Raymond Mhlaba Municipality Convenes IDP/Budget/PMS Representative Forum Ahead of Council Adoption

The Raymond Mhlaba Municipality today convened its IDP/Budget/PMS Representative Forum at the Council Chamber, eDikeni, bringing together councilors, senior officials, and community stakeholders to consider the draft IDP/Budget/PMS Process Plan that will guide the development of the municipality's 2027/2028 to 2031/2032 Integrated Development Plan (IDP). The session was chaired by the Strategic Planning and LED Portfolio Head, Cllr Zingisa Rasmeni, and opened with a welcome from Cllr Unathi Ngcume. The Portfolio for Budget and Treasury, Cllr Sinethemba Mjakuca, outlined the purpose of the meeting, setting the tone for the presentation that followed.
The Hon Mayor, Cllr Nomhle Sango, presented the IDP/Budget/PMS Process Plan, reminding the Forum that the Municipal Systems Act (Act 32 of 2000) obliges every municipal council to adopt a written process to guide the planning, drafting, adoption, and review of its Integrated Development Plan. The presentation set out the institutional arrangements that will steer the five-year planning cycle, including the IDP/Budget/PMS Steering Committee, the IDP/Budget/PMS Representative Forum, the Budget Steering Committee, and the Intergovernmental Relations (IGR) Forum. The Forum was also taken through the detailed schedule of meetings for the 2026/2027 planning cycle, mapping out key milestones from the Steering Committee sittings and community engagements through to the tabling of the draft and final IDP and Budget before Council.
The IDP/Budget/PMS Process Plan will now be tabled before a Special Council meeting on 28 August 2026 for formal adoption, marking the next step in RMLM's journey toward a fully participatory and legislatively compliant Integrated Development Plan for 2027β2032.
