KEY SERVICE DELIVERY ISSUES RAISED DURING 2026/2027 IDP AND BUDGET ENGAGEMENT IN WARD 19

In line with the principles of participatory democracy as outlined in the Municipal Systems Act 32 of 2000 and the Municipal Finance Management Act 56 of 2003, the Elias Motsoaledi Local Municipality, together with the Sekhukhune District Municipality, convened a Joint Draft 2026/2027 Integrated Development Plan (IDP) and Budget public participation meeting at Dindela Sports Ground in Ward 19. The engagement aimed to ensure that community voices directly inform municipal planning, prioritisation, and service delivery for the upcoming financial year.

The session was led by Councillor Ndumiso Ndlovu, representing the Mayor of the Elias Motsoaledi Local Municipality, together with Councillor Carpos Ngobeni, who jointly presented the Draft 2026/2027 IDP and Budget to the community. The presentation outlined key municipal priorities, development programmes, and budget allocations for the upcoming financial year, while also providing a platform for community input and engagement.

During the engagement, residents actively contributed inputs to the draft IDP and Budget, raising a range of pressing service delivery challenges. These included persistent water supply challenges, with a strong call for the strengthening of bulk water infrastructure between Groblersdal and Luckau. Electricity infrastructure challenges were also highlighted, alongside poor road conditions and inadequate maintenance, which continue to affect mobility and access within the community. Residents further raised concerns regarding the slow delivery of RDP housing, as well as ongoing sanitation challenges, particularly the maintenance and draining of VIP toilets, which remain a significant concern for households in the area.

These community inputs will be consolidated and considered in the finalisation of the 2026/2027 IDP and Budget. The municipalities reaffirmed their commitment to ensuring that public participation remains central to planning processes and that service delivery priorities reflect the lived realities of communities.

The Elias Motsoaledi Local Municipality and the Sekhukhune District Municipality remain committed to strengthening participatory governance and improving service delivery outcomes through responsive and inclusive planning.

MAYOR ATTENDED FUNERAL SERVICE OF THE LATE CLLR MALEKE JOHANNA MOKGANYETJI

The Mayor of Elias Motsoaledi Local Municipality, Cllr David Tladi, attended the funeral service of the late Cllr Maleke Johanna Mokganyetji, joining family, friends, colleagues, and community members in paying their final respects to a dedicated public servant.

Cllr Mokganyetji was remembered for her unwavering commitment to serving the people of Sekhukhune and Elias Motsoaledi. She also served as a Special Advisor on equality and equity issues to the then Minister of Education and current Minister of Defence, Ms Angie Motshekga.

In 2021, she was appointed as Chief Whip in the Sekhukhune District Municipality by the African National Congress (ANC). In 2022, she was elected as Mayor of Sekhukhune District Municipality, where she continued to demonstrate strong leadership, dedication to service delivery, and a deep commitment to improving the lives of communities. She also served as MMC for the Finance Portfolio Committee.

Speaking at the funeral service, Mayor Cllr David Tladi described Cllr Mokganyetji as “a selfless leader who dedicated her life to the service of the people and never hesitated to stand for justice, equality, and development.”

Her passion for community upliftment, her strong leadership qualities, and her willingness to always lend a helping hand left behind a lasting legacy that continued to inspire future leaders.

The Elias Motsoaledi Local Municipality extended its heartfelt condolences to the Mokganyetji family, friends, comrades, and the broader community during this difficult time. The municipality joined all who mourned in celebrating her life and contribution to public service.

May her soul rest in eternal peace.

EDGE PROTECTION, SHOULDER REPAIRS, PATCHWORK, BASE CORRECTION AND RESEALING OF 0.45KM ROAD AT ROOSENEKAL VILLAGE (WARD 30)

Roosenekal Road Maintenance Project Underway

The Elias Motsoaledi Local Municipality is taking decisive action to restore and strengthen critical road infrastructure in Roosenekal Village, Ward 30, following damage caused by recent disaster-related events. Through a targeted investment under the Disaster Grant Recovery Programme, the Municipality is prioritising safer, more durable roads to support mobility, economic activity, and improve the quality of life for residents.

Following the allocation of funding, one of the affected streets in Roosenekal was identified for urgent intervention. The scope of work includes edge protection, shoulder repairs, patchwork, base correction, and resealing over a 0.45-kilometre stretch of road.

An amount of R2 million has been allocated specifically for the Roosenekal intervention through the Disaster Grant Recovery Programme. The project will be implemented through a Service Provider (SP) appointed from the Municipality’s panel for maintenance works.

The Municipality expects the project to be completed before the end of June 2026. This initiative forms part of broader efforts to enhance road safety, improve accessibility, and ensure the long-term durability of municipal infrastructure.

The Elias Motsoaledi Local Municipality appreciates the community’s patience and cooperation during the implementation period and remains committed to delivering quality services that respond to the needs of residents.

Municipality Notes Arrest of Former Legal Manager in Alleged Fraud and Corruption Case

The Elias Motsoaledi Local Municipality notes the arrest of a former Legal Manager by the Directorate for Priority Crime Investigation (Hawks) in connection with allegations of fraud and corruption relating to procurement processes that occurred between 2016 and 2017.

The Municipality views these allegations in a serious light and reiterates its unwavering commitment to the principles of transparency, accountability, and good governance. The alleged conduct, if proven, would constitute a violation of the Municipal Finance Management Act (MFMA) and a breach of the ethical standards expected of public officials.

The Municipality maintains a zero-tolerance approach to corruption and any conduct that compromises the integrity of its procurement systems or results in the misuse of public funds.

As the matter is sub judice, the Municipality will not provide further comment and will allow the judicial process to run its course.

Tafelkop Project Receives High-Level Government Visit Focused on Rural Development

The Mayor of the Elias Motsoaledi Local Municipality, Cllr David Tladi, together with the Executive Mayor of the Sekhukhune District Municipality, Cllr Mina Bahula, welcomed the Premier of Limpopo, Phophi Ramathuba.

They were joined by the MEC for the Limpopo Department of Agriculture and Rural Development, Ms Nakedi Kekana; the Speaker of Council, Cllr Jounior Thethe; Cllr A. Matlala; and Kgoši Rammupudu Rammupudu II, whose leadership continues to play a vital role in supporting community development and local agricultural initiatives.

The delegation visited the Tafelkop Agricultural Development Project as part of ongoing efforts to strengthen land reform initiatives and support emerging farmers across the province.

The Tafelkop Farmers Association, comprising 30 farmers, has been farming a 189-hectare (ha) property for over 25 years. The association was recently awarded official title deeds by President Cyril Ramaphosa, marking a major milestone in South Africa’s land reform and rural development efforts.

This transfer of ownership represents a turning point for the farmers, providing long-term tenure security and enabling greater investment in infrastructure, irrigation, livestock, and crop production.

During the visit, Premier Ramathuba engaged directly with farmers, encouraging unity and collaboration. She stated, “When farmers work together, they become stronger, more resilient, and better positioned to grow their businesses and uplift their communities.” She added, “Agriculture remains one of the key economic backbones of Limpopo, and we are committed to supporting farmers to ensure sustainable growth and food security.”

The programme concluded with a site visit to one of the farmers, where the delegation observed farming activities and discussed opportunities to further enhance productivity and growth.

MAYOR TLADI LEADS JOINT IDP AND BUDGET 2026/2027 ENGAGEMENT WITH TRADITIONAL LEADERS

Elias Motsoaledi Local Municipality Mayor, Cllr David Tladi, successfully led a high-level joint IDP and Budget 2026/2027 consultation meeting with Traditional Leaders at the Elias Motsoaledi Council Chamber on 14 April 2026. The strategic engagement formed a key part of the municipality’s public participation process, aimed at strengthening collaboration with traditional leadership structures and advancing inclusive, people-centred planning for the upcoming financial year.

The meeting provided a platform for meaningful dialogue on key service delivery priorities, development needs, and community concerns to be considered in the 2026/2027 Integrated Development Plan and Budget. All five Traditional Councils were represented at the engagement, demonstrating strong participation and commitment from traditional leadership structures.

Mayor Tladi emphasised the importance of unity and cooperation between the municipality and traditional leaders in driving sustainable development and improving service delivery. He further encouraged continued engagement to ensure that community voices are heard and reflected in the final IDP and Budget.
