Eastern Cape Office of the Premier Profiling the work of the Eastern Cape Provincial Government.

The constitutional mandate of the premier is derived from section 125 of the Constitution (Act No 108 of 1996). This section provides the premier and executive council the authority over the province by:

Implementing provincial legislation in the province
Implementing all national legislation within the functional areas listed in Schedule 4 or 5 except where the Constitution or an Act of Parliame

nt provides otherwise; Administering in the province, national legislation outside the functional areas listed in Schedules 4 and 5, the administration of which has been assigned to the provincial executive in terms of an Act of Parliament; Developing and implementing provincial policy; Co-ordinating the functions of the provincial administration and its departments; Preparing and initiating provincial legislation and Performing any other function assigned to the provincial executive in terms of the Constitution or an Act of Parliament. A province has executive authority in terms of subsection (2) (b) only to the extent that the province has the administrative capacity to assume effective responsibility. The national government, by legislative and other measures, must assist provinces to develop the administrative capacity required for the effective exercise of their powers and performance of their functions referred to in subsection (2).

PUBLIC NOTICE: Investigation into Sardine Mortality

​The Eastern Cape Provincial Government, through the Department of Economic Development, Environmental Affairs and Tourism (DEDEAT), is alerting all coastal communities and the public to reports of unusual sardine mortality and strandings along the province's coastline.

​The Department of Forestry, Fisheries and the Environment (DFFE), as the national authority responsible for fisheries, is actively investigating the cause and has confirmed the presence of Pilchard Herpesvirus (PHV) in sampled sardines.

​Residents and visitors along the entire Eastern Cape coastline are urged to exercise caution, remain vigilant, and adhere strictly to the following safety guidelines:

• ​Do not collect, handle, or consume any dead or dying sardines found on beaches or at sea.

• ​Do not feed dead or dying sardines to pets or other animals.

• ​Avoid unnecessary handling of stranded or dead fish, as decomposition and potential harmful microorganisms pose serious health risks.

​While the DFFE has confirmed that PHV is not known to infect humans or other animals, it is essential to avoid consuming stranded fish due to health risks from decomposition. DFFE and the National Regulator for Compulsory Specifications (NRCS) have confirmed that commercially produced canned sardines processed under approved food safety controls remain fully safe for consumption.

​We encourage the public to remain vigilant and report significant fish mortalities or large-scale strandings to relevant local municipal authorities for appropriate assessment and disposal.

A landmark day for South African manufacturing!

Yesterday ​President Cyril Ramaphosa joined Volkswagen Group Africa in Kariega to celebrate a massive milestone: 75 years of vehicle manufacturing in South Africa!

​From the beloved original Beetle and Kombi to today’s global favorite Polo models, the Kariega plant has built nearly 5 million vehicles—a testament to the incredible skill and dedication of local workers who put South Africa on the global automotive map.

​Here is what made yesterday’s celebration so special:

VW continues to back South Africa with a massive R4 billion investment for a new model, plus over R800 million invested directly into local communities, maths & science education, and youth empowerment! As the automotive world shifts toward electric and hybrid vehicles, South Africa is leveraging its critical minerals, skilled workforce, and world-class factories to lead the continent into the next era of transport.

During his delivery of the keynote address, the President praised the thousands of South African workers whose skills have made the plant a globally competitive manufacturing facility, noting that vehicles produced here are effectively “ambassadors” for South Africa in markets around the world.

He further stressed that when government, industry, and labour unite, we secure local jobs, build stronger supply chains, and keep our economy moving forward.

A befitting ceremonial honour and state protocol were accorded to the late boxing champion Zolani “Last Born” Tete by the South African Police Service (SAPS).

The honour follows the approval by President of the Republic of South Africa, Cyril Ramaphosa, of the request made by Eastern Cape Premier Lubabalo Oscar Mabuyane.

This distinguished recognition reflects Tete’s exceptional contribution to sport, his outstanding achievements in professional boxing, and the immense pride he brought to the people of the Eastern Cape and South Africa throughout his remarkable career.

From Mdantsane to the world stage, Last Born carried the flag of South Africa with pride.

Today, the nation honours a champion whose legacy will continue to inspire generations.
