Plymouth County Food System Action Plan Open for Public Comment

Old Colony Planning Council and Plymouth County, in partnership with the Marion Institute and Barrett Planning Group, have released the Draft Resilient Local Food System Action Plan for the Plymouth County Area for public review.

The draft reflects input from over 1,400 survey responses, more than 70 interviews, and numerous focus groups and meetings across the region. Community members are encouraged to attend one of the upcoming public comment sessions:

PRISM (Prioritization & Regional Investment Strategy Model) is an initiative led by the Old Colony Planning Council to establish a structured, data-driven framework for prioritizing and advancing regional infrastructure investments. The initiative aims to improve transparency, efficiency, and accountability in how transportation and capital improvement projects are identified, evaluated, and implemented across the Old Colony region.

Current efforts are focused on identifying, categorizing, and analyzing the core data used to prioritize regional projects and advance them through the Transportation Improvement Program (TIP). These findings will help inform upcoming municipal workshops and the development of a transparent, standardized evaluation protocol for managing, scoring, and awarding TIP infrastructure funding.

Avon Residents: Share Your Experience with Flooding, Stormwater & Drinking Water

The Town of Avon has received funding through Massachusetts’ Municipal Vulnerability Preparedness (MVP) Program and partnered with Fuss & O’Neill, Old Colony Planning Council, and Wildlands Trust to gather community feedback and data on experiences with stormwater, flooding, drought, and drinking water quality.

The purpose of this project is to identify ways to increase groundwater recharge across Avon through stormwater infiltration and green infrastructure practices. Improving infiltration allows more water to soak into the ground and refill the aquifer that supports Avon’s drinking water supply.

Community input will help inform the selection of 3 sites for conceptual designs that increase infiltration and reduce the threat of flooding. Residents are encouraged to share their experiences and learn more about how this project relates to ongoing work in the Town of Avon.

On behalf of the OCPC Council, municipalities are invited to attend the Consolidated Local Permitting for Clean Energy: Training for OCPC Municipalities on June 11, from 2:00 PM - 4:00 PM at the Hanson Public Library (132 Maquan St, Hanson).

During this session, Department of Energy Resources (DOER) Regional Coordinator, Connor Rockett, will explain the new permitting process established under the 2024 Climate Law, discuss what municipalities need to do, and answer questions.

🏆 OCPC is proud to announce that the Old Colony Regional Water Plan, completed in 2025, received the State and Regional Award from the American Planning Association’s Sustainable Communities Division as part of its 13th Annual Awards for Excellence in Sustainability, announced on April 27.

Developed over the course of a year with 17 municipalities, community groups, water suppliers, environmental groups, and residents, the plan outlines immediate actions such as PFAS treatment and new wells, as well as long-term solutions including desalinated water, MWRA connections, and drought management. The plan emphasizes flexibility and collaboration to build a resilient, thriving water future.

OCPC would like to recognize the project team—Joanne Zygmunt, Bill Napolitano, and Don Sullivan—as well as consultants at CDM Smith and the many municipal and organizational partners whose contributions helped make this award-winning plan possible.
