The Committees will consider the 1st Quarterly Reports of the following departments:

▪️ Office of the Premier

The meeting forms part of the Legislature’s ongoing oversight and accountability responsibilities, providing an opportunity for Members to assess departmental performance, expenditure and progress against planned programmes and priorities.

FREE STATE LEGISLATURE BIDS FAREWELL TO MS SHARON OGILVIE

As we draw to the close of Women’s Month, the Free State Legislature’s Joint Management Committee celebrated one of the institution’s finest, kindest and most genuinely humble employees. These sentiments were echoed by colleagues who spoke at the farewell function hosted by the Acting Secretary, Ms Connie Sefo.

Ms Sharon Ogilvie will retire at the end of this month after serving the Free State Legislature with distinction for 27 years in various capacities. Many colleagues shared fond memories and heartfelt stories of the kindness and love she has shown them over the years. They expressed their commitment to honouring her legacy by embodying the values she exemplified every day.

The Free State Legislature’s Petitions Committee convened today, Wednesday, 26 August 2026, at Dihlabeng Town Hall in Bethlehem to consider petitions submitted by members of the public.

The Committee considered the following two petitions:

1. Green Organic Vegetable NPC versus the Department of Agriculture and Rural Development.
2. Residents of Naledi, Franshoek and Nebo villages in Ficksburg versus the Department of Community Safety, Roads and Transport, regarding poor road conditions that adversely affect learners and farmers daily.

The sitting was chaired by Hon. M.J. Mokoena, Chairperson of the Portfolio Committee on Petitions.

In his closing remarks, Hon. Mokoena urged the Head of the Department of Agriculture and Rural Development, Mr Tshepo Mabilo, to ensure that all grants allocated to Green Organic Vegetable NPC are disbursed appropriately and in accordance with the prescribed procedures.

The Petitions Committee reaffirmed its commitment to ensuring that the voices of communities are heard and that government departments are held accountable for addressing the service-delivery challenges raised by the people of the Free State.

In Session - The FSL Joint Management Committee Meeting, Wednesday, 26 August 2026

Key considerations of the meeting:

1. Management Meetings held to consider key institutional governance, compliance and operational matters.
2. Discussions focused on the current AGSA and Internal Audit processes, management actions arising from audit findings, compliance with standard operating procedures, policy development, weekly planning, job evaluation and the Post-Audit Action Plan.
3. The Final Annual Report, the Performance Management and Development System
4. The outcomes of the National Bargaining Forum
5. FSL Participation on national and international platforms and forums such as the Commonwealth Parliament Association
6. Progress updates were further presented on the major public engagement activities such as the district roll-out programme commemorating 30 years of South Africa’s Constitution and the Voter Education Project.

The Acting Secretary, Ms. Connie Sefo, emphasised the importance of the application of Care Barometer by all Directorates as part of ensuring harmony in the workplace as well as ensuring productivity and efficiency. Ms. Sefo also made reflection on the upcoming institutional activities including the celebration of women’s month by women employees of the Free State Legislature.
