រាជធានីភ្នំពេញ ថ្ងៃទី២ ខែកញ្ញា ២០២៦៖ លេខាធិការដ្ឋាននៃគណៈកម្មការចំពោះកិច្ចប្រយុទ្ធប្រឆាំងការឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យា (គ.ប.ឆ.ប.) បានចេញផ្សាយរបាយការណ៍បូកសរុបលទ្ធផលប្រតិបត្តិការ គិតចាប់ពីខែកក្កដា ឆ្នាំ២០២៥ រហូតដល់ថ្ងៃទី៣១ ខែសីហា ឆ្នាំ២០២៦ ដោយបង្ហាញពីលទ្ធផលនៃការបោសសម្អាតបទល្មើសឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យានៅកម្ពុជា។
ក្នុងប្រតិបត្តិការរយៈពេលជាង ១ឆ្នាំ នេះ សមត្ថកិច្ចកម្ពុជាបានបង្កកទ្រព្យសម្បត្តិពាក់ព័ន្ធនឹងឧក្រិដ្ឋកម្មឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យា ដោយក្នុងនោះថវិកាជាង ៣០០លានដុល្លារអាមេរិក ក្នុងគណនីធនាគារត្រូវបានបង្កក រួមទាំងទ្រព្យសម្បត្តិពាក់ព័ន្ធផ្សេងទៀតដែលកំពុងបន្តនីតិវិធីបង្កក និងធ្វើការវាយតម្លៃជាបន្តបន្ទាប់។ នេះបានសបញ្ជាក់ការអនុវត្តច្បាប់ដោយភាពម៉ឺងម៉ាត់ ជាមួយវិធានការផ្លូវច្បាប់ ដើម្បីកាត់ផ្តាច់លំហូហិរញ្ញវត្ថុនិងផលនៃបទល្មើសរបស់បណ្តាញឧក្រិដ្ឋជនរបស់ឧក្រិដ្ឋជន។
ជាមួយគ្នានេះ ដំណើរការនីតិវិធីតុលាការកំពុងប្រព្រឹត្តទៅយ៉ាងសកម្ម ដើម្បីផ្តន្ទាទោសជនល្មើសទៅតាមផ្លូវច្បាប់ជាធរមាន។ សមត្ថកិច្ចបានកសាង និងបញ្ជូនសំណុំរឿងសរុបចំនួន ៤៤៦ ករណី ទៅកាន់តុលាការ ដែលពាក់ព័ន្ធនឹងជនត្រូវចោទចំនួន ៣,៩២៧ នាក់ រួមមានទាំងមេខ្លោង និងគូកន មកពី ២៩ សញ្ជាតិ។
ទន្ទឹមគ្នានឹងការអនុវត្តនីតិវិធីផ្តន្ទាទោសចំពោះឧក្រិដ្ឋជន សមត្ថកិច្ចបានអនុវត្តវិធានការច្បាប់យ៉ាងម៉ឺងម៉ាត់ចំពោះមន្ត្រីអាជ្ញាធរដែលរកឃើញថាមានការជាប់ពាក់ព័ន្ធផងដែរ។ ក្នុងនោះ មានសំណុំរឿងចំនួន ៤ ករណី ពាក់ព័ន្ធនឹងជនសង្ស័យ ១៥ នាក់ ត្រូវបានចាត់វិធានការ រួមមាន ព្រះរាជអាជ្ញារង, អគ្គនាយករងអន្តោប្រវេសន៍, ស្នងការរងនគរបាលរាជធានីភ្នំពេញ, អតីតអគ្គនាយកនៃក្រសួងការបរទេស ព្រមទាំងមន្ត្រីនគរបាល និងយោធាមួយចំនួនទៀត។
យោងតាមរបាយការណ៍នេះ កងកម្លាំងសមត្ថកិច្ចជំនាញ បានអនុវត្តតាមបទបញ្ជាយ៉ាងម៉ឺងម៉ាត់របស់រាជរដ្ឋាភិបាល និងបានបើកប្រតិបត្តិការស្រាវជ្រាវ និងត្រួតពិនិត្យទីតាំងសង្ស័យសរុប ៨៣២ ទីតាំង ដោយក្នុងនោះបានឈានទៅបើកប្រតិបត្តិការបង្ក្រាបបានចំនួន ៦៦៣ ទីតាំង។ ក្នុងនោះដែរ កម្លាំងសមត្ថកិច្ចបានបង្ក្រាប និងគ្រប់គ្រងមណ្ឌលឆបោក (Scam Compounds) ធំៗចំនួន ៨៦ ទីតាំង ដែលអាជ្ញាធរមានសមត្ថកិច្ចកំពុងអនុវត្តនីតិវិធីដើម្បីឈានទៅរឹបអូសតាមច្បាប់ជាធរមាន។
លេខាធិការដ្ឋាន គ.ប.ឆ.ប. បានគូសបញ្ជាក់ថា «បច្ចុប្បន្ននេះ គ្មានទៀតទេទីតាំងបទល្មើសឆបោកទ្រង់ទ្រាយធំនៅក្នុងប្រទេសកម្ពុជា»។ ទោះបីជាសកម្មភាពឆបោកមួយចំនួននៅតែបន្តកើតមាន ប៉ុន្តែវាបានផ្លាស់ប្តូររូបភាពទៅជាប្រតិបត្តិការតូចៗ ដែលលួចលាក់ ផ្សងព្រេង ដើម្បីធ្វើសកម្មភាពតាមបន្ទប់ជួល ផ្ទះសំណាក់ ខុនដូ តាមផ្ទះ តាមរថយន្ត ឬហាងកាហ្វេជាដើម។ តាមលេខាធិការដ្ឋាន គ.ប.ឆ.ប. ជាមួយការវិវត្តនេះ ចាំបាច់ទាមទារឱ្យមាន កិច្ចសហការ និងការចូលរួមយ៉ាងសកម្មពីគ្រប់ភាគីពាក់ព័ន្ធ ព្រមទាំងបងប្អូនប្រជាពលរដ្ឋ ក្នុងការតាមដាន និងផ្តល់ព័ត៌មានអំពីទីតាំងសង្ស័យនានា ដើម្បីឱ្យសមត្ថកិច្ចអាចចាត់វិធានការបង្ក្រាបបានទាន់ពេលវេលា។
តាមរបាយការណ៍ដដែល ក្នុងប្រតិបត្តិការបោសសម្អាតនេះ សមត្ថកិច្ចបានឃាត់ខ្លួនមុខសញ្ញាសង្ស័យសរុបជិត ៣០,០០០ នាក់ ដែលមាន ៣៩ សញ្ជាតិ។ អាជ្ញាធរកម្ពុជាបានជួយសង្គ្រោះ និងអនុវត្តនីតិវិធីធ្វើមាតុភូមិនិវត្តន៍ជនបរទេសបានចំនួនជាង ២២,០០០ នាក់ មកពី ៣៨ សញ្ជាតិ។
ជាមួយគ្នានេះ សមត្ថកិច្ចបានអនុវត្តវិធានការច្បាប់លើកាស៊ីណូចំនួន ២៧ ដែលពាក់ព័ន្ធនឹងបទល្មើសឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យា ដោយក្នុងនោះបានដកហូតអាជ្ញាបណ្ណចំនួន ១៨ កាស៊ីណូ និងព្យួរអាជ្ញាបណ្ណចំនួន ៩ កាស៊ីណូ។ ជាងនេះ សមត្ថកិច្ចកំពុងបន្តត្រួតពិនិត្យយ៉ាងម៉ឺងម៉ាត់ ដើម្បីចាត់វិធានការតាមច្បាប់ចំពោះកាស៊ីណូណាដែលប្រព្រឹត្តសកម្មភាពល្បែងស៊ីសង ឬភ្នាល់តាមអនឡាញ (Online Gambling / Online Sports Betting) ដោយខុសច្បាប់។
ទាំងនេះជាលទ្ធផលនៃប្រតិបត្តិការអនុវត្តច្បាប់នៅលើដីជាក់ស្តែង ដែលសម្រេចបានក្នុងក្របខណ្ឌនៃយុទ្ធនាការជាតិប្រយុទ្ធប្រឆាំងការឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យា(Online Scams)។ ទន្ទឹមនឹងនេះ កិច្ចខិតខំរបស់រាជរដ្ឋាភិបាលនៅតែបន្ត ដោយអាជ្ញាធរមានសមត្ថកិច្ចកំពុងបន្តស្រាវជ្រាវ បង្ក្រាប និងរៀបចំនីតិវិធីច្បាប់យ៉ាងម៉ឺងម៉ាត់ ដើម្បីលុបបំបាត់បទល្មើសនេះឱ្យអស់ពីកម្ពុជា។

Secretariat of CCOS: Over $300 Million Frozen and 446 Cases Under Court Proceedings in National Campaign Against Online Scams
Phnom Penh, September 2, 2026 — The Secretariat of the Ad-Hoc National Commission for Combating Online Scams (CCOS) has released its progress report spanning July 2025 through August 31, 2026, highlighting major breakthroughs in the nationwide campaign to dismantle online scam operations across Cambodia.
Over more than a year, Cambodian authorities have frozen assets tied to online scam crimes, securing over $300 million USD across bank accounts, with additional assets undergoing evaluation and freezing procedures. This reflects stringent law enforcement and financial measures aimed at cutting off the cash flow and illicit proceeds of criminal networks.
Concurrently, judicial proceedings are underway to prosecute offenders to the fullest extent of the law. A total of 446 cases are under court proceedings, involving 3,927 defendants—including key ringleaders and accomplices—representing 29 nationalities.
Alongside actions against criminal syndicates, legal action has been strictly enforced against complicit officials. Four cases involving 15 individuals have been processed, including a Deputy Prosecutor, a Deputy Director-General of Immigration, a Deputy Commissioner of the Phnom Penh Municipal Police, a former Director-General from the Ministry of Foreign Affairs, as well as several police and military officers.
Acting under strict directives from the Royal Government, law enforcement forces inspected 832 suspected locations, launching direct enforcement operations against 663 sites. Among these, authorities seized and placed 86 major scam compounds under control, with formal legal confiscation procedures underway.
The Secretariat stressed that large-scale scam centers or scam compounds no longer exist in Cambodia. While scam activities persist, they have shifted into fragmented and hazardous operations concealed within rented rooms, guesthouses, condominiums, residences, vehicles, and coffee shops. In light of this shift, authorities call for active public participation and stakeholder cooperation in sharing information regarding suspicious sites to enable timely enforcement.
Throughout the operation, law enforcement detained nearly 30,000 suspects from 39 nationalities. Additionally, Cambodian authorities rescued and facilitated the deportation of over 22,000 foreign nationals across 38 nationalities.
Regarding commercial gambling establishments linked to online scams, legal measures were taken against 27 casinos, resulting in 18 license revocations and 9 license suspensions.
Enforcement teams continue strict inspections to penalize any operations running unauthorized online gambling or sports betting.
These outcomes reflect tangible legal enforcement executed under the national anti-online scam campaign. Cambodian authorities remain dedicated to investigating, repressing, and prosecuting the online scam crime to completely eliminate it from the country.
At the same time, Cambodian authorities welcome and renew their appeal to the public and all stakeholders to share information or leads regarding suspicious locations, enabling competent authorities to take swift action and foster strong cooperation.
Cambodia will host the International Conference on Combating Online Scams in Phnom Penh from September 23–24, 2026. The event serves as a pivotal platform to strengthen international cooperation, information sharing, enforcement capacity, prevention, victim protection, and coordinated responses to online scams and cyber-enabled transnational crime.
