Pathway for the Development of Samoa (PDS) FY2026/27 – FY2030/31 Public Launch Event #4

The fourth public launch event for the new PDS was successfully held today, Friday 12th June 2026, at the Fono Fa’avae, Sasina.

This event marked the conclusion of this week's public engagement sessions across Upolu and Savaii. The series provided valuable opportunities for communities to witness the Government’s plans and priorities for the next five years, strengthening public awareness of the PDS.

The final public launch event will be held on Saturday 20th June at the Fugalei Market at 10:00am

Deputy Prime Minister and Minister of Finance Welcomes New World Bank Divisional Director for South Pacific
Salelologa, Savai’i – 11 June 2026

The Deputy Prime Minister and Minister of Finance, Honorable Mulipola Anarosa Ale Molioo, hosted a courtesy meeting with the World Bank Group delegation to introduce the incoming Divisional Director for the South Pacific, Ms. Tatiana A. Proskuryakova. The meeting provided an opportunity to reaffirm Samoa’s partnership with the World Bank and to discuss Samoa’s active portfolio and priority areas for future collaboration.

Honorable Mulipola warmly welcomed Ms. Proskuryakova, who brings 34 years of extensive experience with the World Bank, having served in leadership roles across Europe, Central Asia, Latin America, and the Caribbean, as well as in corporate strategy and portfolio management. Ms. Proskuryakova joined the World Bank in 1992 and has contributed significantly to strengthening development effectiveness and operational policy across multiple regions.

The Deputy Prime Minister also expressed appreciation to the outgoing Divisional Director, Mr. Stephen Ndegwa, for his dedicated support to Samoa and the Pacific during his tenure.

The World Bank delegation also joined the Government’s official launch program for the Pathway for the Development of Samoa 2026/27–2030/31, held in Salelologa, Savai’i. The launch highlighted the new national plan that will guide Samoa’s development over the next five years under the theme “Sustaining community empowerment, driving resilient growth and fostering good governance, social justice and partnerships.” This theme reflects Samoa’s vision of “A Highly Resilient, Safe, and Prosperous Samoa, grounded in the Faa-Samoa and Faith in God.”

The program concluded with the visit to the new office for the Ministry of Agriculture and Fisheries at Salelologa currently under construction. The facility is designed to strengthen agricultural services for Savai’i, supporting the Government’s commitment to rural district development, agricultural exports and enhanced service delivery for farmers and communities.

Partnership: Samoa became a member of the World Bank Group in 1974 and received its first IDA-funded project in 1975. Today, there are seven active programs funded by the World - Bank valued at US$208.1 million, supporting Government priorities in health, ICT, transport and infrastructure, environment, and climate change.

On behalf of the Government of Samoa, Deputy Prime Minister Mulipola acknowledged the partnership and support of the World Bank and committed to continued collaboration and partnership to advance resilience, sustainable development, and national priorities as highlighted in the new Pathway for the Development of Samoa.

Phase 2 Risk-Based Internal Auditing Workshop - Closing & Certificate Ceremony at TATTE Building, Apia | 11 June 2026

The Ministry of Finance through the Internal Audit and Investigation Division's co-hosted workshop with the World Bank Group for three incredible days came to a close!

The final day wrapped up with a powerful session on Fraud Investigations, where participants explored the Fraud Triangle, real-world fraud and corruption indicators, and the critical role internal auditors play in safeguarding public resources.

The highlight of the day was seeing every participant receive their well-earned certificate of attendance.

A huge fa'afetai tele to our lead facilitator Ms. Sue Morrison and Ms. Yolanda Cao of the World Bank Group for your expertise, warmth and genuine investment in building internal audit capacity across the Government of Samoa.

We also extend our formal acknowledgement to all participants, including internal auditors from across the Government of Samoa, as well as staff of the Samoa Audit Office and the Ministry of Public Enterprises. We commend your engagement, professionalism, and steadfast commitment demonstrated throughout the three-day workshop. It is our sincere expectation that the knowledge and skills acquired will meaningfully enhance the critical work you undertake in service of the Government and the people of Samoa.

Pathway for the Development of Samoa (PDS) FY2026/27 – FY2030/31 Public Launch Event #3

The public launch events for the new PDS continued today in Savai’i at the Salelologa Market, marking the third engagement session with members of the public. The event welcomed strong participation and provided an opportunity for communities to learn more about Samoa’s development priorities for the next 5 years.

The final event will take place tomorrow, Friday 12th June 2026, at the Fono Fa’avae, Sasina, starting at 10:00am.

The invitation is extended to all members of the public who wish to attend and be part of shaping Samoa’s development journey.

The second day of the Risk-Based Internal Auditing Workshop Phase 2 took participants deeper into the core aspects of Risk-Based Auditing, building confidently on the foundations laid on Day 1.

Participants explored the critical distinctions between Compliance Audits, Risk-Based Audits, and Performance Audits, strengthening a shared professional understanding that effective internal audit is ultimately about auditing what matters most.

The day concluded with a comprehensive session on Risk-Based Auditing of Asset Management, equipping participants with the tools to assess asset types, navigate audit steps, apply risk assessment frameworks, and design effective testing strategies tailored to asset management objectives.

Hands-on exercises challenged participants to think critically and apply professional judgment to real-world risk scenarios, reflecting the standard of practice expected of quality internal auditors.

The Government of Samoa, through the Ministry of Finance, conducted a Procurement Training Workshop for the Private Sector on 10 June 2026 at the Tui Atua Tupua Tamasese Efi (TATTE) Convention Centre.

The workshop aimed to strengthen participants’ understanding of Samoa’s public procurement framework, procedures and processes, while exploring procurement approaches and strategies to improve the efficiency, quality, and overall performance of Government procurement activities.

Public procurement is a key driver of national development and is guided by the principles of quality, efficiency, value for money, integrity, and transparency. Through strong partnerships with the private sector, procurement continues to support infrastructure development, economic growth, and the delivery of essential public services throughout Samoa.

The workshop provided a valuable platform for dialogue between Government and the business community, allowing participants to exchange experiences, gain greater insight into procurement requirements, and strengthen their capacity to prepare competitive and responsive bids for Government opportunities.

The Government remains committed to strengthening collaboration with the private sector and will continue to facilitate capacity-building initiatives in public procurement to improve procurement outcomes for the benefit of Samoa and its people.

Phase 2 – Risk-Based Internal Auditing Workshop 📍 TATTE Building, Level 1, 9–11 June 2026

The Ministry of Finance and the World Bank Group are co-hosting a three-day workshop on strengthening internal audit capacity across the Government of Samoa.

Today marks the start of Phase 2, building directly on the risk management foundation of Phase 1 and sharpening our focus on auditing risks effectively in alignment with the IIA International Professional Practices Framework.

The opening remarks were delivered by the Deputy Chief Executive Officer and Chairman of the Internal Audit Forum, Ms. Avini Olivetti Bentin. The workshop is facilitated by Ms. Susan Morrison, Consultant, with the support of Ms. Yolanda Cao, Financial Management Specialist of the World Bank Group.

Participants include internal auditors across the Government of Samoa, with invitations extended to staff of the Samoa Audit Office, Public Service Commission and Ministry of Public Enterprises.

Grateful for the World Bank Group's continued partnership in advancing internal audit excellence.

The public launch events for the new PDS continued today at the EFKS Fasito’o Tai Multipurpose Hall. The invitation was extended to all members of the public through the District Councils, in particular those from the districts of Faleata 1 to Falelatai and Samatau.

The next opportunity to join these events will be in Savai’i on Thursday 11th June 2026 (Salelologa Market) and Friday 12th June 2026 (Fono Fa’avae, Sasina). Both events will begin at 10am and the invitation is extended to all members of the public who wish to join.

Official launch of the Pathway for the Development of Samoa (PDS) FY2026/27 – FY2030/31
Monday 8th June 2026

Today, the Honourable Prime Minister, La’aulialemalietoa Polataivao Leuatea Fosi Schmidt, officially launched Samoa’s new national development plan at the TATTE Convention Centre.

Guided by the theme, “Sustaining community empowerment, driving resilient growth and fostering good governance, social justice and partnerships,” the PDS sets Samoa’s development direction for the next five years towards the vision of a “Highly resilient, safe and prosperous Samoa grounded in the fa’aSamoa and faith in God.”

The plan focuses on five (5) Key Strategic Outcomes and is supported by twelve (12) Key Priority Areas. Progress will be tracked against a set of National Indicators aligned to existing sector mechanisms and the National Planning Framework.
The Government acknowledges the valuable contributions of communities, the private sector, civil society, development partners, and all stakeholders who helped shape this national plan.

A series of public launch events will be held throughout this week:
9 June – Fasito’o Tai EFKS Hall
11 June – Salelologa Market, Savai'i
12 June – Fono Fa’avae, Sasina, Savai'i
