ANC YOUTH LEAGUE IN WARD 4 STATEMENT ON THE ONGOING ESKOM PROJECT TAKING PLACE IN WARD 4 BLOEMHOF.

The ANCYL in ward 4 has learnt with disappointment about the irregularities pertaining the of ongoing ESKOM PROJECT.

There are so many irregularities pertaining this project, to begin with a contractor was appointed to establish a site without the advertisement of a tender.

We also note the unfair and unjust character of so called Cllr Adams and the main contractor for not advertising the Community Liason Office(CLO) position whom must ensure that the processes of employment and SMMes are partially, this was done deliberately due to a fact that this project must benefit the specific majorit, is therefore against the policy of the Policy Community Participation of 1980 (P*P)

This on its own raises a flag, how can a contractor be appointed where due processes were not followed, it’s our firm believe that the only reason he was appointed it is to benefit a certain cabal of councillors.

Councillors endorsed his name of course for their own selfish financial reasons. In an ANC ward how you appoint a member of the opposition to establish a site while there are Moria of companies owned by young people.

Secondly, we also learnt with dissatisfaction about the employment process of the said project. This is the first project to be subjected to police clearance process, it has never happened before.

They hired their relatives and friends already for the phase 1 of the project with the knowledge of the community. Furthermore, the community must note that when we asked them about this they justified their wrong doings with “employment was subjected to police clearance certificates.

We believe the community was supposed to be notified prior about this process so that it can be fair for everyone not only certain individuals.

How can they expect indigents and frustrated young people to have means to do a police clearance certificate. Unless they wanted to exclude them from this project.

Moreover, this project is supposed to benefit the people of ward 4( specifically those who reside in EXT 12 and 13) then when a need arises to accommodate other people from other wards then so be it.

We have witnessed in other wards where the hungry masses our people were excluded from benefiting from certain projects with a justification that they do not reside where the project is taking place.

Many would recall that our municipality is a hanging municipality with a hope that the best interests of the community will prevail over anything but that is not the case. Individuals are milking the funds meant for service delivery through the appointment of their puppets as contractors.

The lesson we draw from all these is that we are led by hungry and greedy individuals who would do anything to look after their interest.

It is at this point where the only mechanism that would make them to listen is to stop the project until an amicable solutions are reached. We are further inviting the community to the community meeting called by the incumbent ward councillor to seek more clarity with regards to the project.

Response to News 24 article that is misleading and defaming in nature.

The ANCYL in ward 4 has learnt with utmost disappointment the article published by News 24 that is misleading the inhabitants of Lekwa Teemane and the county in general, not only is the article misleading however it is also defaming the sitting mayor of Lekwa Teemane.

The content of article is engineered by some ANC councillors who are in cahoots with opposition parties to assassinate Sebang Motlhabi's character for refusing to betray the people of Lekwa Teemane.

Peple must know:

There are some ANC councillors who are representing the interests of the ANC leadership in the region not those of the community members. Initially they were not happy with the fact that Sebang Motlhabi was chosen to be a mayoral candidate of the ANC, they had their own person hence there were rumours that earlier this year the mayor was asked to resign as there was a dispute. To date we can assure the people of Lekwa Teemane that there was never a dispute against the mayor, it was just cheap politics. Secondly, when they ran out of antics they restored to bring the ANC leadership to fight their factional battle by spreading unscrupulous rumours pertaining to the rental cars which had been using.

We wish to bring to your attention that the last caucus of the ANC in Lekwa Teemane made the issue of rental cars an item for which it did mot find expression. It is for this reason that we strongly believe that it was given to an opposition party in a sense that in the caucus of the ANC did not find expression hence it was given to them accompanied by the so called motion of no confidence. This is the motion of the disgruntled ANC councillors through opposition.

Furthermore, to date they are fighting Sebang Motlhabi for the following reasons:

1. It has come to our attention that there is a report by the late acting CFO, he found out that there are ghost municipal employees in the payroll of the municipality. The administration is paying ghost employees while the unemployment rate is high. This says a lot about this administration it does not care about our people in particular young people.
2. There is a service provider who has been paid more than R550k monthly for doing nothing.

3. There are 30 ghost security personnel in the payroll of the municipality. In nutshell. The number of ghost security personnel plus the actual number of security personnel amount to 50. The municipality is losing money.

4. It is not a secret that based on the aforementioned reasons, it is alleged that the speaker of the council Mpho Pilane he is deliberatly prolonging a council meeting that has to sit and deliberate on the conduct of the accounting officer, to date a council has not met to deliberate on the conduct of the accounting officer.

As things stand, it is our firm believe that the article by News 24 serves to protect the accounting officer and those who are milking the funds of Lekwa Teemane local municipality. The accounting officer is enjoying the protection of some ANC councillors who are reporting to the leadership of the ANC, Tribalists of a high note.

We need not remind them that Sebang Motlhabi is a young person, as to what he does in his spare time is none of our business. The mayor can choose to do what pleases him at his own time. They are selling cheap propaganda about the mayir, this clearly shows that they are running out of cheap stunts.

The ANCYL in ward 4 will not entertain the issue of rental cars as it falls under the jurisdiction of the procurement department and the mayor himself has respondent to it.

The ANCYL in ward 4 applauds the mayor for choosing the people of Lekwa Teemane and for refusing to let anyone continuet to milk the funds of the municipality meant for service delivery to feed their self interest. Moreover, we salute the mayor for embarking on a journey to hold corrupt officials accountable.

The cheap stunt that they are now pulling is to assassinate the character of the mayor and paint a bad public image. This is no longer political rather a personal to ruin the mayor's reputation.

The ANCYL in ward 4 deems this as an attack to young people in particular and the general populace of our people. Battle lines have been draw.

Our humble plea to Sebang Motlhabi in the famous words of Amical Cabral is that, hide nothing from the masses of our people. Tell no lies. Expose lies whenever they are told. Mask no difficulties, mistakes, failures. Most importantly claim no easy victories.

In conclusion, Sebang Motlhabi inherited problems of the previous council and a corrupt & maladministered municipality for which some councillors who currently serving were part of hence they are trying by all means to conceal the aforementioned information and to remove Mayor Sebang Motlhabi because he is a threat to them.

ANC Youth League O.R Tambo Branch Statement.

The branch of the ANCYL O.R Tambo branch is inviting branches of the league, regions, provinces and interest parties to join us on Monday as we will be heading to Luthuli House to meet with National officials of the ANC following the victimization and public humiliation of young people deployed in government and the organization, in particular the continuous victimization of Cde Gaolatlhe Kgabo as leader of the society and member of the ANC in good standing.

Cde Gaolatlhe Kgabo and other young people continue to be victimized by old people who are refusing to make peace with the fact that young people are the future and equally they must be given a fair chance to govern. It is not a secret that in Dr Rsm region young people and the general populace of Dr Rsm, we are subjected to tribalism. Tribalists are leading this glorious movement of ours and they believe that power must only circulate amongst comrades who reside in Taung and other surrounding areas.

The very same comrades when the NEC of the ANC post 2021 LGE pronounced Cde Kgabo to be the executive mayor of Dr Rsm handed state power on a silver platter to an opposition party, defying the mandate of the organization as par the instructionfrom the upper structure, in nutshell they chose to sit in opposition benches when the ANC had an outright majority in that district council. Given the scenario it is clear that the ANC in this region is led by a bunch of job seekers and cdes who are there for self enrichment of which it is against the policy of the organization to enrich themselves using the name of the ANC.

We are also aware that the provincial leadership of the ANC is silent on the aforementioned matters, hence we believe that there is no longer the ANC in the province, instead the people of North West are led by a N12 faction that is further dividing the ranks of the organization province wide.

It is for this reason that we will be heading to Luthuli House to have deliberations with the national officials to see how best they can intervene and resolve issues pertaining the North West province.

We refuse to allow Eldership to destroy and humiliate young leadeds in our watch. In the absence of the ANC leadership, as young lions of Peter Mokaba we will speak on their behalf. We have no one else but ourselves to register our dissatisfaction relating to treatment that young people are subjected to.

We are calling upon young people in business and government to avail resources for this great cause of young people, as it is our responsibility as young people to guard against one another particular on this current epoch.

The ANCYL in Ward 4 statement on Freedom Day and issues affecting young people in general.

As many would have anticipated that we will dwell in the history part of this day, however this year we chose to celebrate Freedom Day differently by choosing to raise issues that are affecting our constituency. We are not disregarding the importance of this day, but we cannot always keep on writing about history when young people are faced with issues on a daily basis.

It is against this background that we cannot celebrate this day without economic freedom in our lifetime. The ANC Youth League’s 1944 Manifesto and 1948 Programme of Action went a long way in reshaping and revolutionising the political, organisational and ideological character of the ANC.

This generation of young activists came with a programme which defined the needs of young people under the theme “ Youth Action for Economic Freedom in our freedom” which give birth to 7 cardinal pillars of the ANCYL.

These 7 cardinal pillars include (1) Expropriation without compensation for equitable redistribution (2) Nationalisation for industrialisation (3) Inclusive and decentralised economic growth and development (4) Land restitution and agrarian reform (5) Building a strong developmental state and public service (6) Massive investment in the development of the African economy (7) Provision of education, skills and expertise to the people.

Provision of education, skills and expertise to the people:

Amid the graduation season, we wish to take this opportune to congratulate daughters and sons of the soil who recently obtained qualifications from their respective institutions of higher learning.

However, the league of the ANC in Ward 4 has learnt with utmost disappointment that 90% of the grads are to date still unemployed, how sad. This too cannot be left unattended as we will be failing the entire society. The relevant departments must create opportunities for those with qualifications, either permanent positions nor Internships.

It has also came to our attention that only 20% of the class of 2021 Matriculants went to institutions of higher learning, this is as a result of lack of funding and other issues. It is for this reason that we will be writing to the recently elected district mayor of Dr RSM, Comrade Sense Maje to re-open district mayoral bursary applications , because we believe that the centralisation of applications disadvantaged many deserving students.

We are also calling upon the entire unemployed population in particular young people to register cooperatives so that it becomes easy for them to get funding from the relevant departments. Young people must be entrepreneurs not job seekers, hence it is seminal to not burden the local municipality with issues that can be resolved by young people themselves. Furthermore, we are encouraging you to visit the LED office at the municipality to enquire more about funding that’s available and to also visit the Youth Development Agency to adequate yourselves about their services.

We understand that generations before us fought tirelessly to ensure that a dream of economic freedom in our lifetime becomes a reality, which is why we are taking where they left off to ensure that this dream becomes a reality.

In conclusion, we will also embark on a mission to visit all stakeholders in Lekwa Teemane to advance and advocate for issues that are affecting young people.

In the famous words of Che Guevara “ Above all, always be capable of feeling deeply any injustice committed against anyone, anywhere in the world. This is the most beautiful quality in a revolutionary”.

The ANCYL in Ward 4 is concerned about the disruption of water supply in Boitumelong Location. The technical and community service department is failing the community of Boitumelong, its almost 12-16 hours since the disruption of water supply and the department relevant isn’t saying a thing, in essence it’s business as usual.

Cllr Legabe(Koprasi) through his office is undermining our people. By now there should have been a communication from his office as an MMC responsible detailing the cause of the disruption and as to when will the supply of water be restored but of course our people don’t deserve to know what’s happening, his office is quiet.

We cannot always rely on the office of the mayor to issue communiques whereas we are having an MMC responsible for department like Technical and community service. We understand that the mayor’s office is the last resort therefore we need to hold those who are responsible for the department in question accountable. Only then if they fail to act then we involve the office of the mayor as a political office.

This is a sign that we need a communication unit in the municipality. By now we would have known what caused the disruption through the communication unit. Furthermore, by establishing a communication unit you will be creating employment opportunities for young people.

It is seminal to note that the communication unit will address and interact with the inhabitants of Lekwa Teemane at large. Cllr Sebang Motlhabi through powers vested in you, we are pleading with you to establish a communication unit in Lekwa Local Municipality.

Irrespective of whether now the supply of water has been restored, this tendency must come to end otherwise it will be confronted head on. Believe you me, it won’t be nice when we confront this issue head on.

We wish to bring to your attention that the right to have access to water is contained in section 27(1)( b) of the Constitution of the Republic and Act 108 of 1997, so cease contravening the aforementioned legislation.

In future learn to communicate properly with our people. Water is life.

The league of the ANC in Bloemhof has learnt with utmost disappointment the call made by the PLC which is an unelected structure of ANC in the Province instructing comrade Sebang Motlhabi to resign as a PR COUNCILLOR, consequently as the mayor of Lekwa Teemane.

As the ANCYL Bloemhof cluster we are distancing ourselves from this decision and noting this as an attack to the general populace of young people.

This decision is not only inconsistent but it also undermines the will of the people and the internal processes of the ANC, it is for this reason that we believe the NEC of the ANC will overrule this inconsistent decision that is clouded by generational jealousy and hatred.

As per rule 25 of the ANC constitution,Comrades had their fair chance to challenge the appointment of comrade Sebang as a Pr councillor but they chose not exhausted their rights as granted by the ANC constitution. Only now that they are questioning his appointment, how convenient.

This is well orchestrated attack against comrade Sebang Motlhabi for which it will be confronted head on, if people were not happy with regards to his appointment and submission to the IEC, they should have lodged an appeal with the PLC of the ANC in the North West for which they did not, now they are using courts to fight internal processes of the ANC.

Sebang Motlhabi is a calibre we all have been waiting for, he remains a beacon of hope to take us to the promised land. It is for this reason that we acknowledge and appreciate the effort of comrade Sebang Motlhabi as the mayor.

Deliver us to the promised land Moses indeed we are safe under your capable leadership. When we said we need selfless leader to serve our people we were speaking about Sebang Moses Motlhabi. To date he has proven that he’s equal to task.

We wish to reaffirm our unconditional support for comrade Sebang and we will fight this battle along with him. We believe in the struggle of young people.

We believe in comrade Sebang Motlhabi because he is young and energetic, his enthusiasm made him to be the preferred candidate of the ANC. We will ensure that the mandate of the ANC is carried out by all means necessary.

Comrade Sebang’s time has arrived and you cannot stop an idea whose time has arrived, we want to caution those behind this well engineered attack that we are going to defend Comrade Sebang with everything that we have, will confront them politically and physically.

We encourage all young people of Lekwa-teemane to wake up from their slumber as there's a festering wound that is endorsed by goons who want to sabotage one our own. A society whose young people are in a constant state of slumber will never realize a potential , we find it very paramount to convey a very prominent note to the status quo that we are ready to combat any view that is designed to assassinate one of our own.

We defend young people in government because we believe in them, they have the capacity to liberate our communities in particular young people. We stand in solidarity with comrade Sebang come hell or high water.

Furthermore, we wish to caution the ones behind this attack that we are aware that they met on Monday to orchestrate this attack and we will confront them head on.

It has also come to our attention that a ward councillor of Redbat brigade was part and parcel of the meeting that sat to plan the downfall of comrade Sebang. It’s funny because the same councillor is a product of the same BBGM that nominated comrade Sebang to be a Pr councillor, instead of defending the view of young people he’s in cahoots with old people to bring down a fellow young person. Disgusting.

The very same people who attended that meeting, sabotaged comrade Kgabo as the district mayor-elect of the ANC. It’s now clear that these people are against youth development in particular and development in general, as a community we must refuse to be associated with those who are destroying the future of young people.

We will have no mercy on them, boots are on and gloves are off as we will be on the forefront comforting them.

It is for this reason that we will be hosting a press briefing tomorrow to make our position clear both to the IPC and PLC, and to demand the PLC to reverse its decision which instructed comrade Sebang to resign. We will be also lobbying other branches in the Sub-Region to join this Press briefing, we cannot sit and fold our arms when a young person is being attacked by the cancer within the ANC. Time and venue will be confirmed.

Our humble plea to comrade Sebang Motlhabi is that refuse to comply. Refuse to see the bigger picture. In essence, do not resign. If needs be take the PLC to court and we will be amicus curiae. We will support you throughout.

In conclusion, we wish to remind the PLC that its mandate its lapsing soon and that they aren’t direct elected structure of the ANC. They were appointed and appointment has an expiry date. Instead of fighting internal petty politics of the organisation they must be planning their exist. Should they attempt to pressurise you again, we will have no choice but to make Lekwa Teemane ungovernable.
