Department of Migrant Workers The DMW is the agency tasked to protect the rights and promote the welfare of OFWs & their families.

The Department of Migrant Workers (DMW) is the executive department of the Philippine government tasked to protect the rights and promote the welfare of overseas Filipino workers (OFWs). The department was created by virtue of Department of Migrant Workers Act or the Republic Act No. 11641, which was signed by President Rodrigo Roa Duterte on December 30, 2021. The Department of Migrant Workers Ac

t (RA 11641) took effect on February 3, 2022, wherein the DMW was created, established, and constituted. It now assumes and performs all the powers and functions of seven merged agencies, namely: the Philippine Overseas Employment Administration (POEA); the Office of the Undersecretary for Migrant Workers' Affairs (OUMWA) of the DFA; the International Labor Affairs Bureau (ILAB) and all Philippine Overseas Labor Offices (POLO) under DOLE; the National Maritime Polytechnic (NMP); the National Reintegration Center for OFWs (NRC) under the OWWA, and the Office of the Social Welfare Attachรฉ (OSWA) under the DSWD. The DMW is mandated to facilitate the overseas employment and reintegration of Filipino workers, while taking into consideration the national development programs of the National Economic and Development Authority. It is also tasked to promote the empowerment and protection of OFWs through continuous training and knowledge development.

MANILA, Philippines โ€” The Department of Migrant Workers (DMW), through the Migrant Workers Office (MWO) in Oman and in coordination with the Philippine Embassy in Muscat, is assisting 14 Filipino seafarers who survived the attack on MT SIDR on 31 August 2026 while facilitating the repatriation of the remains of two Filipino crew members who died in the incident. Upon the directive of Secretary Hans Leo J. Cacdac, an MWO-Oman team led by Labor Attachรฉ Alice Q. Visperas traveled to Khasab, Musandam, where the survivors are safe and temporarily staying at a hotel.

The team assessed survivors' immediate needs, met with the shipowner's representative to discuss concerns and arrangements for their return to the Philippines, and provided each seafarer with on-site financial assistance. MWO-Oman is also coordinating with Omani authorities, the hospital, the shipowner, and the families of the deceased seafarers to complete the requirements for the earliest possible repatriation of their remains. Following the directive of President Ferdinand R. Marcos Jr., the DMW also reminded licensed manning agencies and their accredited principals to closely monitor the welfare of deployed Filipino seafarers, observe required safety precautions, and comply with established protocols for vessels transiting the Strait of Hormuz.

โ€œOur immediate priority is to ensure that our seafarers are safe, cared for, and brought home to their families. No Filipino seafarer should have to face a crisis overseas alone,โ€ said DMW Secretary Hans Leo J. Cacdac. As the Philippines observes National Seafarers' Month, the DMW continues to provide assistance and protection to Filipino seafarers through its Migrant Workers Offices, in coordination with the Department of Foreign Affairs and other concerned authorities. The Department of Migrant Workers (DMW) opened its Teachersโ€™ Month celebration by honoring former Overseas Filipino Workers (OFWs) from Nueva Ecija who returned home to continue their calling as educators through the Sa โ€˜Pinas, Ikaw ang Maโ€™am at Sir (SPIMS) Program.

A total of 93 SPIMS beneficiaries joined โ€œBalik-Turo: A Heroโ€™s Journey Home,โ€ held during the Bayanihan para sa Balikbayang Manggagawaโ€“National Reintegration Network (BBM-NRN) and Job Fair at the Nueva Ecija Coliseum in Palayan City.

The tribute highlighted their experiences abroad, journey home, and renewed purpose as educators in the Philippines.

NRCO Director Andrea Luisa C. Anolin, Teacher VI Joan Marquez, Teacher VI Juvelin Antonio, Teacher II Rosalie Tabago, and Dean Zeres Sebastian shared their stories and encouraged fellow OFW returnees to embrace new opportunities at home.

For Teacher Juvelin, coming home means being open to what may be waiting in the Philippines.

โ€œWhen the time that you will be here, donโ€™t be afraid, because maybe if you cannot find the purpose or the opportunity abroad, maybe itโ€™s waiting for you here in our country,โ€ she shared.

Participants also received TESDA training vouchers to support further skills development and career opportunities.

Their stories carry a powerful message: coming home is not the end of the journey, but the beginning of a new chapter.

Through Balik-Turo, the DMW celebrates OFW teachers who brought home their skills, experience, and commitment to serveโ€”returning to the classroom and continuing to inspire Filipino learners.

On 04 September 2026, the Department of Migrant Workers (DMW), the Overseas Workers Welfare Administration (OWWA), and the Local Government Unit in Cebu Province visited the bereaved family of a Filipino crew member killed in a security incident involving the Saudi-operated oil tanker SIDR as it transited the Strait of Hormuz on 31 August 2026.

The visit conveyed the condolences of President Ferdinand R. Marcos Jr., comforted the family, and assured them of the governmentโ€™s full support. โ€œAndito po kami para ipaabot ang pakikiramay ng ating mahal na Pangulong Ferdinand Marcos Jr., at alalayan kayo sa panahong ito ng inyong pagdadalamhati, habang tinitiyak ang tulong ng ating pamahalaan,โ€ Secretary Hans Leo J. Cacdac said.

Secretary Cacdac informed the family that the Philippine Labor Attachรฉ in Oman is closely monitoring the situation, checking on the seafarerโ€™s remains, and arranging their repatriation. The deceasedโ€™s wife requested an autopsy to determine the true cause of death and rule out any foul play. Secretary Cacdac assured her that the government, in partnership with NBI Cebu, will assist if the family wishes to proceed with the autopsy. He also committed that the DMW will be present when the Licensed Manning Agency (LMA) meets with the family to discuss benefits, compensation under the employment contract, and concerns regarding the seafarerโ€™s self-allotment status.

The DMW further assured the family of government support during the viewing and funeral arrangements. Regarding benefits, the DMW emphasized that, in addition to contractual compensation and entitlements under the Collective Bargaining Agreement (CBA) with AMOSUP, government lawyers will guide the family. OWWA and DMW also pledged additional assistance to help meet the children's and the family's needs.

"Ayon sa Pangulo, ipagpapatuloy natin ang legasiya ng inyong asawa at ama sa pamamagitan ng pagbibigay ng ganap na tulong sa inyong pamilya,โ€ Secretary Cacdac assured the family.

The wife and eldest child expressed their gratitude for the governmentโ€™s support, saying, โ€œSalamat kaayoโ€ (โ€œThank you very muchโ€).

The LGU also committed to assisting the family in obtaining the documents required from other government entities in Cebu and to providing additional assistance.

Sa kanyang mensahe, tiniyak ni Asec. Legaspi na patuloy na poprotektahan ng DMW ang karapatan, hanapbuhay, at mga benepisyo ng mga Pilipinong marino laban sa mga ahensyang hindi kumikilala sa mga ito. "Nagsimula ito sa referral report from the Bureau of Immigration nang makita nila na may 83 workers na nadeploy itong Anecon Tourism Consultancy, mostly to Bulgaria, 10 were offloaded, 70 ang nakaalis, so nagpa assist ang BI para maimbestigahan ito," pahayag ni Assistant Secretary Alcantara.
