A truly inspiring chapter unfolded on June 9, 2026, at the People’s Activity Center, Biñan City, Laguna, as newly promoted teachers proudly took their oath under the Expanded Career Progression (ECP) System—a milestone that celebrates years of dedication, perseverance, and unwavering commitment to shaping the future.

The Oathtaking Ceremony, led by City Mayor Hon. Angelo “Gel” B. Alonte, served as a powerful reminder that excellence in education is nurtured through passion, hard work, and a steadfast belief in the transformative power of teaching.

The occasion became even more memorable as school heads warmly presented flowers to the newly promoted teachers while the inspiring melody of “Lipad ng Pangarap” echoed throughout the venue. More than a simple gesture, each flower symbolized gratitude for countless sacrifices, and recognition of remarkable achievements.

The Schools Division Office (SDO) of Biñan City deployed field monitoring teams to public schools yesterday to ensure a smooth transition to the newly implemented three-term calendar for the 2026–2027 school year.

The division-wide onsite deployment prioritized providing immediate technical assistance and operational support to schools, upholding the Department of Education’s (DepEd) commitment to a safe, orderly, and learner-centered opening of classes.

Equipped with comprehensive monitoring tools, division officials hit the ground early in the morning to observe traditional flag ceremonies, evaluate school profiles, and audit safety checklists.

Beyond checking school readiness, facilities, and personnel availability, the monitoring teams actively tracked real-time enrollment and learner attendance. A critical component of the deployment was documenting live feedback from teachers, students, and parents to identify immediate on-the-ground challenges.

Through this proactive field monitoring, SDO officials were able to deliver real-time technical assistance to school heads and staff, effectively resolving localized operational bottlenecks and ensuring the uninterrupted delivery of basic education services on day one.

In support of the Balik Eskwela Program, under the leadership of OIC-SDS Dr. Arlene S. Ricasata, CESO VI, Mayor GEL Alonte, and City Education Officer Dr. Edmil Recibe also inspected various schools across Biñan to monitor their readiness for the school opening.

The nationwide school opening complies with DepEd Order (DO) No. 009, s. 2026, or the Guidelines on the Implementation of the Three-Term School Calendar in Basic Education.

Biñan City education leaders, district supervisors, and unit heads gathered last June 5, 2025, for the Division-Wide Oplan Balik Eskwela (OBE) 2026 meeting to finalize operational strategies for the upcoming school year. EPS Dr. Joel Valenzuela moderated the assembly, which started with a prayer and the DepEd Quality Policy Statement. Shortly after, PSDS Baldrin Belen led the district roll call and virtual photo opportunity. OIC-SDS Dr. Arlene S. Ricasata, CESO VI, emphasized solidarity and readiness in her inspirational message. Following her address, the key updates delivered included a data-driven report on school readiness using the Brigada Eskwela Monitoring Tool. This was paired with presentations on critical OBE operational and legal frameworks by PSDS Mary Grace Llantos and Atty. PJ Medina.

The leadership of the Curriculum Implementation Division (CID), School Governance and Operations Division (SGOD), and the Office of the Schools Division Superintendent (OSDS) laid out strategic directives. Following a productive Open Forum addressing field concerns, PSDS Rowena Ramos led a prayer for the opening of classes. The event concluded with a closing message from OIC-ASDS Mespher Hernandez, CESE, who commended the workforce's dedication to a successful school opening.

SDO Biñan City conducts Project D.R.E.A.M. (Developing Reading and English Achievement Mastery), a face-to-face short course designed to strengthen the pedagogical competence of English and Reading teachers in the five macro skills—Listening, Speaking, Reading, Writing, and Viewing, on June 3-5, at the SDO Training Hall.

Anchored on lessons from the Linking Standards and Quality Practice (LISQUP) scholarship and enriched by best practices shared by Fulbright and SEAMEO scholars, the program provided standards-based and practice-oriented professional development focused on quality instruction, curriculum alignment, and authentic assessment.

In her message, Dr. Arlene S. Ricasata, CESO VI, Schools Division Superintendent, emphasized the importance of turning aspirations into measurable outcomes, challenging participants to “translate the dream to a destination.” She likewise highlighted the value of the Pareto Approach in addressing literacy concerns, encouraging educators to focus on the most critical factors that significantly impact reading and English proficiency.

Meanwhile, Dr. Mary Ann L. Tatlongmaria, CID Chief, underscored the need to transform professional learning into tangible learner achievement, challenging teachers to produce grade-level-ready readers and proficient users of the English language.

Through collaborative workshops, contextualized lesson design, and action planning sessions, participants developed classroom-ready strategies aimed at improving literacy instruction and learner performance.

The Schools Division Office (SDO) of Biñan City started the intensive three-day Online Training of Teachers on Strengthened Senior High School (SHS) Curriculum yesterday, with 237 SHS teachers from across the division preparing for sweeping curriculum reforms.

Scheduled from June 3 to 5, 2026, via MS Teams, the ongoing virtual training focuses entirely on equipping educators to execute these reforms in the classroom. The 237 teacher-participants are actively collaborating with division supervisors to unpack the revised tracks, design streamlined instructional plans, and develop modern, industry-aligned assessment methods.

While established under Republic Act 10533 to boost tertiary readiness and employment, the SHS program has faced persistent challenges since its rollout in 2016. Past reviews highlighted a fragmented curriculum, subject overload, and weak industry ties. Crucially, labor market research (Orbeta, 2020) revealed that SHS graduates gained minimal economic advantages over Grade 10 completers, underscoring the urgent need for structural change.

To resolve these systemic gaps, the Department of Education (DepEd) is restructuring the upper secondary program around four key pillars. The reforms focus on streamlining tracks to reduce subject overload, expanding student choice to match individual aspirations, creating stackable academic and career pathways, and directly aligning classroom instruction with immediate industry needs.

Division leaders emphasize that the success of the revised curriculum relies heavily on frontline educators. By the conclusion of the seminar on June 5, participants are expected to output localized instructional blueprints that will immediately reshape SHS implementation across the division, ensuring diplomas hold tangible value for graduating students.
