[KOCHAM Participates in Dialogue with Tay Ninh Province… Calling for Resolution of VAT Refund Issues]

KOCHAM (Korean Chamber of Commerce in Vietnam) participated in the “2026 2nd Business Dialogue” held by the Tay Ninh Provincial People’s Committee on April 9, 2026, delivering key concerns faced by Korean enterprises operating in Vietnam.

The dialogue brought together provincial authorities and around 200 business representatives to discuss major business-related challenges.

① Raising VAT refund post-audit concerns
KOCHAM highlighted post-audit issues related to VAT refunds affecting multiple Korean companies and emphasized the need for clearer regulations and reduced administrative burdens.

② Sharing challenges from global economic changes
KOCHAM addressed increasing difficulties caused by rising oil prices, higher production costs, and exchange rate volatility, calling for supportive policy measures.

③ Addressing a wide range of operational issues
Various concerns were raised, including fuel costs, interest rates, labor shortages, logistics delays, customs relocation, and infrastructure improvements.

KOCHAM (Korean Chamber of Commerce in Vietnam)은 2026년 4월 9일 떠이닌성 인민위원회에서 개최된 ‘2026년 제2차 기업과의 대화’에 참석하여, 베트남 진출 한국 기업들이 직면한 주요 경영 애로사항을 전달했습니다.

이번 간담회에는 성 정부 관계기관과 약 200여 명의 기업 대표들이 참석해, 기업 운영과 관련된 다양한 현안을 논의하는 뜻깊은 자리였습니다.

① 부가세 환급 관련 사후 점검 문제 제기
최근 다수의 한국 기업에 영향을 미치고 있는 부가세 환급 사후 점검 이슈를 핵심 과제로 전달하며, 기업 부담 완화를 위한 제도 개선 필요성을 강조했습니다.

② 글로벌 환경 변화에 따른 경영 애로 공유
유가 상승, 원가 부담 증가, 환율 변동성 확대 등으로 인해 기업 경영 환경이 어려워지고 있는 점을 설명하며, 정책적 지원 필요성을 전달했습니다.

③ 다양한 현안 종합 건의
유류 가격, 금리, 노동력 확보, 물류 지연, 세관 이전, 인프라 개선 등 기업 운영 전반에 걸친 애로사항을 종합적으로 제시했습니다.

[코참, 한국어 인재 양성·취업 연계 협력 추진…총영사관·유관기관 공동 대응]

[2026년 4월2일, 호치민] 베트남한인상공인연합회(코참, 회장 김년호)가 베트남 남부 지역 한국어 인재 양성과 취업 연계를 위해 대학 및 유관기관과의 협력을 강화한다.

주호치민 대한민국 총영사관(총영사 정정태)이 주최하고 호치민시 한국교육원(원장 안희철)이 운영한 ‘2026년 한국어 전공 학부장·학과장 협의회’가 3월 31일 호치민 시내 호텔에서 개최됐다. 이날 협의회에는 정정태 총영사, 최경주 교육영사, 이재홍 중소벤처기업진흥공단(KOSME) 호치민사무소장, 김영진 한국무역협회(KITA) 호치민지부장, 안희철 원장을 비롯해 코참 사무국과 라이크라이온, 베트남 남부 20여 개 대학 한국어과 학부장·학과장들이 참석했다.

이번 협의회에서는 한국어 교육과 산업 수요를 연결하는 인재 양성 방안이 집중 논의됐다. 특히 한국어 능력에 더해 기업 현장에서 요구하는 실무 역량을 갖춘 인재를 체계적으로 육성위해, 대학과 기업, 유관기관 간 역할 분담과 협력 구조를 구체화하는 데 초점이 맞춰졌다.

코참은 대학과 기업을 연결하는 창구로서, 한국어 전공 우수 인재를 발굴하고 기업 수요와 연계하는 역할을 맡는다. 대학이 선발한 우수 학생 정보를 기반으로 기업이 요구하는 직무와 역량을 공유하고, 인재가 교육에서 취업으로 이어질 수 있도록 연계 체계를 운영할 계획이다.

정정태 총영사는 “한국어 능력과 함께 현장에서 바로 활용 가능한 실무 역량을 갖춘 인재에 대한 수요가 높다”며 “대학과 기업, 유관기관이 함께 협력해 한국어 인재 양성 체계를 구축하는 것이 중요하다”고 밝혔다.

유관기관들도 한국어 인재 양성을 위한 지원에 나선다. 중소벤처기업진흥공단 호치민사무소와 라이크라이온은 졸업 예정자를 대상으로 한국 기업 근무에 필요한 실무 역량을 교육하는 ‘실무 입문(온보딩) 교육’을 운영할 계획이다. 해당 교육은 8주 과정으로 비즈니스 매너, 문서 작성, 직무 기초, 직업 윤리 등을 중심으로 구성된다. 한국무역협회 호치민지부는 주요 대학을 직접 방문해 취업 준비와 무역 실무를 주제로 한 특강을 진행할 예정이다.

총영사관과 한국교육원은 한국어 교육 기반 확대와 함께 인재 양성 환경 조성에 협력한다. 한국교육원은 한국어 채택 학교 확대, 교원 양성, TOPIK 시험 지원, 유학 및 취업 연계 프로그램 등을 추진하며, 한국어 교육이 실제 진로로 이어질 수 있도록 지원할 방침이다.

이와 함께 대학 측은 언어 교육 중심에서 벗어나 경영, 마케팅, 한국 기업 문화 등 실무 역량을 강화하는 교육과정 확대 필요성에 공감했으며, 코참과 유관기관은 산업 현장의 수요를 지속적으로 공유해 교육과 인재 양성 방향에 반영해 나가기로 했다.

코참은 앞으로도 대학 및 유관기관과의 협력을 통해 한국어 인재 양성과 취업 연계를 동시에 추진해 나갈 계획이다.

[코참, 떠이닌성 FDI 간담회 참석 - 코참 “유연한 행정으로 경영환경 개선 촉구”]

베트남 한인상공인연합회(이하, 코참연합회) 허중 부회장(코참 떠이닌성 협의회 회장)은 지난 3월 27일 오전, 인민위원회 청사에서 열린 FDI 기업 간담회에 참석해 한국 투자 기업들의 경영 애로사항을 전달하고 투자 환경 개선을 위한 실질적인 대책 마련을 촉구했다.

이번 간담회는 레반한(Le Van Han) 떠이닌성 인민위원장이 직접 주재하였으며, 후인반선(Huynh Van Son) 부위원장을 비롯한 성 정부 주요 부처 책임자들과 각국 외교기관, 외국 상공회의소 대표 및 FDI 기업 관계자들이 참석한 가운데 진행되었다.

레반한 떠이닌성 인민위원장은 개회사를 통해 “떠이닌성의 경제사회 발전에 중추적인 역할을 해온 FDI 기업 공동체의 헌신에 감사드린다”며, “떠이닌성은 2026년 10% 이상의 경제성장률 달성을 목표로 하고 있으며, 올해 1분기에도 산업생산지수 15.52% 증가, 수출입 규모 77억 7,000만 달러 달성 등 긍정적인 지표를 기록하고 있다”고 밝혔다. 현재 떠이닌성 내 FDI 프로젝트는 총 2,010건, 등록 자본금은 254억 달러를 돌파하며 지속적인 성장세를 보이고 있다.

이날 간담회에서 코참 연합회 허중 부회장은 “복합적인 국제 정세와 유가 상승으로 인한 원가 부담, 그리고 환율 리스크가 가중되면서 기업들의 운영 압박이 한계치에 다다르고 있다. 기업들이 이 어려운 시기를 버텨내고 경영 정상화에 집중할 수 있도록, 지방정부가 경미한 위반 사항에 대해서는 처벌보다는 보다 유연하고 신중한 행정적 접근을 통해 원활한 경영 환경을 조성해 주기를 바란다”고 건의했다.

이에 대해 레반한 인민위원장은 “성 정부는 기업에 제재 조치를 취하기 전, 해당 조치가 실제 경영에 미칠 영향을 깊이 고민하고 있다. 행정 제재의 목적은 기업을 압박하는 것이 아니라, 기업 스스로 법 준수 수준을 높여 건강한 경영 생태계를 구축하도록 돕는 데 있다”고 답변하며 기업과의 상생 의지를 재확인했다.

이어진 토론 세션에서는 ▲물류비 절감을 위한 호찌민시와의 교통 연결성 개선 ▲현금 흐름 및 운전 자본 회전에 직결되는 부가가치세(VAT) 환급 지연 문제 해결 ▲투자 인센티브의 실질적 적용 및 행정 절차 간소화 등이 제기되었다.

떠이닌성 정부는 즉시 해결 가능한 건에 대해서는 현장에서 답변을 제공했으며, 검토가 필요한 사안은 관계 부처와 협의하여 조속히 해결책을 마련하겠다고 약속했다.

코참연합회는 이번 간담회를 계기로 성 정부와의 긴밀한 소통 채널을 강화하고, 한국 기업들이 안정적인 투자 활동을 이어갈 수 있도록 정책 제안 및 가교 역할에 매진할 계획이다.
