Samoa Joins Regional Discussions at the Pacific Infrastructure Business Opportunities Seminar 2026

The Ministry of Works, Transport and Infrastructure (MWTI), the Land Transport Authority (LTA) and the Ministry of Finance (M*F) represented Samoa at the Pacific Infrastructure Business Opportunities Seminar (PIBOS) 2026, held in Nadi, Fiji.

The seminar brought together Pacific governments, development partners, financiers, contractors, consultants, and suppliers to discuss infrastructure opportunities and strengthen collaboration between the public and private sectors.

As part of the program, Leseaimalo Clarissa Therese Laulala participated as a panelist in the Enhancing Market Engagement session, sharing Samoa’s experience with early market engagement. The discussion highlighted Samoa’s Alaoa Multipurpose Dam Roadshow as an example of engaging with industry early to support successful project delivery.

The Alaoa Dam Roadshow held during the Seminar provided an opportunity to introduce the project to the market, share key project information, and engage directly with potential partners ahead of future procurement activities.

Soteria Noaese of the Ministry of Finance also represented Samoa in the session Quality Infrastructure Delivery in the Pacific, contributing to discussions on Samoa’s infrastructure development and the delivery of quality infrastructure outcomes.

Muliagatele Tiumalu Malcolm Esera participated in the Transport Sector Thematic Session, sharing Samoa’s perspectives on transport infrastructure opportunities, challenges, and local capacity development.

The seminar provided a valuable platform for Samoa to showcase its infrastructure priorities, strengthen regional partnerships, and promote opportunities for collaboration in delivering resilient and sustainable infrastructure across the Pacific.

Samoa represented at the Asia and the Pacific Transport Forum 2026.

The Ministry of Works, Transport and Infrastructure (MWTI), alongside the Samoa Ports Authority and the Land Transport Authority, represented Samoa at the Asia and the Pacific Transport Forum 2026 in Manila, Philippines, from 19 - 22 May 2026. The Asian Development Bank hosted the regional event.

Leseaimalo Clarissa Laulala (MWTI), Fuatino Moerah Lene (Samoa Ports Authority), and Muliagatele Tiumalu Malcolm Esera (Land Transport Authority) attended on behalf of Samoa.
Under the theme “From Priorities to Actions,” the forum convened transport leaders and development partners from across the region to identify practical solutions for building safer, more resilient, and sustainable transport systems.

At the forum, Fuatino Moerah Lene showcased Samoa’s Green Port Initiative and outlined ongoing efforts to improve the sustainability, resilience, and efficiency of the Apia International Port.

The Samoa delegation also met with ADB Transport Sector Office Directors Mr Chen Chen and Markus Roesner to review current projects, explore future opportunities, and strengthen collaboration supporting Samoa’s transport and infrastructure development.
Participation in forums such as this enables Samoa to share its experiences, strengthen regional partnerships, and apply new knowledge to advance the growth of the country’s transport and infrastructure sector.

MWTI Hosts Primary School Maritime Safety Awareness Program

The Ministry of Works, Transport and Infrastructure (MWTI), through its Maritime Division, successfully held the Primary School Maritime Safety Awareness Program today at the TATTE Conference Centre. Ten primary schools from the town area were invited, with seven schools participating. The program was conducted under the theme: “Your Safety at Sea is in Your Own Hands.”

The event opened with a prayer led by Pastor Papalii Taligatuli Moala, Principal Shipping Officer of the Maritime Division, followed by welcoming remarks from Mrs. Makerita Atonio-Iese, ACEO of the Maritime Division, MWTI. Mr. Arthur Jobard, Chief Technical Adviser of Maritime NZ, delivered the second address on behalf of New Zealand’s Ministry of Foreign Affairs and Trade (MFAT) and the Maritime NZ Pacific Maritime Safety Programme (PMSP).

MWTI expressed its sincere appreciation to NZ MFAT for funding the PMSP through Maritime New Zealand, acknowledging their ongoing support and commitment to strengthening maritime safety awareness and capacity building in Samoa. This valued partnership was highlighted as a key contributor to the success of the program and a reflection of the shared goal of promoting safer communities at sea.

Competitions and Highlights

The awareness program featured two main competition categories:

• Poetry Competition – focusing on the importance of saving lives at sea and encouraging safe practices on the water.

• Art Competition – designing a logo that symbolizes maritime safety in Samoa.

Out of the ten schools invited, seven schools participated. Marist Brothers’ School won the Poetry Competition, while St. Mary’s Primary School took first place in the Art Competition.

Gifts and Recognition

As a token of appreciation, all participating students received gifts including bag cloths with printed logos, water bottles, scientific calculators, mini dictionaries, waterproof cell phone covers, umbrellas, and life jackets. Each participating school was also awarded a $300 voucher. Teachers and one parent representative from each school received appreciation gifts as well.

Closing

The program concluded with final remarks from Mrs. Makerita Atonio-Iese, followed by a fellowship lunch prepared by the hosting team.

MWTI, together with its Maritime Division, extends heartfelt gratitude to all schools, teachers, students, parents, partners, and guests whose contributions ensured the success of this important awareness initiative.

Redefinition and Topographic Survey Works for Vailima–Alaoa Access Road

🏛️ The Government of Samoa, through the Land Transport Authority (LTA), is undertaking redefinition and topographic survey works for the Vailima–Alaoa Access Road. These activities are being carried out as part of the broader Alaoa Multipurpose Dam Project funded by the Asian Development Bank.

📏 These survey activities focus on re-establishing and confirming the legal road boundaries, as well as collecting detailed topographic data to support future planning, design, and implementation of improvements along the corridor.

🏡 Survey teams may require temporary access to properties adjacent to the road corridor to carry out measurements and data collection. All efforts will be made to minimise disruption, and prior notice will be provided where possible.

📅 Duration: 8 weeks
🗓️ 1st May – 30th June 2026
