UB DEMANDS ACCOUNTABILITY FOR THE BILLION RAND PRASA DEAL

The fight for accountability continues.

submitted additional evidence to the National Prosecuting Authority (NPA), calling for accountability and prosecutions in connection with the controversial R26.5 billion PRASA deal involving Swifambo Rail Leasing. As questions persist over the investigation and the consequences of alleged corruption, the demand remains clear: those implicated must be held accountable through due process, and justice must not be delayed.

We will continue to demand answers, transparency and consequences.

This month we filed a new High Court application against the Minister of Transport, PRASA and the City of Cape Town. A Service Level Plan (SLP) is the document that shares power and accountability between the City and PRASA over our trains: who must do what, by when, with what money, and what happens when they don’t. 🚆🚆🚆

The law has required one since 2009. NOBODY signed one until we took them to court — and when the City and PRASA finally signed it, they produced a document with no dates, no budgets, no named officials, no targets and no oversight. 🤦🏾‍♀️

It was drafted without a single public comment. It makes universal access a phrase instead of an obligation, and its information clauses limit what commuters may know about our own trains. 🤐

Our trains are back because commuters fought for it. But everything that collapsed the first time collapsed because commuter’s voices were not being heard! We are asking the Court to declare this SLP unlawful, to order a new one made with REAL public participation, and to keep the City and PRASA reporting back until it’s done. Our trains belong to the people who use them! 🚆👩🏾‍🦽‍➡️🗣️🤝💜

Why now?
On 2 July 2026, South Africa's Constitutional Court handed down a landmark judgment, ruling that the sale of the former Tafelberg School site in Sea Point was unlawful. This reaffirms the constitutional obligation of both the Western Cape Government and the City of Cape Town to actively address apartheid's spatial legacy through well-located affordable housing. The judgment is a watershed moment for spatial justice, recognising that where people live is inseparable from their access to work, education, healthcare and dignity.

Through the voices of Reclaim the City activists and the Ndifuna Ukwazi legal centre, Mother City documents a decade-long struggle for the right to live in the city. What began as a documentary about resistance has become a powerful record of a movement whose vision has now been affirmed by South Africa's highest court.

The National Rail Master Plan will shape our rail system until 2050, affecting who runs our trains, where investment goes, and the future of public transport.

While the draft plan includes important commitments, it still doesn’t guarantee meaningful commuter participation and oversight. We believe the people who rely on trains every day must have a seat at the table.

Section 195 requires public administration to be accountable, transparent, responsive, and focused on people’s needs.

These principles should be visible in every train, every clinic, every school, and every public entity.
