IEC Launches Local Government Elections 2026 Campaign at Raymond Mhlaba Municipality (Mthontsi Lodge, KwaMaqoma)

27 August 2026, KwaMaqoma – The Amathole Region office of the Independent Electoral Commission (IEC) has officially launched the Local Government Elections (LGE) 2026 campaign at the Mthontsi Lodge and Conference Centre in KwaMaqoma, within the jurisdiction of Raymond Mhlaba Municipality. The launch forms part of the IEC's broader national programme to mobilise voters ahead of the 4 November 2026 local government elections, and marks one of the first major electoral milestones to be hosted at the newly established venue.

The choice of Mthontsi Lodge and Conference Centre, itself a recently launched facility positioned to place Raymond Mhlaba on the Eastern Cape's tourism map, highlighted the municipality's growing capacity to host regional and provincial gatherings of this scale. The venue, located in the historic KwaMaqoma area, provided a fitting backdrop for a campaign centred on civic participation, memory, and the ongoing work of building resilient local democracy.

Proceedings focused on the electoral timetable leading up to Election Day, the importance of voter registration and verification of details on the voters' roll, and the role ordinary residents play in determining the composition of their local council. Speaking at the event, IEC representatives reiterated the Commission's commitment to delivering a free, fair, and credible electoral process, while encouraging first-time and young voters in particular to register and participate.

Raymond Mhlaba Municipality has reaffirmed its support for the IEC's LGE2026 programme and will continue to work with the Commission, traditional leadership, and ward structures to raise awareness of voting requirements across all wards ahead of the 4 November 2026 elections.

Raymond Mhlaba Municipality Hosts Build-Up to International Literacy Day in eDikeni.

27 August 2026, eDikeni - The Raymond Mhlaba Municipality, in partnership with the Amathole District Department of Sports, Recreation, Arts and Culture (DSRAC), hosted a successful build-up programme towards International Literacy Day at the Happy Rest Community Hall in eDikeni yesterday, 26 August 2026.

The build-up session brought together a diverse audience united by a love for reading and learning. Participants included representatives from other local municipalities within the Amathole District, inmates from the Middledrift Correctional Centre, and members of local communities around Raymond Mhlaba.

The day was filled with vibrant educational activities aimed at promoting literacy as a fundamental human right and a foundation for lifelong learning. Participants took to the stage to showcase their skills in debate, reading, book review, and literary quizzes.

Speaking at the event, the Portfolio Head for Community Services Cllr Elton Bantam, emphasized that literacy goes beyond the ability to read and write - it is about empowerment, dignity, and active participation in society. The inclusion of inmates from Middledrift Correctional Centre was highlighted as a powerful reminder that education and rehabilitation go hand-in-hand.

The build-up event forms part of the district's broader programme leading up to the official International Literacy Day commemoration on 8 September, which seeks to raise awareness about the importance of literacy for development.

PUBLIC NOTICE: POWER OUTAGE – KATANG, RED LOCATION AND NEWTOWN, ADELAIDE

Raymond Mhlaba Municipality wishes to inform residents, businesses and stakeholders that there is currently no power outage affecting Adelaide town.

The Municipality, however, is aware of a localised power outage affecting some households in sections of Katang, Red Location and Newtown.

The outage follows a municipal 11kV breaker trip that occurred yesterday. Power to Adelaide town was restored yesterday, and the municipal electricity team is currently attending to the affected sections in Katang, Red Location and Newtown.

Residents are urged to remain patient while the team works to restore electricity supply to the affected households.

The Municipality profusely apologises for the inconvinience and will provide further updates should there be any significant developments.

Raymond Mhlaba Municipality Convenes IDP/Budget/PMS Representative Forum Ahead of Council Adoption

The Raymond Mhlaba Municipality today convened its IDP/Budget/PMS Representative Forum at the Council Chamber, eDikeni, bringing together councilors, senior officials, and community stakeholders to consider the draft IDP/Budget/PMS Process Plan that will guide the development of the municipality's 2027/2028 to 2031/2032 Integrated Development Plan (IDP). The session was chaired by the Strategic Planning and LED Portfolio Head, Cllr Zingisa Rasmeni, and opened with a welcome from Cllr Unathi Ngcume. The Portfolio for Budget and Treasury, Cllr Sinethemba Mjakuca, outlined the purpose of the meeting, setting the tone for the presentation that followed.

The Hon Mayor, Cllr Nomhle Sango, presented the IDP/Budget/PMS Process Plan, reminding the Forum that the Municipal Systems Act (Act 32 of 2000) obliges every municipal council to adopt a written process to guide the planning, drafting, adoption, and review of its Integrated Development Plan. The presentation set out the institutional arrangements that will steer the five-year planning cycle, including the IDP/Budget/PMS Steering Committee, the IDP/Budget/PMS Representative Forum, the Budget Steering Committee, and the Intergovernmental Relations (IGR) Forum. The Forum was also taken through the detailed schedule of meetings for the 2026/2027 planning cycle, mapping out key milestones from the Steering Committee sittings and community engagements through to the tabling of the draft and final IDP and Budget before Council.

The IDP/Budget/PMS Process Plan will now be tabled before a Special Council meeting on 28 August 2026 for formal adoption, marking the next step in RMLM's journey toward a fully participatory and legislatively compliant Integrated Development Plan for 2027–2032.
