Japanese Food Lecture for School Canteen Chefs
On 12 June, Executive Chef Yoshiko Hondo of the Embassy of Japan in Vanuatu conducted a Japanese food lecture for school canteen chefs at Pango Primary and Junior Secondary School. The 10 chefs joined the lecture from Pango English School, Donna’s Elite Foundation School, Seaside Community School and Centre Vile School. Together, they cooked and learnt quick and healthy ways to add flavour using Japanese cooking techniques from her. Many participants commented the dishes were surprisingly simple yet delicious, and that the techniques they just learnt would help them improve the meals served in their school canteens. The Japanese Embassy hopes this lecture will serve as a first step toward encouraging school canteen chefs to prepare healthy meals for their students! Some of the chefs were also interviewed by phone for VBTC (Vanuatu Broadcasting and Television Corporation) during the lecture.

The Island States Ocean Summit.

The Island States Ocean Summit, co-hosted by The Nippon Foundation (TNF), Japan’s Ministry of Foreign Affairs (MOFA), and the UNESCO Intergovernmental Oceanographic Commission (IOC), was held in Tokyo on 3–4 June 2026. The Summit brought together Heads of State, ministers, and experts from 35 island nations, as well as representatives of international organizations, including the Pacific Islands Forum (PIF), the Pacific Community (SPC), the Secretariat of the Pacific Regional Environment Programme (SPREP), and the Asian Development Bank (ADB).

His Majesty the Emperor of Japan attended the opening ceremony, and Prime Minister Sanae Takaichi delivered a keynote address.

Participants discussed common challenges facing island nations, including climate change, sea-level rise, marine conservation, and the sustainable use of ocean resources. The Summit underscored the importance of strengthening ocean governance, enhancing scientific cooperation, and building the capacity of island states to manage their marine resources sustainably. It concluded with a shared commitment to deepen international cooperation and advance sustainable ocean management.

The IOC announced the establishment of a new platform to support island nations in developing sustainable ocean policies. In addition, TNF unveiled a ten-year action plan built around three pillars: (1) capacity building for island nations; (2) the establishment of “Ocean Hubs” to connect trained professionals and institutions; and (3) policy support and the development of innovative ocean-related projects. TNF also pledged US$100 million over the next decade to support these initiatives.

These outcomes are expected to contribute to Vanuatu’s efforts to strengthen climate resilience, protect marine resources, and promote sustainable development through the blue economy. Although Vanuatu had planned to send ministerial-level representatives, it was ultimately unable to participate due to the unexpected convening of Parliament. Ambassador Okuda attended the Summit together with Ambassador Okuyama, Ambassador for PALM11, and expressed his hope that the outcomes of the Summit would help inform discussions at PALM11 next year.......................................................

On 5 June, an enthusiastic group of SAMURAI BLUE (Japanese national football team) supporters joined the FIFA World Cup Parade in Port Vila organized by VBTC (Vanuatu Broadcasting and Television Corporation). The event happens only once every four years in Port Vila. The group proudly waved their Japanese flags in the Port Vila downtown to support SAMURAI BLUE even in heavy rain. Publishment of Article by Ni-Vanuatu Recipient of the Japanese Government (MEXT) Scholarship

Japanese Food Lecture to School Canteen Chefs!!!!

On 30 May, Ms. Yoshiko Hondo, Executive Chef of the Japanese Embassy, gave a Japanese cooking class to school canteen chefs of Kawenu School, Mele Suango School, Vila North School and Melemaat School in Vanuatu. All chefs learned and cooked healthy Japanese dishes together. Upon completing the class, each chef was presented with a certificate of completion. The Embassy of Japan hopes they will bring these inspiring skills back to their school kitchens and continue to prepare healthy meals for their students.

On 19 May, First Secretary Toshikazu Nohara visited 83 Islands Distillery to join an event of tasting Kakigoori (Japanese style shaved ice) hosted by the distillery. Mr. Yoshinori Nishigaya, CEO and Kakigoori Producer of Vinefru Ginza in Tokyo, topped Kakigoori with fluffy and rich mousse sauce made with various ingredients. All Kakigoori he created in the evening was very artistic and delicious. About 30 participants enjoyed his Kakigooi. Mr. Nishigaya mentioned Vanuatu is his first country to visit in the Pacific even though he has demonstrated Kakigoori in many countries in the world. Mr. Pierre-Luc Chabot, CEO of the Distillery Company, said he would sell Kakigoori in his shop in 83 Islands Distillery soon with skills he learnt from Mr. Nishigaya. This event stands as a symbol of the expanding partnership and growing people-to-people and business ties between Vanuatu and Japan. We wish this event would further promote the cooperation between the two countries.

On 18 May, Ambassador Okuda visited the Vanuatu booth at ‘Beauty World Japan Tokyo’, an international trade fair for cosmetics and related products, to offer his encouragement to the VCCI members in attendance. Even during his brief visit, a Shizuoka-based operator showed keen interest in Vanuatu’s perfumes and toners, asking numerous questions. We hope that opportunities such as this will lead to an increase in imports of Vanuatu products into Japan.

【草の根無償資金協力 外部委嘱員を募集します!】
在バヌアツ日本国大使館では、バヌアツにおける「草の根無償資金協力」(以下「草の根無償」)に関する業務の実施に際して、委嘱契約に基づいて実務業務をしていただく外部委嘱員(1名)を募集します。草の根無償の詳細は、以下をご覧ください。

1.業務概要
 外部委嘱員とは、大使館との委嘱契約に基づき、担当館員の指示の下で草の根無償の補助業務を担う方です。開発協力に係る専門知識・経験を有する方に、草の根無償案件の発掘や実施案件の進捗監理等の一連の業務の補助業務を委嘱します(大使館員となるものではありません)。
具体的には、担当館員の指示に従い、主に以下の業務に取り組みます。
(1)案件形成に係る調査や申請団体との各種調整
(2)実施案件の贈与契約の署名式や完工式等の準備
(3)被供与団体からの報告書や会計監査等の書類の取付けと確認
(4)実施案件の進捗監理、実施促進、モニタリング、フォローアップ
(5)案件の広報に係る業務
(6)その他大使館が指示する草の根無償関連業務

草の根無償は国の業務であり、資金供与する団体や案件候補の選定、供与の可否等の政策判断は大使館が行います。外部委嘱員は、大使館の政策判断に必要な事前調査、申請団体との調整、要請書・報告書の取付けやモニタリング等の業務を担当します。大使館の担当官と外部委嘱員は常に情報を共有しながら草の根無償の業務処理を行いますので、外部委嘱員には、業務上知り得た情報を対外的に明らかにしないという守秘義務が課せられます。


2.契約形態ほか
(1) 契約形態
 大使館との間で業務委嘱契約を交わし、契約期間の間、大使館が毎月一定額の謝金(バヌアツ非在住の方には住居費も)を支払います。雇用ではなく委嘱契約であるため、健康保険や傷害保険などの社会保険関係、旅券や査証等の渡航・滞在に関する手続については、本人が行う必要があります。但し、査証の事前取得については大使館が支援します。
(2) 謝金額
 大使館の規定に基づき、能力や経験を踏まえて謝金額を決定します。日本から来られる方については、住居費のほか、規定に基づき渡航費(往復のディスカウント・エコノミー航空賃、空港使用料、支度料、移転料、査証取得料、予防接種料)も支給します。
(3) 委嘱期間
 2026年7月1日から 2028年3月31 日まで(具体的な業務委嘱開始日は契約予定者と調整して決定)。ただし、予算年度の終わる2027年3月末に一旦1年間の契約更新手続きを行う必要があります。また制度上は契約開始から合計36か月間を上限に更新することは認められますが、双方の合意に加え予算の有無や業務の必要性等にもよることを了承願います。

3.応募条件
(1)国籍:日本国籍を有する方で、心身共に健康な方
(2)学歴:大卒又は同等の学歴を有すること
(3)知識・技能等:
ア 英語及び日本語で会話と文書作成が可能であること。英語力はTOEIC800点以上または英検準 1 級以上が望ましい。
イ 報告書作成に必要なワード・エクセルを始めとするパソコン操作(図表の作成等を含む)ができること。
ウ 開発協力に関する知識・経験を有することが望ましい。
エ バヌアツの文化や人々を理解・尊重し、現地の人々と適切な関係を保てること。
(4)職歴:民間企業、政府機関、国際機関、NGO等における最低2年以上の実務経験(日本国外での勤務または生活の経験があれば尚可)。必須ではないが、草の根無償外部委嘱員としての経験があれば高く評価。
(5)健康:バヌアツ国内の地方視察およびモニタリング出張業務が発生することから、体力がありフットワークが軽いこと。

4.応募方法
(1)2026年5月27日(水)までに下記5の連絡用メールアドレス宛に添付ファイルにて応募書類を送付してください(データが重ければ分割で)。また、大使館から応募者に連絡できるメールアドレスを明記してください。

(2) 選考方法
ア 第一次選考:書類選考
イ 第二次選考(第一次選考通過者のみ実施):面接(日本語及び英語)。オンライン(対面)又は可能であれば大使館での面接を実施。
(3) 選考スケジュール
