🟥BILLING DISPUTES

Dear Residents,

I have noted that many of you have queries or disputes regarding your municipal accounts. In the last Council meeting, an item on Dispute Resolution Management was tabled, and I want to share some of the key findings with you.

For the month ended June 2026, a total of 204 disputes were recorded, valued at R244,029,547.54. Of these, 73% were resolved within 30 days, showing that the Municipality generally processes disputes efficiently when they are properly filed.

Electricity disputes remain the largest category, making up 44% of all cases, followed by Water and Sewer at 28%.
This tells me that many residents are experiencing real billing issues…and that filing a formal dispute is an effective way to have your account investigated and corrected.

Here is what you need to know about disputing your utility bill:

Any resident wishing to dispute their utility bill must file a dispute form in the prescribed format for the account to be investigated and, where necessary, adjusted.

This offers two-fold relief:
1. Any disconnection relating to the arrear amount under formal dispute will be suspended pending investigation.

2. This is on condition that all amounts not in dispute are still paid.

Important requirements:
• The dispute must be filed by the account holder.
• The prescribed form must be completed in full.
• Disputes can be uploaded via the online eServices portal.

How to File a Dispute:
1. Register/Log In — Visit https://eservices.durban.gov.za/v2/. New users must register for an account.

2. Log Your Complaint — Use the portal to submit your billing query or dispute.

3. Follow Up — Track the status of your submission directly on the platform.

On the eServices Portal you can also:
• View and pay your municipal bills
• Submit meter readings
• Apply for and manage debit orders

For further queries, use the correspondence portal at http://correspondence.durban.gov.za:200/ or visit your nearest Customer Service Centre.

I encourage you to make use of this process if you believe your account is incorrect.

Maasbanker and Briardale Projects, Old Inanda Road 27/08/26, 18h07:

Greetings Ward 11 Residents,

Please note, I had a meeting yesterday with Senior Management as well as the contractor rasing my concerns and time lines. We hoping for an Improvement and road to be resolved much faster.

We do however have a a connecting pipes now leaking due to the work with the TLB. It has been escalated.
