BCM - U Such a framework locates the land question within the overall social
policy and political economy trajectory of a country.

The point of departure in the quest for a progressive and radical leftist approach
to the land question is to relate the land question to the national, class, gender
and ecological questions. At the centre of these questions is the issue of whether
the natural, social, economic, political and cultural resources are under the
dominion and authority of foreign and local private entities, states, a m

inute
group of settler-colonialists and tiny group of indigenous social, political and
corporate elites or under the sovereignty of the people and popular democratic
structures. It therefore places focus on
reconstructing and transforming patterns of ownership, control and uses of the
land in order that the spatial , natural , material and financial resources
accrued from the land and the social currency accrued from it can be utilized for
human development, social development, political development and economic
development. The issue of ownership could be better tackled by replacing private ownership of
land other than for household and subsistence purposes wih co-operative,
communal, social and public ownerhip with the land being under the control of
the state or democratic civic control.
