Department of Cooperative Governance statement on payment of stipends to participants and project management fees to the NPOs
The Department of Cooperative Governance (DCoG) is currently working around the clock to effect all outstanding stipends payments to Community Works Programme (CWP) participants and the project management fees to the Non Profit Organisations (NPO’s) managing various sites.
The CWP initiative aims at cushioning the vulnerable and the poorest of the poor. This initiative also provides a skills development platform which gives participants a safety net and income in the form of stipends.
The participants earn stipends by providing community services for minimum number of regular days of work each month.
Due to COVID-19 there was a delay with regards to the payments of participants. We had to make sure all measures are in place before payments were processed.
As of today, 63% of participants have been successfully paid their stipends, while the rest of the payments are in progress. We are expecting all payments to be processed by 16h00, on Friday, 12 June 2020.
We sincerely apologise for the inconvenience that these delays have caused to the participants. We remain committed to ensuring that this important programme continue to benefit those in need, and the systems will be improved to prevent future delays in payment.
Payments of management fees to NPO’s were delayed due to none compliance with service level agreement (SLA).
This SLA outlines governance issues that NPOs must adhere to. We have engaged the NPO’s to submit outstanding documentation and information in order to adhere to all governance processes outlined in the SLA.
To date, the majority of the NPOs have complied with our request. As a results, we are processing the information so that we can effect the payments by Friday 12/06/2020.
DCoG remains committed to work with participants and NPOs to ensure that we maximise the impact of the CWP programme to the benefit of the communities in need.
