Ang MDRRMC Liloan, Southern Leyte nag pahimangno sa tanan lumolupyo sa Liloan nga adunay umaabot nga Bagyo. Karon, anaa na sa sulod sa Philippine Area of Responsibility (PAR). Basi sa forecast sa PAGASA nga gipagawas ganehang 11:00 am, ang maong bagyo possible nga mo landfall sa Eastern Samar o sa Dinagat Islands ugmang adlawa, November 3, 2025 adlawng LUNES sa gabie o sa November 4, 2025 adlawng MARTES sa kadlawn. Kini nag dala ug kusog nga uwan, hangin ug storm surge nga moa bot sa TYPHOON CATEGORY.

Busa, gi manduan ang tanang katawhan sa lungsod sa Liloan sa pag PANGANDAM ug pagtuman sa mosunod:

SA WALA PA ANG BAGYO
• Maminaw sa radyo o motan-aw sa telebisyon kabahin sa bagyo o tan-awon ang website sa PAGASA (www.pagasa.dost.gov.ph).
• Mag-andam ug pagkaon (nga dili na lutoon) ug limpiyong tubig nga molungtad ug tulo (3) ka adlaw.
• Susiha ug palig-uni ang balay kung adunay mga huyang nga parte niini.
• Mag-andam ug pang-suga ug radyong de baterya para sa posibilidad nga walay kuryente.
• Ibalhin ang mga binuhing hayop sa luwas nga lugar ug aniha ang mga pananom nga puwede nang anihon. Para sa gagmay nga sakyanang pangdagat, dili una mopalawod labi na sa lugar nga agi-anan sa bagyo.

Validity: Valid within the forecast period unless superseded by a succeeding forecast.

Forecast Summary:

Week-1 (October 30 – November 05, 2025)
• No TC-like vortex (TCLV) is present inside the PAR.
• However, forecasts indicate that three TCLVs will likely emerge within the PMD.
• TCLV 1 will likely form over the Sulu Sea with a low chance of TC formation;
• Meanwhile, TCLV 2 will likely emerge over the southeastern boundaries of the TCAD and PAR with a HIGH likelihood of TC development and is forecast to approach the VISAYAS and Southern Luzon area;
• Moreover, a TCLV 3 is expected to develop over the eastern boundary of the TCID with a low likelihood of TC genesis in week-1.

Week-2 (November 06 - 12, 2025)
• For week-2, model forecasts suggest that TCLV 2 will likely cross the VISAYAS – Southern Luzon area with a HIGH likelihood of TC formation;
• Moreover, a TCLV 3 is forecast to enter the PAR and move towards Northern Luzon with a low to moderate likelihood of TC development.

Therefore, the TC-THREAT POTENTIAL IS LIKELY over the forecast period.

However, any changes in the forecast pattern will be closely monitored, and updates will be issued as needed.

The Municipal Disaster Risk Reduction and Management Office (MDRRMO) – LGU Liloan, Southern Leyte successfully conducted a Community-Based Disaster Risk Reduction and Management Plan (CBDRRMP) Formulation Workshop and Training last October 22–24, 2025, held at the LSMPC Hotel and Resto, 3rd Floor, Function Hall, Poblacion, Liloan, Southern Leyte.

The activity was spearheaded by MDRRMO-LGU Liloan and participated in by Barangay Officials and personnel, composed of three (3) representatives from each barangay and one (1) Civil Society Organization (CSO) member per barangay.

The workshop was facilitated by Maj. Danilo L. Atienza, Provincial Disaster Risk Reduction and Management Officer (PDRRMO) Department Head, who shared his expertise in guiding the participants in crafting effective and community-centered DRRM Plans that will strengthen the municipality’s preparedness and resilience against disasters.

This initiative aims to empower every barangay to develop localized and proactive DRRM Plans — ensuring that communities are better equipped, more responsive, and safer in times of emergencies and calamities.

Good day, Liloanons!
As of 3:00 AM, PAGASA reported that the Intertropical Convergence Zone (ITCZ) is affecting Visayas and Mindanao, along with a Low Pressure Area (LPA) located 210 km East of General Santos City.

As of 8:00 AM forecast, Southern Leyte is under Yellow Rainfall Warning, which means:
⚠️ Flooding is possible in low-lying areas
⚠️ Landslides are possible in mountainous or hilly areas

We advise everyone to remain alert and take the following precautions:
✅ Stay tuned for official weather updates from PAGASA and the MDRRMO.
✅ Prepare your go-bags (with flashlight, batteries, medicine, food, water, etc.).
✅ Charge your gadgets and flashlights in case of power interruptions.
✅ Boil or treat water before drinking if tap water appears muddy or dirty.

• SEVERE TROPICAL STORM OPONG MAINTAINS ITS STRENGTH WHILE OVER THE PHILIPPINE SEA.
• Location of Center (7:00 AM):
The center of Severe Tropical Storm OPONG was estimated based on all available data at 365 km East of Guiuan, Eastern Samar (10.9°N, 129.1°E).
• Intensity:
Maximum sustained winds of 110 km/h near the center, gustiness of up to 135 km/h, and central pressure of 980 hPa
• Present Movement:
West northwestward at 20 km/h
• Extent of Tropical Cyclone Winds:
Strong to storm-force winds extend outwards up to 450 km from the center

MANDATORY ACTIONS
All Punong Barangays and BDRRMCs are hereby required to:
1. Activate your Barangay Emergency Operations Center (EOC) and maintain 24/7 readiness.
2. Submit timely Situational Reports to the MDRRMO Command Center on your respective barangay or area of responsibility (AOR).
3. Coordinate closely with MDRRMO for immediate assistance and resource needs.

To ensure the safety of all residents, please implement and disseminate the following:
A. Community & Household Safety
• Secure homes: reinforce roofs, windows, and remove loose outdoor items.
• Clear drainage and waterways to prevent flooding.
• Store potable water, food, medicines, flashlights, and batteries good for at least 72 hours.
• Keep important documents in waterproof containers.
B. Flood, Landslide, and Flashflood-Prone Areas
• Conduct pre-emptive evacuation when heavy rains persist or when ordered by authorities.
• Identify and prepare evacuation centers ensuring hygiene and health protocols.
C. Maritime & Coastal Safety
• Strictly prohibit sailing of small fishing vessels and bancas to far seas and warn all fishermen of strong winds and rough seas.
D. Personal Health & Safety
• Avoid unnecessary travel, especially crossing swollen rivers or flooded roads.
• Wear appropriate rain gear; maintain sanitation to prevent water-borne diseases.

According to DOST-PAGASA Tropical Cyclone Bulletin No. 4 issued at 11:00 AM, September 24, 2025, Tropical Storm “OPONG” has further intensified while moving west-southwestward over the Philippine Sea.

• Location (10:00 AM): 815 km East of Northeastern Mindanao (9.7°N, 132.9°E)
• Intensity: Max sustained winds 85 km/h; gustiness up to 105 km/h; central pressure 996 hPa
• Movement: West-southwest at 15 km/h
• Wind Extent: Strong to gale-force winds outward up to 450 km
• Current TCWS: No. 1 over Northern Samar, Eastern Samar, and Samar
• Potential Peak Signal: May reach Signal No. 4 during passage.
• Enhanced Southwest Monsoon: Strong to gale-force gusts are expected Friday
(Sept 26) in parts of Luzon, Visayas, Northern Mindanao, Caraga, and Davao Region.

SUBJECT: ACTIVATION OF THE MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL – EMERGENCY OPERATIONS CENTER INTO BLUE ALERT STATUS IN CONNECTION WITH THE LOW PRESSURE AREA NEAR HINATUAN, SURIGAO DEL SUR.

DATE: AUGUST 24, 2025

Pursuant to the latest DOST-PAGASA Weather Forecast as of 3:00 AM, August 24, 2025, the Low Pressure Area (LPA) was estimated at 445 km East of Hinatuan, Surigao del Sur (8.4°N, 130.4°E). It has a high probability of developing into a Tropical Depression within the day. Once intensified, it will be named “Jacinto.” The LPA is moving northwestward, approaching the Mindanao and Visayas areas.

Given this development, the Municipal Disaster Risk Reduction and Management Council (MDRRMC) hereby activates its Emergency Operations Center (EOC) to BLUE ALERT STATUS and directs all BDRRMCs to activate their respective EOCs and closely monitor their areas of responsibility.

WEATHER OUTLOOK:
• Moderate to heavy rains are expected today in Eastern Visayas, Northern Mindanao, Caraga, and Davao Region.
• Moderate to heavy to intense rains are forecasted from August 24–29, 2025 (Sunday–Friday), which may trigger flooding and landslides, especially in low-lying and mountainous areas.

PRECAUTIONARY MEASURES:
1. Barangays prone to flooding and landslides are advised to initiate preemptive evacuation of residents in low-lying areas and steep slopes.
2. Ensure that all evacuation centers are ready, safe, and equipped with necessary supplies.
3. Health Precautions:
o Avoid wading in floodwaters to prevent leptospirosis and other water-borne diseases.
o Boil drinking water when necessary.
o Wear appropriate rain gear (raincoats, boots, umbrellas) when going outdoors.
o Ensure proper disposal of garbage to prevent the spread of mosquito-borne diseases such as dengue.
4. For Fisherfolk: Although no gale warning has been issued, all barangays must advise fishermen to exercise extreme caution and avoid sailing into far seas to prevent accidents.
5. Maintain close coordination with response clusters and monitor official weather advisories from DOST-PAGASA.

Pursuant to the information issued by PHIVOLCS Tsunami Information #2, the first tsunami waves were expected to arrive between 1:20 PM to 2:40 PM today, 30 July 2025, in coastal areas facing the Pacific Ocean.

As per PHIVOLCS protocol, if no tsunami is observed at the forecasted arrival time, monitoring will continue for two (2) hours before issuing the cancellation of the advisory.

After close monitoring and coordination with authorities, no tsunami was observed in the coastal areas of the Municipality of Liloan, Southern Leyte within the expected arrival period.

Therefore, the Municipal Disaster Risk Reduction and Management COUNCIL (MDRRMC) hereby LIFTS THE TSUNAMI ADVISORY AT 4:40 pm for all barangays and residents of the municipality.

The public is assured that it is now SAFE TO RESUME NORMAL ACTIVITIES, but we encourage everyone to remain vigilant and always heed advisories from PHIVOLCS, PAGASA, and MDRRMO for any future updates.

Base sa Revised Magnitude Calculations ug Tsunami Wave Models sa Pacific Tsunami Center, ang mga Lugar nga naa sa Coastal Areas ilabina kadtong nag atubang sa sa PACIFIC OCEAN makasinati ug tsunami wave height nga dili mo ubos sa usa (1) ka metro. Ang unang tsunami waves gi bana-bana nga muabot gikan ala-una bayne sa palis (1:20pm) ngadto sa alas dos kwarenta sa palis (2:40pm) Philippine Standard Time. Kini Hinoon dili mao ang mga pinakadagko nga balod. Apan magpa dayon hangtod sa mga pipila ka mga oras.

Ang publiko gi-abisohan nga mag-inalerto sa mga wala damha nga mga bul-og sa mga balod. Ang mga katawhan gipahibalo nga mupalayo sa mga kabaybayonan.

Striktong Instruksyon:

1. Striktong ginadili ang pagpanagat o pagpamasol ug pag pangaligo sa kadagatan karong adlawa o hangtod ang maong abiso aduna na’y kausaban o gikuha na sa otoridad. Kung naka panagat na, papa-ulia usa.
