Bhutan’s Gelephu Mindfulness City Pioneers Adoption of Bitcoin and Other Digital Assets in City’s Strategic Reserves

Gelephu Mindfulness City, Bhutan – [January 8, 2025] Gelephu Mindfulness City (GMC), Bhutan’s new Special Administration Region, today announced its intention to recognise digital assets such as Bitcoin (BTC), Ether (ETH) and BNB as part of its strategic reserves, making the Special Administrative Region (SAR) one of the first jurisdictions to officially hold digital assets as part of its strategic reserves. The inclusion of digital assets in the GMC’s strategic reserves will enhance the SAR’s economic resilience, and is an evolution of the jurisdiction’s involvement in bitcoin mining.

For its strategic reserves, GMC intends to recognise digital assets that have large market capitalisations and deep liquidity to ensure that they can be easily bought and sold with minimal price impact. In addition, GMC will look to recognise digital assets that are issued on more mature, secure blockchains that support monitoring of on-chain transactions.

Located on the land bridge connecting the rapidly-growing economies of South Asia, GMC is uniquely positioned to serve the more than two billion people in the region, and one of its key economic focuses is on promoting and supporting the use of blockchain technology, in line with the SAR’s emphasis on innovation and pioneering of new technologies.

This announcement follows the enactment of GMC Law No. 1 of 2024, or the ‘Application of Laws Act 2024’, which was announced on 26 December 2024. The enacted set of laws for GMC included establishing the legal and regulatory framework in GMC for companies seeking to offer financial services involving digital assets. The enactment of this law, coupled with recognising digital assets such as BTC, ETH and BNB as part of GMC’s strategic reserves, is intended to bolster the growth of the digital asset ecosystem in GMC within a technologically progressive, yet well-regulated environment.

In March 2025, GMC plans to convene a high-level meeting in the Kingdom of Bhutan of senior government officials and industry leaders from across the world to discuss the recognition of digital assets as part of a jurisdiction’s strategic reserves, and the setting up of an international advisory panel on digital assets for GMC.

We are excited welcome BIG - Bjarke Ingels Group as the first international company to register in Gelephu Mindfulness City!

At a ceremony held in Thimphu today, an agreement was signed to establish a BIG South Asia office registered in GMC.

BIG Bhutan will bring together local Bhutanese talent and an international team, with experienced designers and engineers relocating to join the office from across the world. The office will also feature a learning centre, where young Bhutanese will work and study alongside international graduates and interns, preparing them to contribute meaningfully to the global architecture and design sector.

With this GMC-registered office, BIG now has nine locations worldwide, placing GMC among global design capitals such as Copenhagen, London, New York, and Shanghai. In addition to leading BIG’s work on the GMC project, the new office will serve as a nerve centre for the company’s activities across South Asia.

A visual representation of the Gelephu Chorten for which His Majesty The King graced the groundbreaking ceremony today.

The Gelephu Chorten, which will be a significant spiritual and cultural landmark in the Gelephu Mindfulness City, The ceremony was presided over by the Dorji Lopen of the Zhung Dratshang.

Constructed as a Royal Project, the chorten will be a centerpiece of the Gelephu Mindfulness City. Built on 108 acres of land in Dawathang, Chhuzangang, the design of the structure, measuring 108 meters by 108 meters with a height of 45 meters, is based on the Jarong Khashor stupa. The original Jarong Khashor stupa, believed to be the Boudhanath stupa in Kathmandu, is linked to Guru Padmasambhava, and holds immense spiritual significance. In Buddhist tradition, the construction of such a stupa is regarded as an act of unparalleled merit, with the structure described in scriptures as a gathering place of the buddhas and bodhisattvas of the ten directions.

The construction will involve local masons and craftsmen, with stone as the primary material, to ensure that traditional Bhutanese craftsmanship is preserved. The project is led by KaJa Design Associates.

In October, we hosted the first Bhutan Innovation Forum at Pangbisa in Paro. Visual Facilitators beautifully captured over 40 keynotes and panels across two stages into one glance!

🎨 This graphic recording can be read from left to right: In the lower left corner, you’ll find the event venue, Dungkar Dzong. The arrow flows from “Mindfulness,” a key element of Bhutan’s heritage, to “Innovation” and into the future.

At the bottom, you’ll see the foundational elements that define Bhutan and its culture: tradition, lineage, peace, stability, and sustainability 🌲. To the left of the centre is the Gelephu Mindfulness City (that’s us!) as a clear vision shaped by His Majesty’s enlightened leadership. To the right, you’ll find essential insights shared at BIF for bringing this vision to life. 💫

What was your most memorable session at the Bhutan Innovation Forum?
