam law.
•Coordinate probation reviews, performance appraisal, training, and employee engagement activities.
•Support employee separation processes including exit procedures and final settlements.
•Assist in policy review, HR reporting, and labour law compliance.
•Ensure that the end-to-end HR process always supports a positive employee experience
Compliance & Coordination
•Ensure compliance with internal policies, donor requirements, and local regulations.
•Support reporting requirements and coordination with relevant authorities and service providers.

𝟏) 𝐌𝐚𝐢𝐧 𝐫𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐛𝐢𝐥𝐢𝐭𝐢𝐞𝐬:
• 1. Website Project Coordination
• Provide strategic and administrative support for the remaining website development and
launch process, coordinating with the relevant team members and external agency contacts.
• Coordinate between the external developer/agency and internal AIP Foundation teams to ensure all remaining website tasks are completed on time.
• Support research and development of website components, working with the developer and internal teams to improve structure, content, and user experience where needed.
• Support general and last-minute copywriting where website content is missing, outdated, or needs to be updated.
• Lead English editing and proofreading for the full website, including a 100-page text document.
• Manage regular website updates, including news, resources, program content, reports, newsletters, and campaign materials; check and edit content regularly for relevance, accuracy, and consistency with AIP Foundation’s activities, results, and plans.
• Alert the web developer or relevant focal point immediately if any technical or content- related issue arises.
2. Impact Report
The development of the AIP Foundation Impact Report is currently underway. The Communications Specialist will support the finalization, production, and launch through the following responsibilities:
• Ensure the report is clear, accurate, and strictly aligned with AIP Foundation’s core messaging by collaborating with relevant internal departments.
• Coordinate content and design inputs with the external graphic designer to maintain visual consistency and brand integrity.
• Perform comprehensive copy editing and proofreading to ensure a professional, error-free final product.
• Develop a dissemination plan for the report’s release, including the creation of tailored social media content.
• Manage the printing process in coordination with external suppliers to ensure high-quality physical deliverables.
3. Branding and Communications Materials
• Support and help finalize the implementation of AIP Foundation’s new organizational branding.
• Ensure communications materials follow internal guidelines, brand standards, and donor/partner requirements.
• Provide pre-design guidance and post-design feedback to designers or relevant team members, where applicable.
• Support design-related tasks directly where appropriate, in coordination with the AIP Foundation Designer and/or external designers.
4. Content Development, Media, and Digital Communications
• Lead or support copywriting for press releases, news articles, speeches, interview preparation, case studies, publications, brochures, flyers, newsletters, infographics,
presentations, video scripts, and other communications materials.
• Upload and post content on AIP Foundation’s website and social media channels.
• Maintain a social media calendar with planned content and regular updates on recent news, activities, relevant issues, publications, and program highlights.
• Interact with online users where applicable, and flag sensitive or important comments and inquiries to the relevant team members.
• Support online fundraising on global channels, including researching opportunities and eligibility, developing and implementing online campaigns aligned with AIP Foundation’s
mission, and coordinating related digital deliverables with Development and relevant internal teams.
• Support media relations and public relations activities, including identifying media partners, pitching to journalists, attending networking, advocacy, or program events, and responding
to media requests.
5. Coordination, Systems, and Ongoing Requests
• Manage and respond to internal communications requests in a timely and organized manner.
• Coordinate with departments to collect relevant information and ensure communications outputs reflect accurate program and organizational updates.
• Support the provision of data on social media performance for reporting, as needed.
• Assist with internal communications content and resources for departmental or organization-wide announcements.
• Support and/or lead ad hoc communications requests and special assignments as required.
𝟐) 𝐑𝐞𝐪𝐮𝐢𝐫𝐞𝐦𝐞𝐧𝐭𝐬:
• Bachelor’s degree in Communications, Marketing, Public Relations, Journalism, International Development, or a related field.
• At least 2–3 years of relevant experience in communications, content development, media relations, digital communications, or a similar role.
• Excellent written and spoken English; native English speaker or equivalent English-language experience preferred.
• Strong writing, editing, and proofreading skills, with demonstrated ability to tailor communications for different audiences and purposes.
• Experience writing press releases, news articles, case studies, newsletters, social media content, website content, speeches, or similar communications products.
• Experience with website management, content management systems, social media platforms, and online publishing tools.
• Experience supporting digital campaigns, online fundraising, or online advocacy is an advantage.
• Experience with branding and the production of printed and online communications materials.
• Strong coordination, organization, and time-management skills, with the ability to work effectively under tight deadlines.
• Excellent interpersonal and communication skills, with the ability to work collaboratively across teams and with external consultants or service providers.
• Ability to analyse information, evaluate options, and work strategically while maintaining strong attention to detail.
• Familiarity with graphic design processes and tools is an advantage.
• Experience working with an NGO, international organization, or in road safety, public health, child health, sustainable mobility, or international development is a plus.

𝟏) 𝐌𝐚𝐢𝐧 𝐫𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐛𝐢𝐥𝐢𝐭𝐢𝐞𝐬:
1. Component Lead – Work Package 3
• Lead the design, planning, and implementation of all technical activities under the assigned Component.
• Be accountable for achieving Component‑level outputs, targets, and indicators within approved timelines.
• Lead strategy development and adaptive planning to address implementation challenges and ensure results delivery.
• Ensure technical coherence, quality assurance, and integration of cross‑cutting issues (e.g. GESI, safeguarding) within Component activities.
• Lead Component‑level technical work planning and contribute inputs to the consolidated project workplan.
• Lead and provide direct technical services relating business, entrepreneurship, grant management to project stakeholders
• Coordinate activities and timelines with other Components and consortium partners to ensure a one‑project approach.
• Maintain activity schedules and track progress against agreed plans.
• Serve as the primary focal point for technical engagement with relevant government departments, provinces, and focal points related to the Component.
2. Business development and pipeline management
• Work with Value Chain Specialists and other VN-ADAPT technical and management team members to identify pipeline
• Ensure CRM system is updated.
• Contribute to organization of or participation in early market engagement, networking and SNV and project events
• Support in proposal development for co-investments and lead in facilitation of applications through to acceptance of proposals in line with the project partnership guidelines and environmental and social safeguarding requirements
3. Provide support in scoping and structuring new business cases in target landscapes:
•Contributes to the identification and preparation of investment proposals, undertaking analysis and discussions with internal staff & clients as appropriate
•Ensuring compliance of business cases with the project business partnerships guidelines and operational manuals
•Supporting planning and ex*****on of due diligence assessments and plans of companies
•Analyses financial data including ratios, projections, budgets, etc.
•Supports legal contracting process together with the SNV business support team.
4. Monitoring a portfolio of contracted grants and technical assistance in the target landscapes
•Prepares (credit) reviews including market and financial analysis
• Provides inputs to the VN-ADAPT Management and Technical team by responding to requests for information/support
• Support MEL processes by providing technical inputs, data, and documentation for Component activities.
5. Monitoring Evaluation and Learning
•Contribute to analysis of results and identification of corrective or adaptive measures to achieve targets.
•Contribute to project and organizational reporting and communications
•Support the development of communications and Knowledge management products highlighting Component achievements.
6. Providing analysis and support
• Contribute to organizational business development and learning initiatives
• Assists team members in other aspects of the portfolio management process
• Other duties as assigned by line manager.
𝟐) 𝐑𝐞𝐪𝐮𝐢𝐫𝐞𝐦𝐞𝐧𝐭𝐬:
• Vietnamese citizen
•Master degree, preferably in agriculture, economics, finance, business administration, natural resource management or agriculture-related engineering;
•Minimum of 8 years working experience as investment and/or inclusive business expert;
•Working experience in an international environment and/or in emerging markets is a plus.
•Proven experience in providing business development and marketing support to companies
•Proven experience in developing bankable business plans for starting and existing companies
•Proven experience in the Agri Food sector (highly preferable)
•Knowledge of climate adaptation or nature-based solutions a plus
•Good understanding of environmental and social safeguards (assessments and plans)
•Knowledge of gender and social inclusion and women’s economic empowerment is highly preferable
