VACANCY: Procurement Officer

The Procurement Officer will be based in Port Vila and will play a key role in planning, coordinating, and managing procurement processes for the Vanuatu Water Security Project, ensuring all activities are conducted transparently, competitively, and in line with Government of Vanuatu and SPC requirements. The role ensures timely preparation of procurement documentation, effective tendering and contract management, and accurate record keeping supporting compliant, efficient, and accountable project implementation.

Skills & Qualifications Required

· Bachelor’s degree (or diploma) in Procurement, Public or Business Administration, Management, or a related field.
· Minimum 3–5 years’ experience in public procurement, preferably within government or donor-funded projects.
· Demonstrated experience in preparing and managing procurement processes, including RFQs, RFTs, REOIs, and RFPs.
· Experience in tender evaluation, contract management, and procurement reporting.
· Strong understanding of Government of Vanuatu procurement regulations, procedures, and compliance requirements.

· Proficiency in Microsoft Office and procurement tracking or document management systems.
· Excellent organisational skills with the ability to manage multiple procurement processes and meet tight deadlines.
· Strong communication and stakeholder engagement skills, with experience working across government and project teams.
· Familiarity with SPC, GCF, or other donor procurement procedures is highly desirable.


Contract & Work Conditions

· Salary guide 2 to 2.5M Vatu annually depending on skills and experience
· One year contract with possibility of extension based on performance.
· Standard working hours Monday–Friday, 8am–12pm and 1pm–5pm.
· Some travel may be required for project activities.
· Leave entitlements aligned with PSSRM provisions.

The Department of Water Resources (DoWR) under the Ministry of Lands and Natural Resources (MoLNR) is responsible for managing and developing the country’s water resources to ensure sustainable, safe, and sufficient access to water. In 2018, the National Water Resources Advisory Committee (NWRAC) approved a ‘National Implementation Plan for Safe and Secure Drinking Water’ (NIP). The NIP is a national framework for achieving Vanuatu’s vision of 100% access to safely managed drinking water by 2030. The NIP aims to complete Drinking Water Safety and Security Plans (DWSSPs) for all 2,000 Vanuatu communities by 2030.

DoWR has received financing for implementing DWSSPs through the Vanuatu Water Security Project. The aim of the project is to strengthen the resilience of vulnerable communities to climate change by improving access to safe and sustainable water through infrastructure upgrades, inclusive governance, and empowering community water management. 💧 Strengthening Water Security in Torba Province 🇻🇺

Today at Tasmat, Merelava, the Department of Water Resources (DoWR) officially launched the Rainwater Harvesting Water Supply Systems Project—bringing improved access to safe and reliable water to some of Vanuatu’s most remote communities.

The project is supporting communities across Merelava and Mota, delivering rainwater harvesting systems with 3,000L and 10,000L water tanks, protective shelters, and household water solutions to increase water storage and resilience to drought and climate change.

💧 Over 1,300 people in 200+ households will benefit
💧 Improved access to safe drinking water
💧 Stronger resilience during dry periods
💧 Better hygiene and health outcomes

A key part of this initiative is building local capacity, with training for community members and water committees to manage and maintain the systems for long-term sustainability.

This achievement reflects the strong partnership between the Government of Vanuatu, the Government of New Zealand, UNICEF, the Government of Australia through the Vanuatu Skills Partnership and communities in Torba working together to ensure safe water for all. 🤝

💧 Big news for Sanma! Safe water services are getting stronger with the official opening of the new National Water Quality Laboratory in Luganville.

Sanma Province is proud to host the new National Water Quality Laboratory, enabling faster testing and better protection of drinking water for communities across Vanuatu.

"We have faced many disasters that has damaged our National Laboratory in Port Vila, that is why until that can be rebuilt, we are proud to have its temporary establishment here in Sanma Province", remarked Director of the Department of Water Resources, Mr Erickson Sammy.

🗣 Minister of Lands and Natural Resources, Hon. Rick Tchamako Mahe, said: "This facility strengthens our ability to safeguard drinking water supplies and ensures healthier water for generations to come."

Working Together for Safe and Reliable Water in Penama

Communities across Penama are strengthening access to safe, reliable, and climate-resilient water through the Vanuatu Water Security Project. 💧🌏

Over 50 participants, including government officers, community representatives, and water, sanitation and hygiene (WASH) stakeholders, joined trainings and workshops in May to improve water planning, management, and system maintenance.

🤝 Supported by the Green Climate Fund , MFAT, UNICEF , and SPC , these activities are helping communities prepare for droughts, extreme weather, and future climate risks while improving coordination and sustainable water services across the province.
