Background
The NATIONAL JAIL MANAGEMENT AND PENOLOGY TRAINING INSTITUTE (NJMPTI) that serves as the training Institution for Bureau of Jail Management and Penology (BJMP) uniformed personnel evolved from its initial proposal in the latter part of 1991 to create the Jail Management and Penology Institute (JMPI). The committee members who initially conducted the study for JMPI were composed of th
e newly absorbed personnel from Police Constabulary/Integrated National Police (PC/INP) purposely to train personnel on jail duties. The only lacking requirement to activate then was the space to establish the training center. Thus, when the BJMP started to select, recruit and train its own personnel, the initial recommended venue for the first batch was at the Philippine National Training Command (PNTC), the current Philippine National Police Academy (PNPA) at Camp Castaรฑeda, Silang, Cavite on 29 July 1992, simultaneously, the second batch was held at the former Metro Manila Rehabilitation Center (MMRC) now Metro Manila District Jail (MMDJ) on 12 August 1992 at Bicutan, Taguig. On November 4, 1993, the institute was renamed the Jail Service Training Center (JSTC) and became one of the constitutive units of the Philippine Public Safety College (PPSC) which was created to assume over-all responsibility for the training, human resource development and continuing education of the tri-bureaus. The training center was temporarily relocated then from MMRC to PPSC main campus at Fort Bonifacio, Makati City. On April 4, 1994, the Jail Service Training Center was again relocated to its new site in Camp Bagong Diwa, Bicutan, Taguig having its own permanent building and facilities by virtue of DILG Circular No. 93-28 dated November 3, 1993 and DILG Circular No. 94-05 dated June 22, 1994 signed by SILG Rafael M. On July 14, 1996, Jail Service Training Center was changed into Jail National Training Institute still located at Camp Bagong Diwa, Bicutan, Taguig. But the site though good for JNTI for so many years was not destined to be its final destination. On May 13, 2003 with the general policy of the PPSC to have its constitutive units to be co-located and within proximity with one another, comprehensive ocular inspection of its new site was made.Hence, Jail National Training Institute was transferred at Camp Vicente Lim, Brgy. Mayapa, Calamba City as its present home on June 10, 2003. Pursuant to the PPSCโs Rationalization Plan (RatPlan) dated 11 October 2013 and issuance of the Notice of Organization, Staffing and Compensation Action (NOSCA) with Serial No. 0002013-10-020 dated November 15, 2013, the New Organizational Structure of the PPSC has been adopted on January 13, 2014 thus renaming the institution's name into the National Jail Management and Penology Training Institute (NJMPTI)
